3 1.00 TERMS SPECIFICATION FOR JOINT UTILITY TRENCH AND EXCAVATION The terms "City, Owner, or Engineer as used herein and on the Drawings shall be considered synonymous and refer to the City of Healdsburg and its duly authorized employees, consultants and/or agents. The terms "Contractor and Bidder used in this Specification shall be considered synonymous and refers to the corporation, company, partnership, firm, or individual who has entered into a Contract for the performance of the Work specified herein DEFINITIONS Contract: The written agreement between the City and the Contractor covering the Work. Day(s): The term Day(s) shall mean consecutive calendar day(s) unless otherwise specified. Work: That which is proposed to be constructed or done under the Contract, including the furnishing of all labor, material, and equipment for performing trenching, excavation, and associated Work. Electric Department Representative: Any staff member of the City of Healdsburg Electric Department that has knowledge of the Work proposed or in progress. Electric Engineer: The City of Healdsburg Electric Department staff member directly involved in the engineering, design, or management of the Work to be performed. Project Manager: The City of Healdsburg staff directly assigned the job of inspecting newly installed underground facilities. Standard Trench Width: Trench widths of 12", 18", and 24" continuing in 6" increments. Utility / Utilities: any investor owned or publicly owned utility within the right of way or participating in the joint trench GENERAL The following specifications are for performing trenching, excavation, and associated work suitable for constructing duct banks and installing boxes and vaults used in the City of Healdsburg as used by it s Electric Department, AT&T, Comcast, and related underground utility work. This bid shall be for Joint Utility Trenching, excavation, and other associated work listed on the Bid Proposal form. The prices bid shall remain constant throughout the course of the work.

4 The terms trenching and excavation means to; trench, excavate, including all required native or select backfill (sand and base rock), concrete replacement, saw cutting, City-approved compaction, slurry mix, concrete caps, barrier posts, placement of required conduit, sidewalks, retaining walls, traffic control, flagging, customer notification, vegetation or brush removal/replacement, temporary and permanent pavement as required and the removal of spoils to complete any trench, excavation, or facility installation. It also includes any and all decorative rock or bark, grass or shrubs, planter including shrubs required to put the construction site back to a condition equal or better than it was prior to when the Work started. The Contractor will coordinate the Work to the maximum extent practical with the affected property owners. Contractor cooperation with property owners affected by the Work is essential. In all instances, the successful Bidder (Contractor) shall be responsible for a complete workable duct bank or box/vault installation suitable for installation of City of Healdsburg power cable and equipment or the communication cable(s) and equipment of AT&T and Comcast as designated by the design STANDARDS Trenching, excavations, substructure installation, and associated work will be on a per unit cost basis utilizing the prices from the Bid Proposal form completed by the Contractor. For the purposes of this specification standard trench widths will be 12", 18", and 24" continuing in 6" increments and based upon the bidded items and joint trench drawings. Dimensions used to calculate total cost of a trench or excavation job will be the lowest standard trench width that will accommodate the minimum required width for the facilities being installed as determined solely by the City of Healdsburg Electric Department (HED) or as required by the City of Healdsburg Construction Standards. As an example, the minimum required trench width for a single 4" conduit would be the nominal size plus 6" for a total of 10. A standard trench width of 12" will accommodate the 10" so the excavation would be priced based on the 12" width. If the minimum trench width required by HED was 20", HED would price the job based on a 24" excavation. Shored trenches will utilize this same methodology with the exception that the minimum standard trench width utilized will be 24" to accommodate the shoring and allow adequate working space within the deeper trench. For ease of pricing payment, cubic yards of box/vault excavation will be based on the box/vault outside dimensions (includes cover) plus 6" for depth and 24" for length and 24" for width [i.e., (L+24")x(W+24")x(D+6") = cubic feet of excavation]. The Contractor is cautioned that the Contractor's unit bid prices will be the only prices utilized in determining the cost of any conduit bank/trench or box/vault excavation price. Items not listed on the bid list but found in the field will be priced using a larger listed bid item as close to the actual item being worked on (i.e., 5" sidewalk will be priced as a 6" sidewalk). Prior to construction of non-bided items, the contractor must gain written approval for the type and quantity of work as directed by a Healdsburg Electric Representative.

5 All Work shall be performed in accordance with the latest City of Healdsburg, AT&T, and Comcast Construction Standard(s) for each of the unit items bid. Only the more significant Standards are listed but contractors must be aware and knowledgeable of all applicable utility standards. Failure to list a Standard will not be grounds for a change order or failure to perform the Work in accordance with all applicable Construction Standards. It is expected that the Bidder will be fully aware of the current Construction Standards related and applicable to the work. The Bidder should review these drawings/standards prior to submitting their bid. a.) Trenching Remove existing soil and materials at the location of the trench to the depth, width, and length required and install all required substructures. All trenching with adequate depth in streets, sidewalks, and driveways on public and private property shall be backfilled, above the sand bedding/cover, with an aggregate base material (base rock) and compacted to City specifications. Trenches in all other areas may be backfilled with native soil (unless directed otherwise by an Electric Department Representative) over the sand base/cover per utility standards. Compaction shall be a minimum of 95% in areas of vehicular traffic and a minimum of 90% in all other areas. City of Healdsburg (or its agent) may periodically perform compaction tests on various trench sections to determine if the minimum compaction requirements have been met. If a trench section fails to meet the minimum compaction requirement, the Contractor, at his expense, shall re-compact the trench section by removing and replacing all backfill material within the failed trench section and pay for all retesting to prove the trench section meets the minimum compaction requirement. In areas of trench or excavation (principally in unpaved/proposed traffic areas) where the Contractor has asked for and received approval to use slurry mix (approved by the Electric Department and Public Works Department) to satisfy the compaction requirement of the Construction Standards or where the Public Works Department requires slurry mix as an alternative way of meeting the compaction requirement of the City, there will be no additional adder for slurry mix to the trench or excavation cost. Where the Joint Trench requires trenches over 60" deep, the cost of trenching shall include shoring costs. The Contractor shall remove all spoils from the job site and repair landscaping, street, sidewalks, etc. to their original preconstruction condition or better. Trench bid prices shall include backfilling with required sand bedding, or select material, and native soils. Trench bid prices shall include the labor and material costs required for a complete trench package, slurry as required at bends, costs to clean (brush) and mandrel conduits installations, and install 1250lb. or 2500lb. mule tape or equivalent pull line as required per utility construction standards and drawings (as applicable) and California Public Utilities Commission General Order 128 (GO-128). b.) Box and Vault Excavation (Including Switch Vaults)

6 Remove existing materials at the location of the excavation to the depth, width and length required. Place substructure in excavation per City of Healdsburg and applicable Utility Standards and Field Direction. Backfill and compact per Utility, as required for compaction. It will be the Contractor's responsibility to contact the box/vault vendor to verify outside dimensions of substructures to assure the excavation is the correct size for the substructure being delivered. For box/vaults, the City's vendor will deliver the box/vault to the Contractor's completed excavation and set the box/vault in the Contractor's excavated pit. It is the Contractor's sole responsibility to schedule the box/vault deliveries from the box/vault manufacturer (vendor) and to provide the box/vault manufacturer the correct City of Healdsburg purchase order number for the box/vault(s) to be delivered. City of Healdsburg purchase order numbers for box/vaults are obtained through the Electric Department Representative assigned to the Work. It shall be the Contractor's responsibility to accept or decline the delivery of all vaults, boxes, and equipment pads to ensure they are acceptable to the City of Healdsburg and participating Utilities. If the Contractor accepts a vault, box, or equipment pad that does not meet the City's or any participating Utility s requirements, the Contractor will be responsible for all costs to remove and replace the vault, box, or equipment pad. Any questions regarding the acceptability of a vault, box, or equipment pad shall be referred to the City of Healdsburg Representative or other representative. If upon delivery, a vault, box, or equipment pad does not meet the Inspection Criteria, the Contractor shall immediately notify the HED. The Representative will then direct the Contractor on how to proceed and will coordinate the repair or replacement of the structure. Full compensation for inspecting the vault for compliance with the listed criteria shall be included in the contract bid price for the vault, box, or equipment pad and no separate payment will be made for inspection. In all cases, the Contractor shall be responsible for a complete box, pad, vault, or switch vault installation. Cost of excavations with depths over 60" shall include shoring costs and any extra excavation necessary to accommodate the shoring. The Contractor shall remove all spoils from the job site and repair landscaping, street, sidewalks, etc. to their original preconstruction condition or better. c.) Curb and/or Gutter Where indicated and necessary by the joint trench route, the contractor shall remove existing materials as authorized by an Electric Representative and place a new curb and/or gutter to conform to the intent of the City s Construction Standards as appropriate. The Contractor shall remove and dispose of all spoils from the job site. d.) Driveways

7 Where indicated and necessary by the joint trench route, the contractor shall remove existing materials as authorized by an Electric Representative and place a new driveway to conform to the intent of the City s Construction Standards. The Contractor shall remove and dispose of all spoils from the job site. e.) Sidewalks Where indicated and necessary by the joint trench route, the contractor shall remove existing materials as authorized by an Electric Representative and place a new sidewalk to the intent of the City s Construction Standard as applicable. The Contractor shall remove and dispose of all spoils from the job site. f.) Asphalt Concrete (AC) Pavement Where indicated and necessary by the joint trench route, the contractor shall remove existing materials, to the minimum trench with and to a maximum as authorized by an Electric Representative, and place new AC pavement including any and all base and other material in accordance with the intent of the City s Public Works Construction Standards. Contractor is responsible to remove and dispose of spoils from job site. g.) Electric Utility 2", 4", and 6" Conduit Included in the trench bid price shall be the costs to furnish, install and terminate all conduit (PVC, SCHD-40, SCHD-80, DB120, NEMA TC-6), bends (schedule 40 or 80), bell ends, temporary caps, permanent caps, cement for joint s, and 1250 lb. or 2500 lb. mule tape as required per Construction Standards and Drawings (as applicable) and California Public Utilities Commission General Order 128. h.) Prove Existing City Electric 2", 4", and 6" Conduit Costs to supply labor and material to prove existing 2", 4", and 6" conduits and install 1250lb. or 2500lb. mule tape or equivalent pull line as required. The City Electric Representative shall be contacted prior to proving the conduit to advise on any safety clearances that may be required and to be given the opportunity to witness the proving of the conduit. It should be noted that conduit runs may have substantial amounts of dirt and debris and this bid item should include the necessary labor and material to properly brush and mandrel the entire length of existing conduit. The order and minimum requirements of pulling the mandrel and brushes for each size conduit are as follows: 2" Conduit Clean and Mandrel Requirements " Brush 2. 2" Brush 3. 2" Mandrel

8 4" Conduit Clean and Mandrel Requirements 1. 3" Brush 2. 4" Brush 3. 4" Mandrel 6" Conduit Clean and Mandrel Requirements 1. 4" Brush 2. 6" Brush 3. 6" Mandrel If a blockage, broken conduit, or other condition exists which prevents proving the conduit, the contractor shall be required to work with the City to identify the location of the problem. If it is determined additional excavating is necessary to fix a problem conduit run not installed by the contractor, a change order shall be submitted for the additional work. The contractor will be entitled to the full cost for proving existing conduit once the conduit is repaired/unblocked, proven, and the appropriate mule tape is installed. i.) Sand, Gravel, and Rock Base Included in the trench section pricing will be the labor and material costs to furnish and install all required select backfill material required in any trench or excavation per City and participating Utility Construction Standards or as directed by the Electric Representative. j.) Saw Cutting Included in the trench section pricing will be the labor and equipment to saw-cut all concrete and AC pavement shall be included in the bid price for each trench section. k.) Slurry Mix Provide and install slurry mix per City Standards or as required as requested by the City Electric Representative. Slurry mix will only be paid for as an additional cost to the trench and excavation cost when slurry mix is specifically required away from conduit bends or areas otherwise noted as requiring slurry by the City Electric Representative. l.) Concrete Caps Trench pricing should include where required for proper cover the labor and material (five (5) sack concrete) to cover or encase a conduit run per GO-128 and the City Electric Representative's requirements. m.) Transformer Pads, Box Pads, and Switch Vaults

9 Supply all labor, material, boxes, reinforcing steel, ground wire and ground rods, base rock, excavation, grading, and compaction as required to install transformer pads per the City s electric standards (as applicable). n.) Install Streetlight Bases Supply all labor, material, reinforcing steel, "J" bolts, grounding wire, conduit bends, excavating, and grading required to install or pour-in-place a streetlight base per the City s standard streetlight foundation. o.) Remove Streetlight Bases Supply all labor for excavating and grading required to remove and dispose of a streetlight base. p.) Secondary Electrical Splice Boxes (H1, H2, H3, H4) Furnish and install a City of Healdsburg-approved H1, H2, H3, or H4 splice box per City Construction Standards. Cost shall include all labor, material, excavation, and bedding/backfill to provide a complete splice box installation. Contractor shall ensure all boxes are inspected and accepted by the City s Electric Representative. q.) Primary Electrical Splice Boxes (H5, H7, Switch Vault) Furnish and install a City of Healdsburg-approved H5, H7, and switch vaults per City Construction Standards. Cost shall include all labor, material, excavation, and bedding/backfill to provide a complete splice box installation. Contractor shall inspect per the checklist and ensure all field installations are inspected and accepted by the City s Electric Representative. r.) Barrier Posts Furnish and install a City approved non-removable or removable barrier post as required per construction standards. Costs shall include all labor, material, and excavation to provide a complete barrier post installation. s.) Additional Traffic Control All traffic control shall conform to the California Manual on Uniform Traffic Control Devices (2014 California MUTCD, Revision 2), which can be accessed at the following website: Normal traffic control shall be included in the bid costs provided by the Contractor in all other bid items of this Contract. t.) Contaminated Soils Handling

10 If contaminated soils are suspected, maintain separate stockpiles of contaminated soil such that potentially contaminated soils are not co-mingled with non-contaminated soils. For contaminated soils complete all of the following; i. Prepare a 10-mil, polyethylene plastic sheeting lined containment area for stockpiling and covering of potentially contaminated soils. Overlap the plastic sheeting a minimum of two feet to prevent run off underneath the plastic sheeting. ii. iii. iv. Hire a California-certified laboratory to sample and test the potentially contaminated soil in accordance with sampling requirements of the most cost effective Class III landfill or similar disposal facility. In general, for gasoline and diesel contaminated soils, this includes the collection of one 4-point composite for every 100 cubic yards of excavated contaminated soil, and analysis for TPH-gas and TPH-diesel by EPA 8015, for volatile organic compounds by EPA 8260 and lead by EPA 6010, but can vary depending on the disposal facility requirements. Complete the analyses as required by the disposal facility. Should the laboratory testing confirm the presence of contaminated soil, submit test results and any additional reporting requirements to the appropriate disposal facility for their approval at least seven (7) working days prior to plan disposal. Upon review of the test results, the disposal facility will determine if the contaminated soil may be disposed of at the facility. If the test results exceed the acceptance limits of a Class III disposal facility, Contractor shall submit test results and any additional reporting requirements to other cost effective disposal facilities. Upon review of the test results, the disposal facility will determine if the contaminated soil may be disposed at the facility or if additional testing is required. v. If additional testing is necessary, hire a California-certified laboratory to sample and test the contaminated soil in accordance with the additional sampling requirements. vi. Arrange the hauling and disposal of the contaminated soil at the accepted disposal facility, licensed to accept such soil under paper manifest. vii. Submit copies of all manifests signed by the disposal facility to the City PERMITS The Contractor shall obtain, prior to construction, all required permits from the City, County, State and other agencies, etc. The expense on any and all construction permits will be the responsibility of the Contractor. The Contractor shall obtain all temporary construction

11 encroachment permits from the applicable agencies as required to work within their said right-ofways. The Contractor shall obtain any required bonds or insurance required by these agencies. Failure to obtain an encroachment and/or grading permits in a timely manner or delays in inspection by the encroachment permitting agency will not be grounds for a change order. The Contractor may be required to obtain a grading permit in order to place trench or excavation spoils on privately owned or City property. The Contractor is hereby notified to verify the requirement of a grading permit prior to dumping spoils within the City limits UNDERGROUND UTILITIES The Contractor shall be solely responsible to coordinate identification of underground utilities. The Contractor shall contact Underground Service Alert (USA) to mark existing underground facilities prior to start of any trenching or excavation. The present USA phone number for this area is 811 and USA North s website is: usanorth811.org. Hand digging may be necessary in some areas. Hand digging will not be a reason for cost adders to this Contract. The Contractor shall be responsible for any damage to underground facilities. The Contractor will be required to repair any substructures damaged during trenching or excavation at no additional cost to the City, unless City Electric Utility facilities were incorrectly marked in the field by City staff. Damage to other utilities shall be the responsibility of the Contractor or the utility, as applicable. The Contractor is required to USA Locate facilities at least ten days prior to the planned start of construction and notify the Electric Representative of any conflicts observed and wait for a job correction, if needed, prior to start of the actual Work SAFETY The Contractor shall use extreme caution at all times to insure safe distance/working space from energized above and below ground high voltage lines near the work area. The Contractor shall be solely and completely responsible for conditions of the job site, including safety of all persons (including his employees) and property during the performance of the work. This requirement shall apply continuously and not be limited to normal working hours. Safety provisions shall conform to U.S. Department of Labor (OSHA) and all other applicable Federal, State, County, and local laws, ordinances, and codes, the requirements set forth below, and any regulation that may be detailed on other parts of this Document. Where any of these are in conflict, the more stringent requirement shall be followed. The Contractor's failure to be thoroughly familiarized with the aforementioned safety provisions shall not relieve the Contractor from compliance obligation and penalties set forth herein. All trench and excavations shall be shored per CAL-OSHA requirements. Work in any trench or

12 excavation shall be in strict conformance with CAL-OSHA requirements. Excavations of 60" or greater require a CAL-OSHA permit. Only qualified City of Healdsburg electrical workers shall work on energized conductors or equipment connected to energized high-voltage systems. All Work shall be barricaded to provide public safety and protection of wildlife. Trench, excavation, and boxes shall not be left open. Any trench or excavation that is not filled immediately must be adequately and securely covered and barricaded. The Contractor shall at all times have Injury and Illness Prevention and Safety Plans, meeting State requirements, available for inspection and review by the City or other agencies WORKMANSHIP The Contractor shall have demonstrated experience to perform the Work and provide fully qualified personnel to perform the Work within these specifications. The Work shall be performed in a competent and professional manner and all work areas shall be cleaned by the Contractor and returned to a condition equal to or better than it was prior to the commencement of Work. All trash and debris shall be removed from the work site at the end of each days work. The City Electric Representative has the right to terminate the work at any time if he has determined that the Work is not being performed in a knowledgeable and timely manner INSPECTION All work described within this Bid requires inspection by the City s Electric Representative. Failure to notify and receive inspection approval from the appropriate representative(s) will be grounds for the Work to be redone at the Contractor's expense. Witnessing of any Work by the City representatives will not relieve the Contractor of his guarantees for material, labor, equipment, and workmanship WORK PERFORMANCE Trenching and excavations shall be coordinated with the Electric Department and may be performed at multiple sites within the Work area as directed by the Electric Representative. To allow for City inspections, trenching, and excavations will normally be required to be performed between 7:00 a.m. and 3:30 p.m., Monday through Friday. Each location may be given a specific date or dates (if phased construction) for completion and in some cases, a

13 specific time (hour) will be given for completion. Work performed outside these hours must have prior approval of the City s Electric Representative. There may be occasions where the Contractor will be required by the City to schedule his work outside normal working hours. Hours outside of normal working hours will be defined as any Work performed between 6:00 p.m. and 6:00 a.m., Monday through Friday and all day Saturday and Sunday. Prices paid for scheduled work outside normal hours will be the unit bid prices plus 20 percent. If the Work is scheduled where only a portion of the work occurs outside normal working hours (between 6:00 p.m. and 6:00 a.m., Monday through Friday and all day Saturday and Sunday), only that portion worked within the indicated hours or days will be paid at the unit bid prices plus 20 percent. Contractor's invoice shall show hours worked outside of normal working hours. The Contractor must first get written authorization from the City Electric Representative assigned to the Work prior to working outside of normal hours. Written authorization is considered a purchase order for the Work to be performed showing the 20 percent adder for Work outside normal working hours. The successful Bidder shall be reasonably available to perform emergency trench and excavation work at all hours (including weekends) at the direction of the Electric Department. Prices paid for emergency work will be at the unit price plus 50 percent unless mutually agreed otherwise. Authorization to perform Electric Utility trenching, excavation, and associated work may be granted at any time within the Contract period utilizing the purchase order process. The Contractor shall be ready to start a project as early as ten (10) calendar days after receipt of a purchase order with the exception of emergency work. However, the actual start date may be delayed by the City to any time within the Contract period. Completion of a project in some instances may not occur up to three (3) months or more after the Contract period ends. If completion is delayed more than three (3) months after the Contract period, the Contractor has the right to cancel the purchase order, provided a thirty (30) day advance written notice of cancellation is sent to Jeremy Ross, Service Planning Supervisor, City of Redding, P.O.Box , Redding, California (i.e., cancellation occurs thirty [30] days after receipt of notice). The City of Redding will cancel all purchase orders which are not started within 45 days after the end of the contract period (due to the City's unforeseen delays). The City of Redding reserves the right to cancel a purchase order or any portion of a purchase order at any time. In the event the project or portion of the project must be canceled, the City will purchase materials on hand for that section of the project that is canceled, provided the materials cannot be used on future purchase orders within the Contract period. The Contractor shall submit copies of the invoices for material to be purchased by the City of Redding due to project cancellation. The Contractor will be paid the total cost of the invoice(s) plus a 15 percent markup on the

14 material(s) only portion of the invoice(s), prior to sales tax. The Contractor shall deliver the purchased materials to a designated storage location in the City of Redding area. Should a situation arise requiring an immediate start of a trenching or excavation project, the City reserves the right to obtain another contractor to trench or excavate to these specifications from any available source if the successful Bidder for the annual Contract is not able to make an immediate start on the trench or excavation project. It is specifically understood and agreed by the Contractor, that the City, its employees and agents shall not have control or charge of and shall not be responsible for the construction means, methods, techniques, procedures or for providing safety precautions or procedures in connection with the work under this Contract. Safety provisions shall conform to California and U.S. Department of Labor (OSHA) and all other applicable State, County, and local laws, ordinances, codes and requirements. On each workday (Monday through Friday) during the length of the Contract, the Contractor is required to , before 7:00 a.m., an agenda of his proposed work schedule for the day. The agenda will list a brief description of all work to be done that day. If no work is planned, the Contractor must state "No Work on City Projects" on that day's and give a date the Contractor is planning to next work on the project. s shall be sent to: Todd Woolman, Electric Superintendent twoolman@ci.healdsburg.ca.us and Paul McQuiad, Electric Field Coordinator pmcquaid@ci.healdsburg.ca.us JOINT TRENCH Requests for joint trench, not otherwise noted on the plans, made directly to the Contractor by others will not constitute a joint trench agreement. The unit prices in the Bid Proposal, including surface repair and backfill, will be used to determine the total cost of the trench. The total cost of the trench will be appropriately divided between all parties (Utilities) of the joint trench, per the City of Healdsburg. Box/vault excavations and conduit placements will not be considered part of the joint trench. Other Utilities in the joint trench will inspect their own conduits, excavations and vault/boxes. If the Contractor enters into an agreement for box/vault installation, excavations and/or conduit work for other Utilities, the Contractor must negotiate and collect his own fee with those other Utilities. If the Contractor allows unauthorized utilization of the joint trench by others, the total

15 cost of the trench will be divided equally by the numbers of unauthorized participants in the trench and the Contractor will be paid only the City of Healdsburg s portion of the trench WORK LIMITATIONS The Contractor will not be required to perform any boring or trenching, excavation, and associated work to cross a major-divided freeway such as Highway 101 unless mutually agreeable CONTRACT WORK The successful Bidder awarded the Contract will, perform the work and be paid based upon specific quantities of trench, excavation and/or associated work at the unit prices quoted in the Contractor's bid. The unit prices will be the only prices used to cover all trench, excavation and associated work. The Contractor bid includes estimated quantities only and at the City s sole discretion may reduce those quantities. The Contractor shall not exceed the estimated quantities without written authorization from the Electric Representative coordinating the work. In addition, the Contractor shall not deviate from the construction plans provided without approval of the Electric Representative. A preconstruction meeting with the Electric Representative is required. A detailed invoice for payment and certified payroll reports must be submitted to the Electric Representative monthly. The invoice must provide exact quantities, adjusted up or down to reflect the actual work performed. Payment will be on actual quantities as detailed in the Contractor's invoice and jointly approved by the City Electric Representative. The Contractor shall immediately notify the Electric Representative if conditions are encountered which cause the quantities listed in the purchase order to be insufficient. Failure to immediately notify the City Electric Representative of such conditions will result in the Contractor forfeiting any possible additional compensation LIST OF ATTACHMENTS All work must be in accordance with industry and utility design and construction standards. The Contract should use the list of standards and drawings below to aid in the development of a responsive bid for the work. Ultimately the contractor is responsible to have an absolute understanding of the applicable utility construction standards prior to bidding.
