Retrofit Code of Practice Publication of NSAI/DECLG/DCENR/SEAI S.R.54: Code of practice Methodology for the energy efficient retrofit of existing domestic dwellingscompletedpublic Consultation. Comments being reviewed. Consultants-Building Research Establishment (BRE) Provides guidance for design and building professionals Contents include overall approach, fabric, services Schedule for completion Q4 2013

Scope of Document The intended users are designers, specifiers, contractors, installers and property managers working on energy efficient refurbishment projects for dwellings. Assumes that those using the document have appropriate qualifications and experience of working on construction projects. It is intended that the designer and/or installer should be able to go to the relevant technical section of the document associated with the fabric or services measures that they are performing and find the appropriate generic design or installation guidance. The scope of this Code of Practice (COP) addresses the energy refurbishment of fabric and services of more recent low-rise dwellings. Traditional Buildings as described in Heritage document Energy efficiency in traditional buildings are outside of scope of Retrofit COP (solid masonry walls of brick or stone, rubble) The main purpose of the COP is to provide technical guidance on the design and installation of retrofit measures to improve energy efficiency while: - maintaining the fire safety performance of dwellings; ensuring structural integrity, weather resistance and acoustic performance; maintaining healthy internal environments; controlling the movement of moisture. All materials and systems used shallbe fit for the use for which they are intended and for the conditions in which they are to be used.

Scope of Document Guidance is based on IS, EN andbs standard technical specifications whilst considering buildability and cost. Whilst guidance provides examples of performance levels for retrofitting it does notset performance levels. It is intended that these will be set by retrofit programmes/clients and/or designers and specifiers. Intended use of document is that it will initially be referred to by retrofit schemes and used by specifiers and designers as an installation specification. Some older / historic buildings perform and respond to the outside / inside environment in particular ways, often differently from more modern mid-to-late 20th Century buildings. Guidance on installing energy efficient retrofit measures for these buildings is contained in the Heritage document Energy efficiency in traditional buildings.

Technical Section-Structures Describes different existing structures eg Walls Holllow Block, Cavity, Solid, Timber/Steel Frame Description of probable existing condition, likely problems and current performance level. Design considerations for each retrofit option, e.g. materials to use, adapting to existing conditions, technical risks etc. Installation considerations, e.g. construction sequence, particular detailing to avoid thermal bridging etc.

Performance levels Fabric Each element has up to 4 performance levels related to BR requirement, Good Practice, Best Practice and Advanced Best Practice U-values in Informative Annexes: A (Floors), B (Walls) and C (Roofs) Heating 3 performance levels for each fuel type Basic (Retaining existing fuel type), Improved (Better performance, possibly with fuel switching) and Advanced (Highest performance) Lighting 3 performance levels for general indoor, directional indoor and outdoor lighting Good Practice, Best Practice and Advanced Best Practice

Walls Design considerations Occupant disruption External and cavity fill insulation solutions only minor disruption. Internal insulation solutionswill most likely require decanting the occupant during the retrofit. Wall type Wall condition Ensure that correct wall type is identified by suitable survey. Driven rain exposure conditions may require external insulation, again ensure suitable survey. Rectify pre-existing defects, structural failure, dampness etc.

Walls Design considerations Interstitial condensation Ensure consideration of preventing interstitial condensation done for whatever insulation solution proposed. Internal insulation solutionsto solid walls, WUFI modelling inconclusive due to lack of data and external rain penetration. Ventilation Ensure that purpose provided ventilation for combustion appliances maintained Background ventilation and subfloor ventilation to be maintained. Thermal bypass or looping External insulation solutions to cavity walls, fill cavity also. Hollow block walls, seal at roof insulation level.

Walls Installation considerations Airtightness Ensure that all service penetrations and wall perimeters are sealed correctly. External wall insulation Internal wall insulation Use certified system and installer Provide perimeter insulation down to ground level to reduce internal surface condensation Reposition services. Ensure level surface prior to installing insulation Plasterboard on dabs may not be able to support internal wall insulation. Plasterboard provides fire resistance and may provide racking resistance to timber framed walls

Roofs design considerations 1 Roof condition Work on roofs (e.g. replace waterproof layers, rotted timbers etc.) provides opportunity for insulation Survey and strengthen roof to future-proof or accommodate solar technologies Services Freezing risk to water tanks/cylinders and pipework Overheating risk to cables and light fittings Airtightness around penetrations Access to services Condensation Key concern with warm, moist air from dwelling below Installation of VCL Provision of purpose-built ventilation

Roofs design considerations 2 Thermal bridging Junction between walls and eaves is key so insulation needs to be continuous Assessment in Annex G and H Light shafts Insulate walls of light shafts in loft area Flat roof access Access may be required for repair, means of escape etc. Assess imposed loads to ensure thermal insulation has appropriate compressive strength Cabling Insulation around cables can lead to overheating so best to route above If not possible, increase cable size to carry load Protect cables from polystyrene insulation

Ventilation Traditional forms of ventilation Windows and doors Adventitious Background Improvemen t methods Natural ventilation with intermittent extract fans Passive Stack Ventilation (PSV) Mechanical Extract Ventilation (MEV) Forms part of the overall refurbishment strategy Airtightness links to other CoP sections Loft hatches and light fittings (Roofs) Service entry points (Walls & Floors) Gaps around windows and doors (Openings) Use of wet plastering (Walls)

Traditional forms of ventilation Windows Rapid purge ventilation to disperse water vapour, odours and cooling Closing windows for long periods can lead to condensation and mould growth Double glazing can also lead to increase in surface condensation Adventitious openings Purpose provided vents for chimneys and heat producing appliances Uncontrolled infiltration through gaps and cracks, e.g. ill-fitting windows, service pipes etc. Background ventilation Purpose-built ventilators (air bricks, grilles, trickle vents) in habitable rooms Can be controlled

Improvement methods Integral part of the refurbishment strategy: Build tight, ventilate right Fabric improvements included in relevant section of the CoP Increasi ng complex ity SFP <0.3 W/(l/s) <2m 3 /m 2 /hr Airtightne ss testing recomme nded (<5m 3 /m 2 / hr)
