4 Logan RSIP Overview Boston-Logan Soundproofing since 1982: $160 Million to date (AIP Grants: 80% FAA / 20% MPA) 11,200 Residences to date 11,700 Residences (of 12,800) at likely project conclusion in 2013 (93% rate) 37 Schools Eligibility: Eligible Properties within 65dB Program beginning: population 40,000 (1985 estimated) Current: population 2,054 (2010 EDR)

5 The Early Years During the period ; Massport treated 1054 houses (1919 units) within Boston/Logan s highest Noise-Impacted communities 27 ArrivalPoint Shirley Winthrop, MA

7 Logan Acoustical Testing RSIP starts in % homes tested. Program began in highest noise exposure areas, at that point 80DNL. The number of tests ranged between two to six per home. Test locations were selected based upon the room s use (bedroom, den, living room, etc.) and had to be a finished, functioning part of the home. The acoustical documentation was to determine the NR (Noise Reduction, now NLR Noise Level Reduction) of the space. The early stages of the program were to determine the performance of the wall assembly including the typical windows or doors of the home being a primary focus of that effort. The housing stock varied and a key goal was to determine the range of acoustical performance for the initial condition of the home.

8 Logan Acoustical Testing As program expanded, measurement database of NR performance provided the necessary baseline details for the sound insulation treatments of the program. Acoustical and architectural review of initial performance critical in forming the treatment approach Early program Grants (1-3) % acoustical testing approach for pre treatment and post-treatment conditions. Acoustical tests of 1,511 homes. Average NR improvement for conventional treatments was over 9 dba; Room of Preference (ROP) treatment being greater than 20 dba. Expansion of RSIP began with Grant 4 in 1995 and based upon what was learned in the prior grants Grant 4 Acoustical Test Plan used for all future grants

9 Program 4 and Beyond Pre- and Post-Construction Acoustical Testing at 25% of structures Testing by structure type: Single Family 21% Duplex/Triple Deckers 21% Multi-unit 100% Apartments 100% Emphasis on new building types and new neighborhoods

10 First Generation Treatments , Typical RSIP treatments: Two separately-installed window components: insulated wood prime and metal storm window. Prime Door Treatments consisting mainly of leaf only replacement (no frame) with an adjoining storm door Ceilings at rooms directly below roof structure Optional Rooms of Preference (ROP): construction of additional inner wall at exterior wall of home While ceilings and ROPs have endured, prime window and door treatments have improved and their longevity and use has been enhanced

14 Product Improvements Wood windows have improved: Elimination of stress cracks by perfected methods for sealing insulated glass User-friendly features including tilts latches for sash removal and cleaning, replacing pressure jamb liner Wood Composite windows (one piece prime and storm combination) similar to vinyl
