Next Electric, Inc., was the lowest responsible, responsive bidder among three bids received. Further, the Commission is requested to increase the total project cost (TPC) for Project S06033, Upgrade Medium and Low Voltage MCC s, by $249,800 for an amended TPC of $3,349,130 and to make a corresponding change to the TPC for Project M99001, Allowance for Cost and Schedule Changes. Further, the Commission is requested to restore the Executive Director s original delegated authority on Contract S06033D01, Engineering Services SSWRF MCC Replacements Phase 1. SSWRF utilizes more than 50 MCC s throughout the facility to distribute 480-Volt electric power to equipment critical to the operation of the treatment process, building lighting, and ventilation. Each MCC consists of circuit breakers located in cubicles surrounded by a steel enclosure located in the building that it serves. The reliability of MCC s throughout the plant is paramount to effectively treating wastewater. 5 SUMMARY (Cont d) Award of Contract S06033C01, South Shore Water Reclamation Facility Motor Control Center Replacements Project Phase 1, Approve Changes in Total Project Costs, and Restore the Executive Director s Original Delegated Authority on Contract S06033D01, Engineering Services South Shore Water Reclamation Facility Motor Control Center Replacements Phase 1 This contract will replace MCC s, which are between 30 and 50 years in age and have reached or exceeded their expected useful service life. The age and the limited availability or lack of replacement parts puts the MCC s at an increased risk of failure. The purpose of this contract is to replace the obsolete MCC s with new equipment to reduce the risk of failure and power outages at the plant. In some cases, multiple MCC s will be replaced with single units or with switchboards to improve electrical system efficiency. The general scope of work for this contract will: Remove 23 existing MCC s. Furnish and install nine new MCC s. Furnish and install seven new switchboards. Furnish and install related electrical panels, controls and devices. Furnish and install temporary electrical systems to maintain plant operations during construction. Change door locations for three electrical rooms and other related work. The duration for this contract is approximately 21 months. The low bid received by the District is greater than budgeted, and staff requests to increase the TPC accordingly. Staff added scope to the project after the 2018 project budget was established. This additional scope consisted of conduit seals between electrical rooms and process areas, which will reduce risks related to spread of fire and explosion impacts. In March 2016, the Commission authorized the Executive Director to execute Contract S06033D01, Engineering Services South Shore Water Reclamation Facility Motor Control Center Replacements Phase 1, with Applied Technologies, Inc., in an amount not to exceed $495,247. The scope of Contract S06033D01 includes engineering design services, applications engineering, developing construction bid documents, and engineering services during construction. 2
6 SUMMARY (Cont d) Award of Contract S06033C01, South Shore Water Reclamation Facility Motor Control Center Replacements Project Phase 1, Approve Changes in Total Project Costs, and Restore the Executive Director s Original Delegated Authority on Contract S06033D01, Engineering Services South Shore Water Reclamation Facility Motor Control Center Replacements Phase 1 The Commission has delegated to the Executive Director the authority to make cumulative architect and engineering service contract amendments up to $50,000 for contracts less than $500,000 as approved by the Commission. As the original contract amount was $495,247, the Executive Director has $50,000 in amendment authority. The Executive Director utilized $49,134 of this authority during the design phase, leaving a balance of $866. The project is now moving to construction. Engineering services are needed during construction, and Contract S06033D01 includes such engineering services. Staff requests to restore the Executive Director s authority in case additional engineering services beyond those already scoped are needed. Consistent with the Agreement for Management, Operations, and Maintenance Services between the District and Veolia Water Milwaukee (VWM), VWM will make up to a $160,000 contribution to the District for this project. 3

FURTHER RESOLVED, by the Milwaukee Metropolitan Sewerage Commission, that the total project cost for Project S06033, Upgrade Medium and Low Voltage Motor Control Centers, is increased by $249,800 for an amended total project cost of $3,349,130 and that a corresponding change is made to the total project cost for Project M99001, Allowance for Cost and Schedule Changes.
