1 Florida Department of TRANSPORTATION Final Estimates Level 2 Module 8 Final As Built Plans 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 1 Final As-Built Plans are important to construction, maintenance, future designers, utilities and final estimates office. Refer to the CPAM 5.12 for more detailed information. For instance: 1. Maintenance will need final plans because they must maintain the project after construction, more importantly bridge structures are inspected periodically. 2. Designers may use final plans when designing future projects. 3. Utilities will need final plans to assist with future utility locations and installations. 4. Final Estimates needs the final plans to assist in accounting for final pay quantities. These plans must be updated as the project progresses. Don t wait until the end of the project, people forget details. In this module, we will discuss what is expected from you with regards to the Final As-Built Plans. 8-1

3 What are Final As Built Plans? One complete set of digitally signed and sealed contract plans reflecting the as built conditions 11 x17 sheets in PDF file format All changes from the original contract plans shall be clearly delineated A part of the final estimate package submitted to the District Final Estimate Office (DFEO) 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 3 The Final Plans shall include all changes, both Design and Construction, with all shop drawings, including adequate sketches, dimensions and notes. The contents will vary but SHALL ALWAYS contain those sheets necessary to completely cover all work performed. All additions, deletions and revisions shall be clearly delineated in red to reflect the As-Built conditions for the completed project. The Resident Office (RO) should read their contract and contact the DFEO to determine how Final As-Built Plans should be submitted EDMS, FTP Site, CD, Thumbdrive, Project Solve, Dropbox, etc. Final As-Built Plans are the permanent historical record of the Construction project. 8-3

4 Receiving Original Contract Plans Prior to construction, the Resident Office (RO) will save the original electronic Contract Plans in the Original Plans folder of the collaboration site. The Contract Plans will be extracted by component, if not received that way, and saved in the As Built Plans folder of the collaboration site. Any and all changes made to the contract will be electronically reflected on the extracted set of plans within the collaboration site. This is the Final As Built Plans set. 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 4 Project Solve SharePoint (PSSP) has been chosen by the Department as the collaboration site for the Department and its stakeholders in order to conduct business in a paperless environment. Each project will have its own site within PSSP and each user will require an account for access to the site. See for more information. 8-4

5 Receiving Revised Plan Sets Prior to or during construction, revisions by the EOR may be necessary. The Resident Office (RO) will save the Revised Plan Set in the project files. Then, extract the Revised Plan Set and Signature Sheet(s) for use with the Final As Built Plans. Revised sheets will be incorporated into the Final As built Plans. 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 5 Revised Plans Sets include a Signature Sheet and the revised plan sheets. The revised plan sheets may consist of one or multiple plan sheets. 8-5

6 Methods of Revision: Electronically mark up Final As Built Plans Revising Microstation CADD Files 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 6 Electronically: A Resident Office makes changes electronically to show as-built conditions (i.e.. field changes such as extended sidewalk or curb and gutter using the cloud revision tool or redline revision. If Revisions are performed other than cloud revision, such as completely manipulating the native CADD file, all changes will conform to the same procedures and requirements outlined in the CADD Manual, Chapters 2,4 & 5, and the PPM, Vol. 1, Chapter 19 & 20 and Vol. 2, Chapter 30. After the native CADD file has been revised to reflect as-built conditions then a PDF version shall be created for the Final As-Built Plan set. 8-6

8 When do you revise an entire plan sheet? When: EOR makes a needed correction Contractor s EOR makes approved changes (example: Cost Savings Initiative) Typically, an engineering analysis is required. 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module

9 How do you revise an entire sheet? Place VOID in red across the original sheet Place revised sheet behind original with the exception of Key Sheet. The revised Key Sheet will be placed before the original Key Sheet Never discard a plan sheet 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 9 It will be the Resident Engineer s responsibility to digitally sign and seal all changes made in the field not requiring an engineering analysis. For revisions not made by the EOR, the proper language of qualification is required on the Final As-Built Signature Sheet reflecting those changes. This language should note that, by signing the disclaimer, the responsible Engineer is only taking responsibility for the specific changes in the plans, not for the entire set of plans. 8-9

12 The Key Sheet should include: Final As Built Plans Title Name of all responsible parties Date Work Started and Final Acceptance Index of the Final Plans All revisions listed including sheet number, date and a brief description 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 12 Final As-Built Plans shall be prominently shown across the top of the sheet in place of or above the Contract Plans or Plans of Proposed preprinted line. The words Plans of Proposed shall be lined through or completely deleted. On the right side and near the lower corner, the following information shall be on the key sheet: 1. Name of contractor 2. Name of Prime consultant(s) involved 3. District Secretary, Resident Engineer & Project Manager 4. Project Administrator 5. Date work started 6. Date work final accepted or completed A complete Index of the Final Plans shall be shown on the left side of the Key Sheet. A complete list of permanent field books and a general description of their contents shall be shown. (Note: It is recommended to use Form No Final Measurement "Miscellaneous in lieu of field books as a cost savings to the Department.) All revisions to the Final Plans during construction shall be added to the revision list on the left side of the sheet below the Index of Roadway Plan Sheets. This information shall be entered electronically on the Key Sheet All project descriptions, Financial Project ID Numbers, project lengths, etc. shown on the Key Sheet shall be revised to reflect the construction completion information before the Final As-Built Plans are submitted. Additional plans, such as shop drawings, required as-built drawings, etc. and permanent field books (if used) shall be shown in the Index of Final Plans on the Key Sheet of the first component of the Final As-Built Plans. 8-12

14 Digital Signing, Sealing and Certifying The Department requires National Institute of Standards & Technology (NIST) Assurance Level 3 or higher digital certificates EORs will digitally sign documents Locks the document does not allow any changes REs will digitally certify documents Locks the document does not allow any changes Will allow markups by the DFEO 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 14 The digital certificate contains a unique digital ID that can be validated for authenticity. FS (3) defines using a certificate as a digital signature. For more information on digital signatures: FAC 61G (1) indicates the affixing a digital signature shall constitute the sealing of engineering work as defined in FS and FAC 61G (2)(d)2 indicates the pictorial representation of the seal is not required. The icons on the slide are the Bluebeam indicators for Digital Signature and Digital Certification. The markups made by the DFEO are comparable to post-it notes on traditional paper As-built Plan sheets. The markups will not modify what the RE has digitally signed and sealed, just like post-it notes do not change traditional paper As-built Plan sheets. If changes affecting the integrity of the plans are necessary, the RO will update the Final As-Built Plans and re-certify the plans. Contact your DFEO if you have any questions regarding the use of digital certificates. 8-14

15 Final As Built Signature Sheet Statement of Disclaimer will be placed on the Final As Built Signature Sheet If changes are made* If NO changes are made** All changes to the Final As Built Plans will be listed Changes are digitally signed, sealed, and dated by the responsible Engineer with text required by FAC (Signature Appearance on next slide) The pictorial seal is not required. Table will include names of each person to mark up or review the Final As Built Plans 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 15 There are two scenarios to language of qualification "The above named professional engineer shall be responsible for the following changes, indicated in redline revision, in accordance with Rule 61G , F.A.C. This project was constructed in substantial compliance with these plans as provided by the Engineer of Record. "This project was constructed in substantial compliance with these plans as provided by the Engineer of Record. These plans reflect "as-built" conditions and no changes were made to the plan sheets. All additions, deletions, and revisions shall be clearly delineated to reflect the final as built conditions of the completed project. 8-15

19 Roadway As-Built Pavement Data Form Historically, the purpose of the Roadway-As-Built Pavement Data, Form No was used to record main line pavement data as the pavement operation progresses. The objective was to provide a Pavement Design Engineer with sufficient information for future roadway development, design, maintenance, etc. When the Asphalt Roadway-Daily Report of Quality Control was automated, the State Construction Office and State Pavement Design Office decided to utilize the more accurate and detailed data in the QCRR rather than continue to duplicate effort with the As-Built Data form. We are currently transitioning to a new source for our as-built data information. Effective with DCE Memo 03-17, all projects let prior to July 2015, which use Form are required to submit the as-built pavement data (excel spreadsheet) to: Sherry.Valdez@dot.state.fl.us. This form is not submitted as part of the Final As-Built Plans. All other projects let July 2015 and forward, or projects currently using Form A, will submit Form A to the State Materials Office after final acceptance in lieu of form Refer to CPAM (4) for more details. 8-19

20 Plan Summary Boxes Plan Summary Boxes are located within the Summary of Quantities Sheets and summarize all the quantities originally proposed and completed on the project. The Plan Summary Boxes must be revised to indicate the final quantities and any necessary revisions. Revisions can include: Plan errors and authorized field changes Changes in stations, offset dimensions and elevations Changes in material (i.e. sizing, type) Deleted items 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module

22 Plan Sheets Plan sheets reflect plan view and can show profile Revisions should strike through all incorrect data and show revisions with redlines for the following items: Revisions to the horizontal and vertical alignments Added or Revised Stations or equations Drainage structure adjustments Sidewalk and Curb and Gutter modifications Updated driveway data Adjusted ditch locations and grades Revisions on Plan sheets should only be done by the responsible Engineer and not the Final Estimates staff 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 22 Other revisions to note: Intersection & crossover details that have been modified or relocated. Sign locations that were changed and pavement markings that were modified. All signal details that change during Construction. All Bridge, Approach Slab and Lighting details that differ from the actual Construction. Bench Mark descriptions for BM s that were set during Construction shall be added to the profile portion of the plan sheets. All utility relocates and or conflicts shall be reflected on the utility adjustment sheets. 8-22

24 Drainage Summary Sheets List all revisions including: Material, Size, Length, Flow Line, Station or Offset Differentiate between field changes and plan errors Add final quantities, notes and references 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 24 Some other example revisions are: Changes in elevations Deleted structures Changes of inlet and manhole types constructed shall be indicated When the method of measurement is on the basis of plan quantity for cross drain and storm sewer pipes, plan errors shall be distinguished from field revisions due to different tolerances being applicable. Lateral Ditch Sheets: All adjustments in horizontal alignment of flow line grade shall be delineated on the plan and profile sheets. The cross section shall be adjusted to reflect the revisions if a pay quantity adjustment is required. 8-24

28 Cross Section Sheets Earthwork plots should include all revisions Any additional cross sections performed should be included within the sheets 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 28 Plots from Multiline or other approved methods or software shall be included with the Final Estimates Package. Many earthwork pay items are plan quantity. Subsoil is an example of an earthwork pay item that is final measure. Final cross section sheets and volumetric calculations are to be prepared and submitted with the Final As-Built Plans for final measure items. These records are required to reflect the actual work accomplished and are the basis of final pay quantities. Form Earthwork Survey/Cross Section Waiver is submitted prior to construction and will determine when cross sections are required. 8-28

29 Bridge Plans should include: Electronic "As Builts" Load ratings Drill shaft inspection records Pile Driving Records Document all crack observations Indicate ALL changes Request for Correction (RFC) Cost Saving Initiative Proposal (CSIP) plans 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 29 The Structures and Facility Engineers need to have accurate bridge records available for inspection, maintenance, rehabilitation, emergency repair operations and future widening operations. The following information shall be recorded on the proper matrix, plan sheets, log books and forms. Load ratings based on as-built conditions shall be recorded on the appropriate forms and submitted with the Final As-Built Plans.: - Drill shaft inspection records shall be scanned into EDMS - Pile Driving Log Books / Pile Driving Records shall be recorded appropriately, marked as permanent record and scanned into EDMS. - Consultant Contracts will be expanded to require As-Built bridge plans (category II) be prepared electronically during the Construction process. - All crack observations on the structures shall be documented through detailed sketches or Crack Maps. It is the responsibility of CEI inspector to perform the inspection. - Engineer approved repairs due to Request for Corrections (RFC) not included in the "as-built" plans. Cost Saving Initiative Proposals (CSIP) will be signed, sealed and dated by the responsible Engineer. 8-29

30 After submittal of the final estimates package, it is the RO responsibility to make any changes required due to findings by the DFEO during the PAR. 11/1/2017 FDOT Final Estimates Level 2 Release 11, Module 8 30 CPAM provides more information.
