8 AECOM RAR Heritage Buildings Foul Sewerage and Utilities Report Page 6 1 Introduction 1.1 Proposed Development The proposed development includes the change of use and redevelopment of two Grade II Listed Buildings to provide a residential led mixed-use development comprising 146 residential units with refuse/recycling and cycle parking, 2,150m 2 commercial uses and a public square The proposed development consists of the refurbishment and extension of both buildings to include both residential and commercial units. 1.2 Background This design report has been prepared to identify the existing drainage network and present foul water drainage and utilities strategies for Buildings 10 and 11 of the Royal Arsenal Masterplan development This report also contains a review of previous foul drainage and utilities studies that have been carried out for the site and the wider Royal Arsenal Masterplan. 1.3 Site Description The proposed development is located to the south of Arsenal Way, in the London Borough of Greenwich. The two buildings are Grade II listed Royal Arsenal heritage buildings, the Officers House (Building 11) and The Royal Carriage Factory (Building 10). The River Thames is approximately 300m to the north of this part of the development. Figure 1-1. Site location plan with indicative site boundary shown in red (Contains Google Aerial Imagery)

9 AECOM RAR Heritage Buildings Foul Sewerage and Utilities Report Page 7 2 Foul Water Drainage 2.1 Existing The existing foul water network within the area according to the Thames Water records is as shown in the plan in Appendix A. A utilities survey carried out by Geotec Surveys Limited (Appendix B) confirms the alignment of the sewer network shown in the Thames Water records, though does not provide further details of pipe invert levels. 2.2 Proposed The assessment of the foul water discharge rate from the residential and commercial units given in Table 2-1 and Table 2-2 has been made using the following assumptions: Residential: foul water generated at a rate of 4,000litres/unit/day (Sewers for Adoption, 7th Edition); and Commercial: foul water generated at a rate of 200 litres/day/100m 2 of commercial floor area. Summary of estimated foul water discharge rates from Building 11 Building Use Number of Units / Floor Area Foul Water Flows (l/s) Residential 34units 1.57 Commercial 403m Total The total foul water discharge rate from the proposed development is therefore anticipated to be 6.90l/s It is proposed that the existing connections to the private foul sewer network from the existing buildings are reused for the discharge of foul water from both Building 10 and Building 11 of the proposed development. These sewers drain in a south-easterly direction before connecting to the public combined trunk sewer in Plumstead Road. This drainage route is highlighted in yellow in Figure From the depth to soffit data provided by the Utilities Survey and the information provided by Buro Happold, it is likely that the pipe gradient of the 300mm Ø sewer passing Building 10 is no slacker than 1/250. On this assumption, it has a capacity of not less than 62l/s. The proposed development generates a total flow of 6.9l/s or just under 10% of the capacity of the pipe. Subject to the confirmation of these assumptions, it is highly unlikely that the outfall sewer shown in Figure 2.1 does not have the capacity to service Buildings 10 and The detailed drainage design will include confirmation that sewers and connection points are in satisfactory condition, have suitable invert levels and have sufficient capacity to convey the anticipated foul water flows.

11 AECOM RAR Heritage Buildings Foul Sewerage and Utilities Report Page 9 3 Utilities Assessment 3.1 Existing Drawing number MEP806 has been provided by Buro Happold Consulting Engineers and shows the location of the proposed and existing services for the building adjacent to Building 10. This plan shows that both the existing and proposed electric, gas, water and telecoms services are located within the footways and carriageways and should therefore not be affected by Building It is recommended that a GPR survey is undertaken in the areas around Buildings 10 and 11 to confirm that no utility services will be affected by the construction works The contractor should adhere to the HSE publication HS(G)47, Avoiding Danger from Underground Services when working in close proximity to any underground services. 3.2 Proposed Energy Centre With regards to the Energy Centre, the SSE detailed study confirms that an allowance has been made for Buildings 10 and SSE assessed the number of apartments to be constructed for Buildings 10 and 11 and have allocated a peak load and a diversified load for each building; they have also produced a drawing indicating the proposed points of connection for Buildings 10 and 11. The M&E consultant and architects have confirmed that the points of connection are suitable for the building layouts in relation to the location of the plant rooms. Proposed Utility Services Buro Happold Construction Plan drawing number MEP806 Rev 02, shows the existing services and proposed services for the building adjacent to Building On review of this drawing it is noted that there are new proposed services in the roads and footpath in Arsenal Way The utility services located within the existing infrastructure could be used to serve Buildings 10 & The detailed utilities infrastructure design will include confirmation with regards to the points of connection for the electric, water and telecoms, any additional substations required for the two new buildings and that the existing infrastructure has sufficient capacity for the two new buildings A load assessment based on the area schedule provided by the design architects (Allford Hall Monaghan Morris) has been carried out. Table 3-3. Load assessment Building Electric Gas Water Building 10 Commercial 300kVA in total To be confirmed by individual tenants, however a minimum of 100amp 3 phase should be provided to each commercial unit 370kWh per unit (this has been based on a restaurant requirements. Building 10 Residential 242kVA No gas cooking heating and hot water to be provided by Energy Centre. Building 11 Commercial 100 kva in total. To be confirmed by individual tenants, however a minimum of 100amp 3 phase should be provided 370kWh per unit (this has been based on restaurant requirements). Minimum of 1.0l/s for each commercial unit Based on 50% storage of 9,420 litres 4hrs refill rate incoming flow rate = 0.65l/s Minimum of 1.0l/s for each commercial unit

Based on 50% storage of 2720 litres with 4hr refill rate incoming flow rate = 0.19l/s Note that the above figures are to be used as a guide only and are not for use in any application to the utility companies. A detailed calculation will need to be undertaken based on the final design, number of commercial units and residential dwellings for each building.

13 AECOM RAR Heritage Buildings Foul Sewerage and Utilities Report Page 11 Next Steps It is recommended that a detail load assessment is undertaken for Buildings 10 and 11 to establish the exact load requirements for both buildings This information, along with a site layout plan, can be used to contact the utility companies that have already installed their apparatus in the area and seek formal quotations to provide new supplies to Buildings 10 and 11. Until such time that the utility companies have confirmed they can provide supplies from the existing infrastructure, there is a possibility that off-site reinforcement will be required SSE have already ensured that the Energy Centre has sufficient capacity for both buildings and have provided a design showing the routes and points of connection for the district heating system The contractor should undertake a GPR survey prior to any construction work commencing to satisfy themselves that the location of the existing and any new services installed as part of the wider scheme will not be affected by the works to be undertaken on Buildings 10 and 11.
