The department considers that the infrastructure proposal sufficiently addresses the matters outlined in chapter 7, part 1, section 2.2 of the MGR. You may now prepare a draft environmental assessment report and undertake consultation, consistent with chapter 7, parts 3 and 4 of the MGR. Please provide a copy of the draft environmental assessment report to the department prior to the commencement of consultation. The infrastructure proposal requests the premises be designated for the following types of infrastructure as per schedule 5, part 2 of the Planning Regulation 2017: Item 3: community and cultural facilities, including community centres, galleries, libraries and meeting halls Item 6: educational facilities Item 18: storage and works depots and similar facilities, including administrative facilities relating to the provision or maintenance of infrastructure stated in this part. 2 MID It is considered that following state interests apply to the proposal: Queensland Heritage Contaminated land The department considers that Brisbane City Council is the only local government to be affected by the infrastructure proposal. The proposed consultation strategy provided with the designation request has been reviewed and it is considered that the strategy adequately addresses identified stakeholder groups and affected parties, and uses appropriate mechanisms to engage with those groups. A consultation plan has been included as Attachment 1 to this letter. The plan shows two groups of land owners: directly affected land owners (shown as blue) and surrounding land owners (shown as yellow). During consultation: a) Send personalised letters outlining the infrastructure designation proposal, consultation process and contact details to the directly affected land owners (shown as blue). b) Send general letters or undertake a letter box drop including a brief overview of the infrastructure designation proposal, how interested parties can have their say during the consultation process and applicable contact details to the surrounding land owners (shown in yellow) Consultation is to be carried out in accordance with the consultation strategy provided with the request and the plan attached, and is to occur for a minimum period of 15 business days, inclusive. Street address: 406 Montague Road, West End QLD 4101 Real property description: Local government area: Proposed design Lot 417 on SL8190 Brisbane City Council Based on the department s review of the infrastructure proposal and proposal plans, it is recommended that the applicant address the following design concerns: Further consideration should be given to the relationship and interface between the original building and the new structure on the Raven Street frontage. This includes proposed treatments and materials in this location to ensure that new elements are sympathetic to the heritage significance of the Thomas Dixon Centre. For example, the Drake Street perspective shows sensitivity in design, through a lightweight transparent Department of Infrastructure, Local Government and Planning Page 2 of 4
3 MID connection providing articulation and greater visual separation between old and new elements. The Engine Room and Air Raid Shelter of the original building will be subject to significant intervention and works through the proposed design. The intervention relates to the internal structure including existing fabric, and changes to the roof, floor and walls of the two areas, that could result in a permanent detrimental impact on the heritage place. The interpretation of their former uses and scale may be lost in the proposed reuse. Any proposal should seek to retain as much of the form and fabric of the Engine Room and Air Raid Shelter as possible. To help inform the development of any amended design scheme, the department is available to meet to further discuss the above. Advice about the draft environmental assessment report Following the preparation of any amended design scheme, it is recommended that the draft environmental assessment report include, among any other statutory requirements, an address of the following matters: The preparation of a Heritage Impact Report, which includes: o anticipated impacts on all aspects of the place, including its setting and landscape o specifications for rectifying rising damp issues o methodology and approach to conservation of the existing building fabric o the approach to interpreting the building s history in the design of the new structure. The preparation of an updated Conservation Management Plan addressing new works and the ongoing use of the site. The preparation of necessary Engineering Reporting (Civil and Structural) addressing: o the approach to supporting existing brick walls and foundations o the proposed monitoring of vibration levels during excavation works o details related to underpinning the Engine Room and Air Raid Shelter. The preparation of additional architectural drawings, including: o a demolition plan showing the full extent of existing building fabric proposed to be removed (internal and external) o plans showing the impact on existing original doors and windows o sectional drawings at 1:50 scale of works to the Air Raid Shelter and Engine Room, including proposed new rooms and changes in floor/ ceiling level o perspectives showing: pedestrian scale views from Raven Street and Drake Street, when approaching the site from both the west (Montague Road) and the east views in both directions within the promenade showing the elevation of the Thomas Dixon Centre within the new structure elevations to show visual impact of the final development when viewed by residents of the dwellings to the east of the site (37 Drake Street (Lot 57 on RP11006 and Lot 58 on RP11006) and 30 Raven Street (Lot 3 on RP41466)). This may include plans (elevations and/or perspectives) depicting proposed building materials/finishes. Plans may be accompanied by a statement relating to expected shadowing effects of the new structures.
