1 University of Massachusetts Procurement Department 140 Hicks Way 407 Goodell Building Amherst, MA May 16, 2016 Addendum #1 Contract Number: UMA16-25 Project Number: Speedtype: Title: North and ISB Chiller Plants Upgrade The attention of the bidders submitting proposals for the above subject project is called to the following addendum to the specifications and drawings. The items set forth herein, whether of omission, addition, substitution, or clarifications, are all to be included in and form a part of the proposal submitted. The number of this Addendum (1) must be entered in the appropriate space B. This bid includes addenda numbered (list all addenda) found on Page 51 Form For General Bid, and/or Page 59 - Form for Sub-Bid B. This sub-bid includes addenda numbered (list all addenda). Pre-Bid RFIs and Clarifications: 1. Question: Currently Division HVAC is only requiring the sub-sub listing of Ductwork and Insulation. Typically controls and balancing are also required to be listed. Please investigate and confirm whether or not controls and balancing require listing on the bid form? Answer: TAB, Water Treatment, and Automatic Temperature Controls are required for sub-sub bids. Refer to specification revisions below. 2. Question: Hydronic Piping section ; paragraph 2.3 refers the bidder to Division 33. Does this mean that Division 23 HVAC owns the buried piping per division 33 or does it mean that division 33 is going to perform this work? Answer: a. Base Bid: Trench work and 18-inch CLDI piping from North Plant to MH 1-14 ductile/steel flange shall be by the site contractor. Trench work for the 16-inch and 8-inch welded steel piping from MH 1-14 to MH 1-13 shall be by site contractor. However, actual 16-inch and 8-inch welded steel piping shall be by mechanical contractor. Site contractor shall provide, install, and test all underground piping to

2 the first valves inside the plant. Valves inside plant and work within manholes after ductile/steel flange shall be by mechanical contractor. b. Alternate: Trench work for 20-inch welded steel piping from North Plant to MH 1-14 shall be by site contractor. However, actual 20-inch welded steel piping shall be by mechanical contractor. 3. Question: Will this contract be administered through UMass Building Authority? If yes, will there be monthly women and minority workforce compliance meetings? Answer: This is a UMBA project and UMA is the OPM. All MBE/WBE compliance goals must be met and reported on by the contractor. If a project is not meeting the compliance goals, there will be corrective action meetings, at the discretion of UMBA/UMA, as needed with the General Contractor and subcontractors. 4. Question: Are there any prequalification requirements that would limit competition to General Contractors that have completed projects of similar size and complexity to bid this project? Specifically, are there any prequalification requirements for firms that have completed enabling and extensive utility relocation work of this magnitude within the project defined timeframe? Answer: This project is not subject to mandatory contractor and subcontractor prequalification requirements per MGL c.149, as UMBA is a state-entity exempt from this for projects over $10M. 5. All questions and/or comments should be sent to procurement@admin.umass.edu. 6. Estimated project costs for filed sub-bid sections: Misc and Ornamental Iron - $565,000 Waterproofing, Damp-proofing, and Caulking - $200,000 Roofing and Flashing - $230,000 Glass and Glazing - $28,000 Painting - $78,000 Fire Protection Sprinkler Systems - $100,000 Plumbing - $482,000 HVAC (base bid) - $9,120,000 Electrical - $3,100, The scope, as bid, does not include Hazmat abatement and bidders do not need to list a Hazmat subcontractor with their bid. Any Hazmat work will be paid through the allowance. 8. Portable air conditioning units are to be provided by the GC as specified in Specification Section , Paragraph 1.6.C. 9. Chilled water cross-connect to establish service from LGRC CHW Plant to combined LGRC/Polymer distribution system cannot occur before October 15. Refer to Specification Section , Paragraph 1.6.A.5.

3 10. ISB Plant sluice gate and all accessories are to be provided by HVAC contractor. Drawing Revisions: 1. NC200 Revised location of street light pole. Refer to supplemental sketch NC200 SS attached. 2. NM701 Changed chiller full load performance from 0.55 kw/ton to 0.57 kw/ton. Specification Revisions (all changes identified in red and underlined text below): 1. Specification Section Page 3, General Bid Form unit prices (Page 50A), and Sub-Bid unit prices (Page 58A) Revised paragraphs A.2 and A.4. Revised Paragraph A.2 Any unit price proposal that contains a unit price which is unduly high or low may be rejected as unbalanced, and thereby affect the total cost proposal award of this contract. Deleted Paragraph A.4 The total amount above shall be included in the amount to be entered in Paragraph D Item 1 Work of the General Contractor. 2. Specification Section , Paragraphs 1.19.A and 1.24.A, B, D Revised contractor parking requirements and construction fencing requirements. Revised Paragraph 1.19.A Parking: Parking spaces on Campus are very limited and the University will not provide designated parking lot spaces near the construction site for the Contractor s use. In addition, only company-identified vehicles for the construction team affiliated with the project will be allowed within the limits of the temporary construction fence line. For personal vehicle parking or vehicles with no companyidentifying markers, the Contractors shall contact Parking Services ( PARK) to determine the location of the nearest available parking spaces. The Contractor will be required to pay all fees for parking. The Contractor shall state his/her parking and staging area requirements during the Pre-construction Meeting. The area(s) for materials storage will then be agreed to between the Contractor and the UMA Project Manager. The limits of material storage will be delineated by the Contractor with construction fencing and enforced throughout the Contract. Areas not to be used for parking and/or storage include the areas under the drip line of trees, planting beds, and sidewalks. Trailers or storage containers and material storage shall not be located over utility lines, access points, or manhole covers. Revised Paragraph 1.24.A A construction fence shall be provided along the entire perimeter of the contract limit lines, and shall be kept in good repair at all times, and shall be arranged to maintain ongoing operation s access and egress. Fence plan submittal to the UMA Project Manager is required. Fences cannot block fire lanes without AHJ written approval. Revised Paragraph 1.24.B Construction fences shall be six feet high and of chain link, or approved equal, with full height mesh screen tied to fence, erected in a substantial manner, straight, plumb and true as approved by the Designer.

4 Added Paragraph 1.24.E Due to limited space on Campus, construction fence boundaries shall be kept as small as practical to allow normal construction activities, storage, and minimal parking for company-affiliated vehicles engaged in activities current to the project s construction schedule. 3. Specification Section , Paragraph 3.4.A Added PVC jacket color requirements. 3.4.A Color Scheme and Finish: All insulated domestic hot water, domestic cold water and non-potable water, storm, overflow, and vents, shall have white PVC jacket finish. 4. Specification Section , Paragraph 1.1.C.2 added TAB, Water Treatment, and Automatic Temperature Controls to sub-sub bid requirements. Specification Section , Paragraph 3.3.A Added paragraph 3.3.A to identify equipment painting requirements. 3.3.A Non-insulated chiller components and chilled water pump components shall be field painted with primer and finish as determined by Architect. All field painted colors shall be selected by the Architect. 6. Specification Section , Paragraph 3.3.B.3 Revised chiller insulation requirements. 3.3.B.3 Chiller Cold Surfaces (Chiller is Not Factory Insulated) Chiller is field insulated with flexible elastomeric insulation. Provide blue PVC jacketing as Specified in Section over all insulated chiller cold surfaces. 7. Specification Section , Paragraph 3.3.B.4 Added relocated heat exchanger insulation requirements. 3.3.B.4 Relocated Heat Exchanger: All heat exchanging shall be completely insulated utilizing a minimum of 2-inch thick flexible elastomeric insulation and ASTM B209 aluminum jacketing system with integrally bonded moisture barrier over the entire surface in contact with the insulation. Provide a completely removable watertight insulating surface. Provide nameplate with heat exchanger data on exterior of insulation including, but not limited to, model number, serial number, size and date of installation.

5 8. Specification Section , Paragraph 3.4.B.2 and 3.4.C Revised painting and color requirements. 3.4.B.2 Condenser Water: No Primed and painted. 3.4.C North Chiller Plant: 1. Chilled Water: Blue PVC jacket. 2. Condenser Water: Green painted. 3. Domestic Cold/Hot Water: White PVC jacket. 4. Heating Glycol: Orange PVC jacket. 5. Natural Gas: OSHA Hazard Yellow painted. 6. Drain/Waste/Vent: Same as surrounding Black, painted. 7. Refrigerant Vents (R-123/R-134a): Black, painted. 8. All exposed steel piping without insulation shall be primed and painted. 9. Fire Piping: Red, painted. 10. Primer and finish shall be determined by Architect. All field painted colors shall be selected by the Architect. 9. Specification Section , Paragraph 2.1.B.7.a added insulation requirements for ductile iron piping. Drawings/sketches attached: NC200 SS a. Application Requirements: Insulation shall be factory applied. Insulate the following conduit carrier pipes including joints: Specifications or comment/data sheets attached: Pre-bid walkthrough sign in sheet 1) Chilled water supply piping 200 psig design pressure at 42 degrees F. 2) Insulate the piping system specified above with the following type and thickness insulation.
