They spoke with one voice about the poor investment decisions being made, due to political expediency, corruption, or the lack of reliable economic data. As the world continues to avoid the hard questions on sustainable and innovative solutions, precious resources continue to be depleted, thereby compromising the Quality of Life for us all. At the FIDIC 2014 International Infrastructure Conference in Rio de Janeiro, prominent international experts and industry leaders will discuss these cross cutting issues. 3 DAY TUESDAY 30 th SEPTEMBER Plenary 4 Emerging Economies, Key Infrastructure Needs & Development The increasing world-wide infrastructure deficit is largely driven by the phenomenon of mass migration to cities, transforming rural economies to urban economies. The informal, un-organised and illegal nature of most urban growth in the developing world is creating demand for infrastructure investment capital that is impossible to meet by conventional means. Governments and society have traditionally treated these urban immigrants as a burden to be resisted, suppressed and evicted. Yet this segment of society has proven itself to be the most entrepreneurial and hard-working of all, and against all odds they are creating an informal, underground economy. Mr de Soto will illustrate, with vivid examples, how this creative energy can be unleashed by legitimizing and licensing informal businesses, formalizing and taxing land ownership, planning and accepting the integration of informal infrastructure, and creating a collaborative atmosphere with governments, financial institutions and society at large. The capital unlocked by this process has the potential to far exceed the sum of all foreign aid ever delivered to developing countries, and applying that capital precisely where it can do the most good improving the quality of life for the poorest of the poor.
