The tenders for this contract will be considered only from those tenderers (proprietorship firms, partnerships firms, companies, corporations, consortia or joint ventures) who meet requisite eligibility criteria prescribed in the sub-clauses of Clause of NIT. In the case of a JV or Consortium, all members of the Group shall be jointly and severally liable for the performance of whole contract. ii. (a) A non-indian firm is permitted to tender only in a joint venture or consortium arrangement with any other Indian firm having minimum participation interest of 26% or their wholly owned Indian subsidiary registered in India under Companies Act-2013 with minimum 26% participation. (b) A tenderer shall submit only one bid in the same tendering process, either individually as a tenderer or as a partner of a JV. A tenderer who submits or participates in, more than one bid will cause all of the proposals in which the tenderer has participated to be disqualified. No tenderer can be a subcontractor while submitting a bid individually or as a partner of a JV in the same bidding process. A tenderer, if acting in the capacity of subcontractor in any bid, may participate in more than one bid, but only in that capacity. iii. Tenderers shall not have a conflict of interest. All Tenderers found to have a conflict of interest shall be disqualified. Tenderers shall be considered to have a conflict of interest with one or more parties in this bidding process, if: (a) (b) a tenderer has been engaged by the Employer to provide consulting services for the preparation related to procurement for on implementation of the project; a tenderer is any associates/affiliates (inclusive of parent firms) mentioned in Page 2R

4 Contract DMRC-MU-LINE2A-AEUD-03R * Similar works for (i),(ii),(iii) above for this contract shall be the work of Design, supply, erection, testing and commissioning of minimum of 110kV or higher voltage electrical transmission line. ** Value of successfully completed portion of any ongoing work up to last day of the month previous to the month of tender submission will also be considered for qualification of work experience criteria. AND Notes: The bidder shall have to submit an Authorization Letter from manufacturer of steel monopole for all technical support like design, manufacture, supply, erection, testing, commissioning of monopole etc. whichever is required for the smooth execution of the contract in the format prescribed as Appendix-2. Such manufacturer should have the qualification as mentioned below: 1. Should have a manufacturing plant in India. 2. Pole manufacturer should have a manufacturing & galvanizing plant in India and should have supplied at least 10 2 Nos of 110 kv or higher voltage level transmission line monopoles (in which at least 8 1 Nos of 110 kv or higher voltage level Transmission line mono poles must have been in satisfactory operation for one year) in India during the last 5 years as on the date of bid opening. The completion certificate/s & one year performance certificate/s in this regard needs to be submitted from any transmission utility of state/central government along with the bid client. The pole manufacturer will inspect and certify the satisfactory completion of installation, testing and commissioning done by executive agency. The tenderer shall submit details of works executed by them in the Performa of Appendix-17 and 17A of FOT for the works to be considered for qualification of work experience criteria. Documentary proof such as completion certificates from client clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted. The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and copy of final/last bill paid by client shall also be submitted. Value of successfully completed portion of any ongoing work up to last day of the month previous to the month of tender submission will also be considered for qualification of work experience criteria. In case of ongoing works of Design, supply, erection, testing and commissioning of minimum of 110kV or higher voltage electrical transmission line, tenderer shall submit certificate issued by competent authority certifying substantial completion that includes design, supply erection testing and commissioning of electrical transmission line (110kV or higher voltage). For completed works, value of work done shall be updated to ending last day of Page 5R

5 Contract DMRC-MU-LINE2A-AEUD-03R Mid Span Clearance - The minimum vertical mid span clearance between any of the earthwires (OPGW) and the nearest power conductor shall not be less than 6.1meters for 110 KV which shall mean the vertical clearance between earthwire (OPGW)and the nearest conductor under all temperatures and still air condition in the normal ruling span. Further, the tensions of the earthwires and power conductors shall be so co-ordinated that the sag of earthwires shall be at least 10% less than that of conductor sag under all temperature conditions. Angle of Shielding -The angle of shielding is defined as the angle formed by the line joining the centre lines of the earthwire/opgw and outer power conductor, in still air, at Monopole structure supports, to the vertical line through the centre line of the earthwire./opgw. Bidders shall design the Monopole structure in such a way that the angle of shielding does not exceed 30 deg. The drop of the earthwire clamp, which is Contractor s supplied items, should be considered while calculating the minimum angle of protection. For estimating the minimum angle of protection the drop of earth wire suspension clamp along with shackle shall be taken as 150mm. 3.0 DESIGN OF MONOPOLE STRUCTURES The following clauses specify the minimum requirements for design of Monopole structures: 3.1 Design Spans - The wind span for the purpose of computing the wind load on conductors and ground-wire shall be indicated in the offer. Similarly the weight span shall also be indicated. 3.2 Design Criteria - The Monopole structure shall be designed to meet design requirements &designcriteria stipulated in IS-5613,ASCE Manuals and reports on Engineering practice No. 72 and ASCE/SEI , Design of Steel Transmission Monopole Structures, as applicable except otherwise specified in this specification. The following parameters shall be considered for wind loading and other loads on tower. Minimum grade of structural steel shall be 450MPA Basic wind speed Reliability Level : m/sec (Wind Zone-4) : 1(D/D) Terrain category : 2 Angle of incidence : 0 deg of wind The Monopole structure shall also be designed for narrow front wind load corresponding to 250 km/hr speed i.e. 2.9 kpa (considered to be acting on Monopole structure) acting in any direction i.e. 0, 45 or 90 deg. P-Delta analysis shall be done for pole structure. 3.3 Design Temperatures i) Minimum temperature : 0 deg.c ii) Every day temperature : 32 deg.c iii) Max. temperature of a) Conductor i) ACSR :85 deg. We would designing structure based on Cl. 2.2 of specification Phase to phase spacing (both vertical & horizontal) is not matching with the clearance drawings provided in profile and Cl. 2.5 We would designing structure based on Cl. 2.5 of specification Double circuit Design is in the scope of contractor.
