3 Yorkshire Water 2015/ Introduction Yorkshire Water is committed to allowing Developers and Self-Lay Organisations (SLO s) to install water mains and service pipes throughout its area of operations. YW supports the Code of Practice for self-laying of water mains and services (CoP) published by WRc plc on behalf of UK Water Industry Research Ltd (UKWIR), and the Water Industry Registration Scheme (WIRS) operated independently by Lloyds Register. Our service levels match the service levels expected by OFWAT. Further details are available from the respective websites; o o o o Developers have the choice to either requisition new water mains or employ a SLO to install water infrastructure assets. Details of our application forms and charges are available on our website at Yorkshire Water will enter into a S51 agreement with either the developer, the SLO or both. The person signing the self-lay agreement will receive the asset value payment but will be liable for any costs relating to remedial works on the site or will be responsible for correcting remedial works at their own cost. If both parties are signing the agreement clear instruction must be given on who is to receive the asset payment and who would be responsible for any remedial works, prior to the scheme starting.

4 Yorkshire Water 2015/16 4 If the water main crosses 3 rd party land, written authorisation should be provided, giving right of easement to Yorkshire Water for all future maintenance. It is the developer s responsibility to ensure that the signed agreement is in place before commencing any work intended for adoption. Scheme Approval Work on site should not be started without approval from Yorkshire Water. If assets are installed without approval, the SLO will need to demonstrate, at their own expense, that the installation has been carried out fully in accordance with Yorkshire Water requirements. Sub Contracting If an SLO intends to subcontract all or part of a scheme, this must be agreed in writing by Yorkshire Water before the scheme commences. If any work is subcontracted, the SLO named on the self lay agreement will be responsible for managing the project. (and should have the relevant accreditation) 2. SLO Accreditation All companies wishing to carry out self lay activity must have full accreditation with Lloyds Register under the WIRS scheme for the specific activities they wish to undertake. SLO s are required to maintain and update accreditation status on their website All SLOs are required to comply with the CoP and OFWAT principles and timescales developed to support this document.

5 Yorkshire Water 2015/16 5 Gaining accreditation (partial to full) Yorkshire Water accepts that SLO s may have to work on schemes when they do not have accreditation for the work they are undertaking, in order to obtain accreditation or add further scopes to an existing accreditation, Yorkshire Water will allow an SLO to carry out this work providing Lloyds Register are aware of the trial and the SLO provides advanced notice of any activity it intends to undertake. 3. Application Process The Procedure (1.1 CoP) The developer must complete an application to lay water mains including the provision of a location plan and scaled drawings of the development. SLO s should refer to CoP Sec 1.8, Table 1 page 5 for details of contestable and non contestable work. Contestable Work Yorkshire Water is committed to allowing SLO s to carry out all elements of work deemed as contestable in the code of practice. SLO s wanting to make routine in-line connections or service connections to existing off site mains should follow the procedure at appendix 2.

6 Yorkshire Water 2015/16 6 Non Contestable Work Yorkshire Water can retain work that may affect water quality to existing customers. The self lay agreement will fully detail any retained work, which may include the following: Establishing a point of connection to Yorkshire Water existing network Designing and installing reinforcement work Water quality testing/approval Work on a trunk or strategic main Work on mains that are recorded as high risk Work on any assets that are within a Yorkshire Water building e.g. pumping stations 4. Design The Procedure (2.3 CoP) Design In most cases the design of new self laid water mains and services is contestable work and Yorkshire water expect the SLO to carry out this activity. SLO s can obtain the information needed to carry out a design by completing a point of connection enquiry form, available on our website.. The exceptions to this, are detailed below and Yorkshire Water will require an input into the design: Where the new self laid main will be used to supply an adjacent development or will form part of a reinforcement scheme Where a self laid main forms part of a diversion scheme Where a self laid main is laid in third party land

7 Yorkshire Water 2015/16 7 Where a requisition design is available for the development, it may be used as the basis of a self lay design. Water Quality The installation of mains and service pipes shall be carried out in accordance with Water UK s Principles of Water Supply Hygiene and Technical Guidance Notes and Yorkshire Water's, water quality requirements for new mains and services. Both of these documents are also available on our website. Please read both of these documents carefully to ensure you are aware of the requirements of the test. Failure to comply with these policy documents could delay your connection. The testing of water samples is non -contestable activity and Yorkshire Water retain the right to check all samples prior to authorising a main or service pipe to be brought into commission. If you are laying water mains or service pipes of 63mm OD or above and greater than 6m in length, then you are required to submit a UKAS approved chlorination certificate for the pipework prior to connection. Certificates should be sent to PWINFO@yorkshirewater.co.uk On no account should any main or service pipe be connected to Yorkshire Water's network until the UKAS certificate has been checked and approved by Yorkshire water.

8 Yorkshire Water 2015/ Audit and Inspection Yorkshire Water will audit and inspect work to maintain quality standards and security of supply. Any costs associated with audit and inspection will be carried out at Yorkshire Water s expense. Where additional inspections are required because SLO s have not met Yorkshire Water standards or where the SLO or developer has requested additional inspections, Yorkshire Water may recover its reasonable costs for any remedial work identified by issuing invoices. 6. Metering Yorkshire Water s preferred policy is to install domestic meters below ground at the property boundary. Please refer to the company meter location policy for details. Meters should be installed in the following locations: At the boundary of the property, within 0.5m of the pin kerb In an unmade area on private property, within 0.5m of the pin kerb Developers/ SLO s wanting to use other options should request this in writing at the time of application. All meter chambers must be WRAS approved. Meter Procurement Self-Lay companies wanting to make use of Yorkshire Water s metering facility should either request this at the start of each scheme or make a request through the Yorkshire Water inspector who will raise a rechargeable order for the amount of meters requested.

9 Yorkshire Water 2015/16 9 A cross check card will be issued to all SLO s which, along with a job reference number will allow meters to be collected from Morrison Utility Services main stores, at the following address. 10 Yorkshire Water 2015/ COMPANY SPECIFIC ADDENDUM Amendments to the Code of Practice for self laying water mains and services- 2nd edition, all clause references are taken from the Code of Practice. Any reference to the Water Company is deemed as a reference to Yorkshire Water (Yorkshire Water). Part 1 - General 1.4 Responsibility for Protection of Street Furniture. Delete: Insert: The Developer/SLO is responsible for the protection of street furniture including covers, lids, frames and chambers, until such time as the street has been adopted by the person(s) responsible for its ongoing maintenance. Note: After transfer of ownership, access to all valves and fire hydrants is required by Yorkshire Water and Fire Authority, respectively. Refer to Section Competence of Self Lay Organisations (SLO). Delete: Insert: Yorkshire Water recognises the Water Industry Registration Scheme (WIRS), as operated by Lloyd s Register as evidence of competence for SLO s operating within Yorkshire Water licensed area. Yorkshire Water will undertake ongoing audits of competence.

11 Yorkshire Water 2015/ Protection of Water Quality. Delete: Insert: The connection of the self-laid main into the water distribution system shall not be carried out until satisfactory disinfection, pressure test and water sample results have been provided and checked by Yorkshire Water. UKAS accredited certificates should be sent to: Note: Where adequate turnover throughout a new network cannot by achieved to protect water quality, the connection of the self-laid main should be delayed until there will be adequate demand or arrangements are made with Yorkshire Water for the new network to be regularly flushed. The cost of regular flushing may be chargeable to the Developer/SLO. Delete: Insert: If a water quality sample taken prior to the final connection does not meet the standards in the Water Supply (Water Quality) Regulations, then a new sample shall be taken and the costs for testing of additional samples will be at the expense of the Developer/SLO. Where the delay is due to negligence of the Water Company, the cost of the additional disinfection and sampling may be borne by Yorkshire Water. Yorkshire Water encourages Developers and SLO s to design or call off schemes in phases to ensure that adequate future turnover in the new network will be achieved to protect water quality. Any flushing that may be required, to maintain water quality, following connection of the main will be chargeable to the Developer/SLO.

12 Yorkshire Water 2015/ Interfaces with Fire and Rescue Services Delete: Insert: Yorkshire Water complies with statutory requirements to provide water for fire fighting purposes. Yorkshire Water will, if requested, confirm if the existing water network is able to meet the flows and pressures for any proposed fire fighting installation(s). If the required flow and pressure can be achieved it must be noted that Yorkshire Water cannot guarantee that they can be sustained in the future. Add: The designer is responsible for contacting and providing the relevant Fire and Rescue Service with all information needed to assess fire fighting requirements. The Fire and Rescue Service should respond to the designer, detailing their requirements, within 42 calendar days of having been provided with all necessary information. The designer will then provide drawings for on site auditing purposes based on the approved water main design, indicating the location of any required fire fighting equipment. All financial transactions relating to provision of fire fighting equipment shall be between the relevant Fire and Rescue Service and Developer/SLO. Note: Yorkshire Water may refuse to connect any new mains where the agreed fire fighting equipment has not been installed, or where a Fire and Rescue Service hasn t been provided with adequate opportunity to provide their requirements. Add The Viking Johnson Through Bore Hydrant is the only approved choice of hydrant within the Yorkshire region. With effect from 1 st January 2013 the installation of standard hydrants will be prohibited in Yorkshire and the Viking Johnson Through Bore hydrant will only be the only accepted fitting. However Yorkshire Water will consider the use of other hydrants on a case by case basis. After assessment and approval, these hydrants will be added to the approved materials list.

13 Yorkshire Water 2015/16 13 Internal Meters Delete Add Fitting meters internally Installation of Internal Water Meters It is Yorkshire Water s policy that all internal meters are fitted with radio reading devices to enable them to be read from outside the property. This ensures customers are not inconvenienced by needing to provide access to a meter reader every 6 months. It is the developers/slo s responsibility to install the manifold into your plumbing system which will hold the water meter. Yorkshire water will provide this manifold at cost, if requested. Where can the water meters be installed? We must be able to safely and comfortably access the meter to maintain and exchange the meter if it is damaged. The meters should preferably be located at eye level and a reader must be able to comfortably view the numbered reading on the top of the meter for checking purposes. What do I need to do before Yorkshire Water arrive to install the water meter? 1. Decide which manifolds you want to hold the meters

14 Yorkshire Water 2015/16 14 The manifolds come in either 6-way, 4-way or single manifold sizes, please see the diagrams below which show the sizes of each. You need to choose the manifolds (or a mixture of them) that fit the space into which the meters will be placed. You need to decide if you are going to provide these yourself or request them from Yorkshire Water (charges are in the table above). If requested, we will provide them for you. 6-way manifold The manifold is 540mm (21 ) wide and 340mm (13.5 ) high, you need to leave 90mm (3.5 ) space at either side of the manifold to accommodate the meter and space to fit it. The manifold must be fixed securely to the wall. If being placed in a meter cupboard, the meter will protrude 250mm (10 ) from the wall

15 Yorkshire Water 2015/ way manifold The manifold is 400mm (16 ) wide and 280mm (11 ) high, you need to leave 90mm (3.5 ) space at either side of the manifold to accommodate the meter and space to fit it. The manifold must be fixed securely to the wall. If being placed in a meter cupboard, the meter will protrude 250mm (10 ) from the wall Single manifold Each manifold is 110mm (4.5 ) long and 65mm (2.5 ) wide. You need to leave 160mm between the centres of these manifolds to provide enough space to enable the meters to be screwed in. You must secure the manifold to the wall. If being placed in a meter cupboard, the meter will protrude 250mm (10 ) from the wall.

16 Yorkshire Water 2015/ Fit the manifolds When you fit the manifolds please ensure they meet the following requirements. If the meter installer turns up and the pipework is not correct he will not fit the meters and you will be charged for an abortive visit. A large stop tap shall be installed on the inlet to a 6 or 4 way manifold to enable the manifold to be exchanged The meter installer can safely and comfortably access the manifold and install the meter Immediately upstream of each meter a check valve and a drain cock shall be installed Each pipe shall be tagged to indicate the apartment/unit it supplies A stop tap (closed) is fitted within each apartment/unit Additional requirements if using single manifolds There is at least 160mm (6.5 ) between the centres of each manifold to provide enough space to enable the metres to be screwed in The installation complies with the drawing on the right: Once you have fitted the manifolds complete the meter fit request form providing the postal addresses for the properties being connected.

17 Yorkshire Water 2015/16 17 Please Note: we will not install meters if your pipework does not comply. What work will Yorkshire Water do? We will arrange an appointment to fit the meters. When we arrive on site we will check to ensure your pipework complies with the above requirements. If it is correct we will install each meter and check that it supplies the apartment/unit you have indicated. If we find they are incorrect we will fit a no flow plug, leave site and charge you an abortive visit fee. We will not arrange a return appointment until the abortive visit charge has been paid and the pipework corrected All new premises should be fitted with a water meter within 5 working days of being connected to the water network. All meters fitted must be sourced either from Itron metering services or from Yorkshire Water via our nominated supplier, details of whom will be provided on request; this is to ensure that all meters meet Yorkshire Water specifications. All meters must be fitted with the compatible radio read capability. Please see appendix 1 for details Surface Boxes and Markers Add new sub-clause 4 below: 4. Chambers for sluice valves, washouts and fire hydrants shall be of a standard 230 by 380mm clear opening and branded YW.

18 Yorkshire Water 2015/16 18 Add new sub-clause 5 below: 5 Chamber section for fire hydrants located in carriageways shall be constructed from polymer wall sections. Chambers in verges and footpaths can be constructed from either polymer or concrete wall sections. A fit for purpose bedding mortar shall be used to a maximum depth of 40mm between the frame and the top chamber section to align the cover and lid Fire Hydrants located in unsurfaced locations shall be fixed in position by the construction of a concrete plinth laid around the cover and frame to a width of 150mm and to a depth below the frame sides to the upper chamber wall section Connection to Water Distribution System Add new sub-clauses 8, 9, Individual supply pipes shall be laid within the confines of the property boundary which it supplies and shall not cross another parties land. For single domestic properties, individual property connections shall be made in 25mm(OD) MPDE unless expressly stated otherwise on construction drawings approved by Yorkshire Water. Where service pipe ducts are used they shall be blue plastic 50mm diameter. Only one pipe shall be laid per duct. On no account should water mains be laid in ducts. 9. All service or supply pipes and fittings stored on site or laid in the ground shall be capped off at all times prior to connection to the water network. This is to prevent contamination of the pipe from vermin, chemicals or organic matter and subsequent contamination of the drinking water supply. Any contaminated (or potentially contaminated) pipe or fittings shall be removed from site and disposed of.

A copy of a plan showing the mains to be connected should be submitted with this form and be in the possession of the person carrying out the work on site. Authorisation to make connections will only be given once a drawing detailing the proposal and a risk assessment are approved and allowing time for the water network controller to attend site to witness the connection if required. A certificate for any pipework requiring chlorination, either in the highway or when connecting to private pipework63mm OD or above, should be sent to the following mail-in address and a confirmation received, prior to making any connection

28 Yorkshire Water 2015/16 28 Instructions for completing self lay routine service connections to existing off site mains The routine operational procedure must be completed in accordance with the following instructions: All sections and boxes of the routine operational procedure must be endorsed with the relevant data, otherwise, N/A if not required Box a - Water Company (WC) Input the local Water Company name. Box b SLO name. The name of the organisation that is undertaking the operations. Box c SLO/WC Ref. The reference for the Water Company project, or associated SLO reference number. Box d Originator The name of the person who is producing the written procedure. Box e Date raised The date that the originator produces the written procedure. Box f Location of proposed work The name of the road, town and postcode where the work is being undertaken, if applicable. The exact location should be provided where possible e.g. Outside No. 56High Street or at the junction of High Street and North Road.

29 Yorkshire Water 2015/16 29 If on site where no postal address has been allocated then the road numbers and plots should be used. The grid reference of where connection being made should also be included. Box g Description of proposed works This should detail the actual work to be done, techniques to be applied, the material and diameter of existing main and new services. The detail should also identify lengths of service to be commissioned. Box h Chlorination of pipework If you are laying pipework 63mm OD or above and greater than 6m in length, then you are required to submit a UKAS approved chlorination certificate for the pipe prior to connection. If you are connecting to a customers pipe that is 63mm OD or above, a further UKAS approved certificate is required prior to connection. Certificates should be sent to: PWINFO@yorkshirewater.co.uk Box i Start and end dates and times This information is essential for the management of the network and ensuring there is no conflict with other operations. The procedure must not be authorised unless the document is endorsed with the appropriate information. The Senior Competent Person must be satisfied that the proposed start/end dates and times are realistic and achievable, to ensure that other proposed works on the network are not unduly affected. Box j Senior Competent Person Comments The Senior Competent Person must make appropriate comments/checks, which should be understood and acknowledged by the Competent Person. The final version of the procedure must be authorised by the Senior Competent Person and then sent to the Water Network Controller for appropriate conflict checks/clearance to proceed. Boxes k, l & m - Name of the Senior Competent Person, Competent Person and Water Network Controller Signatory The name of the Competent Person undertaking the work must be inserted to enable the Water Network Controller to validate the registration of the individual in relation to the proposed work. The Competent Person must sign the

It should be noted that if the Competent Person changes, the Water Network Controller should be contacted for the clearance to proceed.
