4 Legislation Buildings (Amendment) Ordinance 2011 [B(A)O 2011] introducing MBIS & MWIS Building (Inspection and Repair) Regulation [B(I&R)R] setting the scopes, standards and procedural requirements for carrying out prescribed building/window inspections and repair Building (Administration)(Amendment) Regulation 2011 establishing a new inspectors register under the BO & stipulating the qualification and experience requirements for RI 4
5 5 Key Features of MBIS and MWIS B(A)O 2011 MBIS applies to private buildings* aged 30 years or above owners are required to appoint registered inspector (RI) to carry out prescribed building inspection and supervise prescribed repair in every 10 years * except domestic building not exceeding 3 storeys in height MWIS applies to private buildings* aged 10 years or above owners are required to appoint qualified person (QP) to carry out prescribed window inspection and supervise prescribed repair in every 5 years
6 Key Features of MBIS and MWIS 6 Selection of target buildings Annual Target 2,000 MBIS buildings 5,800 MWIS buildings (of which 2,000 are synchronized with MBIS buildings) Target buildings to be selected at quarterly intervals
7 Key Features of MBIS and MWIS Registered Inspector (RI) A person whose name is in the inspectors register under the BO. They include: Authorized Persons Registered Structural Engineers Registered Architects Registered Professional Engineers (Building, Building Services (Building), Civil, Materials (Building) & Structural) Registered Professional Surveyors (Building Surveying & Quantity Surveying) 7
8 8 Key Features of MBIS and MWIS Qualified Person (QP) A person whose name is in one of the registers under the BO. They include: Authorized Persons Register Structural Engineers Register Inspectors Register General Building Contractors Register Minor Works Contractors Register (registered for the class, type and item of minor works in respect of windows)
9 9 Key Features of MBIS and MWIS B(A)O 2011 Scope of Prescribed Inspection Prescribed inspection under MBIS & MWIS covers the following elements of a building: Common parts External walls Projections Signboards Windows
10 Time Frame of MBIS Notices 10 Pre-notification letter 6 months advance notice to all owners of the building before MBIS Notices MBIS Notices 3 months* for appointment of RI 3 months for completion of building inspection 6 months for completion of building repair * extra 3 months will be given for building without OC
11 Time Frame of MWIS Notices 11 Pre-notification letter 1 month advance notice to OC or Management Office or post on conspicuous part of the building prior to MWIS Notice MWIS Notices 3 months* for appointment of QP 2 months for completion of window inspection 1 month for completion of window repair * an extra 3 months will be given for building without OC
12 12 Duties of Registered Inspector (RI) Carry out the prescribed inspection personally and provide proper supervision of the carrying out of the prescribed repair Comply with the BO Notify BA of any case of emergency during the prescribed inspection and prescribed repair Record any unauthorized building works in the common parts and exterior of the building
13 Code of Practice for MBIS and MWIS Code of Practice for MBIS and MWIS Draft version of CoP uploaded in BD website in August 2011 The CoP mainly covers: Inspection and Assessment Detailed Investigation Rectification and Repair Supervision and Control 13 Specifies the technical standards and procedural requirements for the RI and QP to carry out prescribed inspection and to supervise the necessary prescribed repair of buildings and windows Provides guidance to comply with the requirements of BO and B(I&R)R

18 Code of Practice for MBIS and MWIS 18 Scope of Inspection Drainage system Drainage system - at external walls of building - in common parts - within common pipe ducts Underground and above-ground common drainage system Any other common drainage system for the building under inspection that may, if defective, choked or misconnected, affect the sanitary or hygienic condition of the building
19 19 Code of Practice for MBIS and MWIS Inspection and Assessment Step 1: Pre-inspection preparation - Retrieve all relevant approved/accepted plans, details and documents to gain a clear understanding of the overall building design and construction including subsequent A&A works. - Review all available information to determine the design standards and CoPs that were in force when building was constructed and A&A works that had been carried out. - Formulate an appropriate method statement for the inspection of the building.
20 20 Code of Practice for MBIS and MWIS Inspection and Assessment Step 2: Carrying out of inspection by - Visual inspection - Hammer-tapping - Infrared thermography - Cover meter survey - Crack width measurement - Opening up of concrete cover at root of cantilevered slab canopy - Closed circuit television survey (CCTV)
21 21 Code of Practice for MBIS and MWIS Inspection and Assessment Step 3: Assessment and follow up action - Assess the conditions of elements inspected. - Make recommendations on the follow-up action based on the inspection findings and professional judgment. - Provide proposals for the rectification and repair works in the Inspection Report submitted to the BD.
22 Code of Practice for MBIS and MWIS Detailed Investigation (DI) Serious defects, abnormal deterioration constituting structural instability or serious health hazard Extent or cause of defect cannot be ascertained during inspection Serious structural defects To detect defective underground drains/pipes, source of leakage, etc RI shall consider conducting an DI where Serious corrosion of main bar at the root of CSC after opening up inspection Misconnection of drain pipes Uncertainty in Fire Resistance Rating of Fire Resisting Construction 22
23 23 Code of Practice for MBIS and MWIS Detailed Investigation (DI) Investigation methods For condition of concrete: - may be assessed by hammer-tapping, carbonation test, test on chloride and cement content, coring and rebound hammer test, crack survey or other feasible means For condition of reinforcement: - may be assessed by covermeter survey, measurement of section loss, electrochemical (half-call) potential measurement or other feasible means
24 24 Code of Practice for MBIS and MWIS Detailed Investigation (DI) Investigation methods For structural assessment: - Based on the DI results, evaluate safety level of the structural elements by determining its Factor of Structural Performance (FSP) For drainage elements: - Dye test, CCTV survey, smoke or water test, or other feasible means
25 25 Code of Practice for MBIS and MWIS Rectification and Repair (MBIS) General principles - Based on the inspection findings, the RI shall adopt the most appropriate repair methods. - Carry out appropriate proof tests to ensure the standard and quality of the repair works. - The RI shall ensure that the repair works are carried out to meet the standards stipulated in the BO and B(I&R)R.
26 26 Code of Practice for MBIS and MWIS Rectification and Repair (MBIS) Intended use and esign life of structure Severity of exposure, condition of existing structure, cause of defect Impact of repair proposa to the occupants and public, access to repair Required performance f repair works, durability When formulating a repair proposal, the RI shall consider the following factors Effects of repair works on building and environment Compatibility of repair materials with the substrate and the parent structure Other aspects relevant to the safety and health standards of building under repair
27 27 Code of Practice for MBIS and MWIS Inspection and Repair under MWIS Scope of Inspection:- Rivets, screws, hinges, sliding tracks, shoes and window stays Glass panes, sealant and putty, window frames Other elements that QP considers may affect safety of window under inspection General Requirement and Standard of Repair:- - All windows shall remain safe until next cycle of inspection in 5 years - All defective window components shall be replaced - The renewed components shall be of such material or size not inferio to that of the original design - Windows of specified fire resistance rating shall be maintained after rectification
28 Code of Practice for MBIS and MWIS Supervision and Control during Repair: Supervision and control during repair Adequate measures to ensure a safe working environment Adequate control on the sequence of rectification and repair works, the erection and maintenance of scaffolds Adequate measures to ensure the rectification and repair works are carried out in accordance with the inspection findings & recommendation of RI/QP 28
