1 ADDENDUM NO. 1 PERMANENT FLOOD PROTECTION PHASE 1 CITY OF VALLEY CITY, NORTH DAKOTA BID DATE: November 6, 2014 BID TIME: LOCATION: 2:00 PM (CT) City Hall, nd Avenue NW, Valley City, North Dakota This addendum is written for the purpose of clarification and/or modifications to the Contract Documents. Acknowledgement of Addenda shall be noted on the exterior of the bid envelope and also on Page 1 of Section Bid Form. The following changes and/or corrections shall be made to and become part of the project plans and specifications. 1. Environmental Considerations: No work shall be allowed below the normal high water mark in the Sheyenne River from the dates of April 15 to June 1 for the spawning season. All disposal locations for Common Excavation Waste shall be cleared by the State Historical Preservation Office (SHPO). All costs associated with clearing disposal locations shall be included in the price bid for those items. 2. Remove Section 55 Sheets 1 & 7 and replace with the attached sheets. These sheets quantify the vertical bends associated with crossing the flood walls. 3. Remove Section 65 of the Construction Drawings and replace with the attached Section 65. The plan sheets have been revised to include the proposed contours. 4. Add the attached NDDOT Standards Drawings as shown in the updated Table of Contents in Section 2 Sheet In Section 20 - Sheet 10, delete the last sentence of the first note paragraph in its entirety and replace with the following: All angle trim and any other bare metal shall be painted aluminum. All 6x13 channels shall be zinc coated steel. Project No Page 1 of 3

2 6. Add Automatic Systems Co. as an approved equal as a Control Panel Manufacturer as identified in Section Control System. 7. Delete and replace part 2.1.A of Section Trees, Plants and Ground Cover with the following: A. All trees shall be a minimum of 1 ½ diameter above the bole, and a minimum of eight feet in height. The contractor shall plant a minimum of 6 different species of trees from the approved list, with no one species exceeding 30 percent. The list of approved trees are as follows: Amur Maple Thornless Cockspur Hawthorne Honey Crisp Apple Tree Japanese Tree Lilac Hackberry Bur Oak Ohio Buckeye Little Leaf Linden Silver Maple Pin Oak 8. Add part 2.2.B.1 of Section Underground PVC Water Distribution Pipe and Fittings as follows: 1. All fittings for vertical bends shall be restrained with Megalug mechanical joint restraints or approved equal. All costs for joint restraints shall be included in the price bid for Fittings Ductile Iron. 9. Add Morrison Pump Co. as an approved equal for Vertical Pump Manufacturer in part 2.1 H. of Section Storm Water Lift Stations. 10. Add Part 1.13 Temporary Pumping to the specification section Storm Water Lift Stations with the following: 1.13 Temporary Pumping The Contractor shall provide temporary pumping equipment to pump storm water during the construction of the new lift stations until water can discharge to the new outfalls. The Contractor shall supply a pump large enough to handle the incoming flows with appropriately sized length/diameter suction & discharge hoses. The Contractor shall operate the pump on an as-needed basis until the new lift stations are operational or until it is not necessary to pump water. No ponding water shall result from temporary pumping operations. Cost of pumping shall be incidental to related items. Project No Page 2 of 3

3 11. Remove and replace part 4.2 of Section Removable Floodwalls as follows: A. Payment for removable floodwalls (also referred to as invisible floodwalls and flood wall road closures), located at road closures and on concrete floodwalls, shall be compensation in full for all costs of furnishing aluminum floodwall tubes, gaskets, vertical members, sill members, and anchors. Removable floodwalls shall be paid by the square foot (SF) in the bid price for Flood Wall Road Closure. 12. Delete Special Provision titled Architectural Surface Treatment consisting of 17 pages in its entirety. 13. Remove and replace the Special Provision titled Floodwalls consisting of 4 pages with the Special Provision titles Floodwalls that is attached. This document(s) was originally issued and sealed by Erik Gilbertson, Registration Number #5581 on October 30, 2014 and the original documents are stored at KLJ, Valley City. 4 CONCRETE FLOODWALLS SPECIAL PROVISIONS - FLOODWALLS PERMANENT FLOOD PROTECTION PHASE 1 CITY OF VALLEY CITY, NORTH DAKOTA SCOPE OF WORK Work at this site consists of building a floodwall as depicted in the construction plans. The flood wall shall be cast-in-place reinforced concrete with a total length of 2,700 linear feet which varies in height from 11 0 to 18 0 (measured from top of footing to top of wall). BACKFILLING Backfill material shall be an impervious fill and placed in accordance with Section A walk behind compactor shall be required for work within 5 of the wall face. FOUNDATION PREPARATION All costs for preparation work shall be included in the price bid for Floodwall Footing. Foundation preparation includes excavation for foundation, construction and removal of shoring, cribs, cofferdams, concrete seal, and disposal of surplus material. FLOOD WALLS The cost of furnishing and placing reinforcing steel, concrete, preformed expansion joint filler, contraction joint material, joint sealant, concrete inserts and other miscellaneous items for the flood wall shall be included in the bid price for Retaining Wall. The Contractor will submit a schedule of values for the retaining wall footing, retaining wall, steel sheet piling wall, special surface finish and anti-graffiti coating. FLOOD WALL FOOTINGS The cost of furnishing and placing reinforcing steel, concrete, preformed expansion joint filler, concrete inserts and other miscellaneous items for the flood wall footings and key shall be included in the bid price for Floodwall Footing. FLOOD WALL MATERIALS Materials for wall and footing shall be as follows: Concrete: Standard Concrete per Section of the Technical Specifications. Reinforcing Steel: Concrete Reinforcing per Section of the Technical Specifications Project No Page 1 of 6

5 FLOODWALL AND FLOOD WALL FOOTING DESIGN The flood wall and footing have been designed according to the 2008 ACI Building Code and the U.S. Army Corp of Engineers EM using the following backfill characteristics: Internal Angle of Friction = 25 Unit Weight = 115 PCF Cohesion = 0 PSF ARCHITECTURAL REQUIREMENTS ARCHITECTURAL CONCRETE TEXTURE The flood wall shall be constructed with an architectural concrete texture and smooth form finish as shown in the plans. The architectural concrete texture shall be achieved using the two different formliner patterns shown in the plans. The formliner molds shall be reusable, made of high-strength elastomeric-urethane, and easily attachable to forms. Molds shall be removable without causing deterioration of the surface of the underlying concrete. The formliners shall be supplied, delivered, stored, handled, installed and removed in accordance with the manufacturer s recommendations. Formliners may be required to be replaced to prevent seams from appearing in underlying concrete. The desired appearance of the wall is to not see the joints or seams between each formliner segment, contractor shall plan accordingly. The Contractor shall submit shop drawings showing the formliner placement required to achieve a non-repeating, natural stone masonry pattern, along with installation instructions and product data and specifications. 14 days prior to constructing any retaining wall for this project, the Contractor shall build a concrete mockup using the same materials, methods, and work force that will be used for the project. The mockup shall be at least 50 square feet in size or larger if needed to adequately illustrate the pattern and texture required. An area to demonstrate the continuation of the pattern through expansion/contraction joints shall be included in the mockup. After the concrete has cured a minimum of 28 days, the Contractor shall apply the stain for the special surface finish and anti-graffiti coating to be used for the finished wall. After completing the mockup, the Engineer will determine if the work represented by the mockup shall be incorporated into the project. All costs associated with supplying and installing the formliners for the architectural concrete texture as described here and in accordance with the manufacturer s recommendations, shall be included in the bid price for the item Smooth Form Finish and Form Liner. All costs associated with constructing the mockup as described here shall also be included in the bid price for the item Smooth Form Finish and Form Liner Project No Page 2 of 6

6 The architectural concrete texture shall consist of special penetrating stain mix. The stain shall create a surface that is breathable (allowing water vapor transmission), and resist deterioration from water, acid, alkali, fungi, sunlight or weathering. Stain mix shall be a waterborne, low V.O.C. material, and have a mass concentration less than 289 grams/liter. Brick colors shall mimic the brick of the L.D. Rhoades Science Center Building on the Valley City State University Campus (101 College Street S.W. Valley City North Dakota 58072). The contractor is responsible for field verifying color on site with building referenced (See Figure 1). Stone colors shall mimic the coloration of natural quarried stone, see Figure 2 in this section for color variation. Stone representative of the Northwoods Stone from The Quarry Mill Company, 2670 Stone Road Sturgeon Bay Wisconsin The stone shall have five (5) distinct colors and should reflect the natural stones multi-color, shades, flecking and veining. The stone color shall also demonstrate the colors that may be apparent from aging, such as staining from oxidation, rusting, and/or organic staining from soil and/or vegetation. The stain shall meet requirements for weathering resistance of 2,000 hours accelerated exposure measured by weather-o-meter in accordance with ASTM G 152. Scrub test 1,000 revolutions. Abrasive resistance (Tabor-CF-10) 500 cycles. Adhesion ASTM D mm cross cut on glass pass 3 or higher on a scale of 1 to 5. Supply information pertaining to chemical resistance per ASTM D 1308 to 87. The stain shall be applied to all formlined surfaces of the wall, as shown in Section 171 of the plans. The stain shall be applied in accordance with the manufacture s recommendations, which shall be submitted to the Engineer for review. All costs associated with applying the stain mix as described above will not be paid for directly but shall be included in the bid price for Smooth Form Finish and Form Liner. Measurement and Payment for the Bid Alternates shall be in Accordance with the Special Provisions. Project No Page 3 of 6

7 ANTI-GRAFFITI COATING The Contractor shall submit the anti-graffiti coating material and its application methods to the Engineer at least 10 days prior to the construction of the flood wall mockup. An anti-graffiti coating shall be applied to all exposed concrete surfaces of the flood wall mockup. All methods of application and pre-application treatments shall be in accordance with the manufacturer s recommendations. The contractor shall apply the anti-graffiti primer to all surfaces that will receive the anti-graffiti coating to prevent discoloration of the stained concrete surfaces. Upon approval of the quality of the finish of the anti-graffiti coating to the mockup by the Engineer, the anti-graffiti coating shall be applied to all exposed concrete surfaces of the flood wall. If the Engineer does not approve the finish of the anti-graffiti coating, the cost of the anti-graffiti coating as claimed in the schedule of values shall be removed from the contract. All costs associated with applying the anti-graffiti coating will not be paid for directly but shall be included in the bid price for Smooth Form Finish and Form Liner. PRECAST COLUMN CAPS AND COPING Precast wall elements shall be designed by the Contractor and shall conform to the dimensions shown in these plans. The contractor shall submit shop drawings for the column caps and coping. The length of coping segments shall be not be less than 3 feet or greater than 4 feet in length. Precast column caps and coping will not be paid for directly but shall be included in the bid price for Floodwall. Defective Concrete: Concrete not conforming to the required lines, details, dimensions, tolerances or specified requirements. Repair or replacement of defective concrete will be determined by the Engineer. The cost of additional testing shall be borne by Contractor when defective concrete is identified. Do not patch, fill, touch-up, repair, or replace exposed concrete except upon express direction of Engineer for each individual area. Project No Page 4 of 6

8 REMOVABLE FLOOD WALLS REMOVABLE FLOOD WALL AND FLOOD WALL FOOTING DESIGN The removable floodwall supplier shall provide a design showing confirmation and/or modifications to the flood wall footings and flood walls (half walls) shown in the construction plans. These modifications may include base plates, connections, and kickback supports. The design shall be stamped by a Registered Professional Engineer in the State of North Dakota. All costs for modifying the removable flood wall footings and flood walls shall be included in the price bid for Flood Wall Road Closure Footing or Flood Wall. REMOVABLE FLOOD WALL LENGTH REQUIREMENTS The removable floodwall supplier shall provide one standard length for all floodwall planks. The plans were developed with a standard opening of 20, the contractor shall make adjustments to the wall/column locations to accommodate one standard plank length. Project No Page 5 of 6
