Related municipal bylaws or policies have been considered. Staff from this office visited the site in 2008 and again in 2016 to inspect the trees and to review the site conditions. The client has supplied a survey drawing showing topographic features and tree locations, as well as a project design drawing (civil engineering design by Amec Foster Wheeler, Rev C: Mar ) for reference. The parkade site plan for Block B was supplied by Dialog in April 2017 for our review and reference. This study presents tree condition findings and proposed tree preservation strategies for consideration by the owner, the project design consultants, the municipality and the contractors performing the work. Our findings are in accordance with arboricultural best management practices, and our recommendations are based on the condition of the trees as well as the anticipated impacts and mitigation opportunities related to construction considering the current project design. This summary report should be read in conjunction with the enclosed reference documents. Tree assessment was performed using Visual Tree Assessment (VTA) procedures that are standardized and developed by Arbortech Consulting. Trees have been marked with a serial numbered tag for ease of reference. The VTA includes the identification of the species, size and condition of the subject trees, including an inspection for outward signs/symptoms that indicate the presence of structural defect, health deficiencies, and growing site constraints that can affect the viability for retention. Detailed assessments were not performed. This study is not a Tree Risk Assessment, however we have considered our findings of the health and structural condition of the subject trees in context to the proposed land uses in order to determine their suitability and viability for retention. TREE RETENTION FINDINGS This subject site is comprised of an existing shopping mall and associated access and parking facilities. The proposed development includes the phased demolition of the existing buildings and parking, and the construction of new mixed use buildings. There are 125 trees assessed as part of our study area; 80 on-site trees 22 off-site trees and 23 city trees found within influencing distance of the project. 2 the proposed treatment of the subject trees are detailed on the attached Tree Management Drawing. The project will be constructed in a phased approach. In context to the current civil design and the proposed building phases, the existing trees are proposed to be treated as follows: Tree Removal by Phases: Phase Description of Works On-Site Tree Off Site Tree City Tree 1 Yew street access from Nanton and associated re-grading plus partial sewer installation. 2 Partial demolition, Yew Street completion, North Lane completion, Arbutus civil works and bulk excavation for northeast building. 3 Partial demolition (retaining walls along south property line), and completion of sewer installation west to park Excavation for southeast building Demolition of mall building, installation of storm infiltration and excavation for new buildings TOTAL 93 Removal Trees: Approvals for cutting trees will require phased approvals from the city. Each phase of work will require a separate approval, including provisions for protection measures for trees that are not yet approved for removal (see below). City trees or trees shared with the city will require advance referral to Parks Board for approval to remove them before they are cut. Off site trees proposed for removal will require approval from the respective owners prior to the city authorizing their removal. PAGE 2 OF 4

3 Tree Preservation and Protection: Interim protection of trees located outside of each current phase of construction activity will require that barriers or site hoarding is installed in adherence to the tree protection guidelines on the Tree Management Drawing (attached). Considering the completion of all phases of work, a total of 33 trees within the site or on adjacent city or private lands and located within influencing distance of the project will have required protection measures. Protection includes barriers being installed as each phase progresses, as well as certain special measures for adjacent works such as but not limited to; Consideration of root protection zone setbacks for retained trees in the detailed design of site features, specifically the storm infiltration infrastructure as well as assorted retaining walls and landscape features in the perimeter of the site. Root pruning at the time that demolition, soil disturbance, or other activities are undertaken in proximity to the tree protection zones (TPZ). Low impact excavation (arborist supervised hydro-vac or air-vac) in the root zones of trees for service and utility installations, and selective root protection and root pruning. Pruning of the crowns to ANSI A300 Standards. TREE REPLACEMENT Tree replacement requirements will be confirmed by the city in relation to their policies. The city requires two replacement trees for each bylaw tree to be removed (2:1 quota), up to a maximum quantity based on the available space for planting. The replacement trees must meet city requirements for minimum size at planting (i.e. 6 cm calliper for deciduous species and 3.5 m height for coniferous species) and other criteria. Replacement tree design details will be specified by others. SUMMARY RECOMMENDATIONS Long term tree preservation success will only be possible if the trees are protected to respect the alignments and restrictions of the Tree Protection Zones (TPZ) as detailed on the Tree Management Drawing attached. Considering the findings herein, the recommendations for the treatment of the existing trees within the proposed development are summarized as follows: 1. Check with the municipality for approvals of the tree retention and removal scheme before proceeding with any tree treatments, site preparation activities, demolition or construction. 2. Maintain compliance to the tree protection measures and/or implement other treatments specified for retention trees (on-site and off-site) during demolition, site preparation and construction phases in compliance with the Tree Management Drawing and pursuant to municipal regulations and requirements. 3. Undertake specified enhancement or mitigation treatments within or adjacent to TPZ including but not limited to; root pruning, soil enhancements, pruning to manage the health and structure of the tree, pruning for construction or land use required clearances, PAGE 3 OF 4

4 low impact site preparation or excavations for services, utilities, footings, foundations, retaining walls, driveways, patios, sidewalks or other hard landscape features. 4. All applicable design drawings for this project should be coordinated to fully comply with the tree protection specifications as shown on the Tree Management Drawing (attached). Inclusion of this drawing and report in the project specifications is strongly recommended. 5. All contractors, subcontractors and trades undertaking any scope of construction on the project in proximity to retained trees should be made aware of the restrictions and responsibilities for tree retention, any special measures required, and coordinate their work activities with the project arborist accordingly. For this reason, this report should not be used as a specification for reference in tendering site preparatory works such as land clearing and tree removal. The inner tissue of the trunk, limbs and roots, as well as the majority of the root systems of trees are hidden within the tree and the ground. Also, trees have adaptive growth strategies that can effectively mask defects. Tree assessment is limited to relying on the outward signs of defect and health issues that are indicators of the presence of defects. We use our training, experience and judgement, however it is possible that certain defects are not able to be identified. Arbortech Consulting cannot guarantee that a tree is free of defect. The accuracy of the locations of trees, property lines and other site features were not verified by Arbortech Consulting. We do not warrant that third party information as correct. Third party information provided to the consultant may have been relied upon in the formation of the opinion of the consultant in the preparation of this report, and that information is assumed to be true and correct.
