6 The fifth monitoring report - Components 2 and rehabilitation of Bac Hung Hai irrigation and drainage CHAPTER 1: SUMMARY OF PROJECT 1.1 INTRODUCTION OF PROJECT Project Strengthening water management and irrigation systems rehabilitation, invested by ADB and AFD, includes three components: (i) Components 1: of New Educational Facilities for Water Resources University. (ii) Components 2: and rehabilitation of Bac Hung Hai irrigation and drainage system infrastructure. (iii) Components 3: Strengthening capacity of BHH Service Providers Objectives of components 2 Long term objectives: To improve water supply and drainage for: Transforming cropping-pattern by irrigation and drainages solutions to ensure a stable production and water supply for 100 % residents in the Bac Hung Hai in 2020; agricultural production with drought frequency of 85% in 2020; reducing damages caused by flood in the region, mostly in the area of lowlying agricultural land of Hung Yen and Hai Duong provinces in order to stabilize human life and production activities to push forward an sustainable socio - economic development, protect ecological environmental, and prevent pollution and deterioration of water resources. Short term objectives: - Providing sufficient water for agricultural, aquaculture activities; meet the water supply demand for industrial zone, residential areas and remedy environmental pollution situation by development and rehabilition activities of irrigation infrastructure of project region; - Modernizing and improving irrigation-system performance; - Innovating management practices and improving service quality; - Strengthening institution for sustainable exploitation of the system to achieve proposed targets; - Establishing, strengthening and developing institution for the regional management and exploitation agencies in appropriate, effective and sustainable way; - Strengthening management and operation practices with community s participation through education, communication and public consultation. Main works items of project The works items relate to environmental assessment including (Table 1.1): - Constructing 8 new pumping stations, in which 1 irrigation pumping station and 7 drain pumping stations; - Rehabilitating and upgrading 2 drain pumping stations. 1 Package 14 Monitoring the implementation of environmental management plan for the

8 The fifth monitoring report - Components 2 and rehabilitation of Bac Hung Hai irrigation and drainage No. Name of Sub project New construction / upgrade/ Rehabilitati on Implementation location of components 2 Capacity ( m 3 /s) Location Duong province Remark Bac Hung Hai System (BHH) is located in the center of the Red River Delta, in the administrative boundaries of four provinces: 2 districts on the southeast of Hanoi, the entire of Hung Yen Province, 7 districts of Hai Duong and 3 districts of Bac Ninh province. BHH system is enclosed by four major rivers: Duong river in the north, Luoc river in the south, Red river in the western and Thai Binh River in the east. The total irrigation area of the system is 192,045 ha, of which, 142,479 ha is agricultural land. The total population in the region is 2.8 million people, in which, 2.2 million people working in agricultural production. BHH system is divided into 10 sub-regions: Gia Lam, Gia Thuan, Chau Giang, Bac Kim Son, Cam Giang - Hai Duong city, An Thi. Binh Giang - Bac Thanh Mien, Tu Loc (Gia Loc-Tu Ky), Southwest of Cuu An, Southeast of Cuu An. The locations of 10 subprojects are shown in figure 1.1. The location for each sub- project can be seen in figures from Figure 1.1 to Appendix 1. 9 The fifth monitoring report - Components 2 and rehabilitation of Bac Hung Hai irrigation and drainage CHAPTER 2: IMPLEMENTATION PROGRESS OF PROJECT Updating to 5/5/, there were 9/10 sub - projects which have been in construction; Particularly Co Ngua sub project has been being in process of preparing commencement. Implementation progress of sub projects has been synthesized in Table 2.1. In which: - Sub projects in goodconstruction progress are Kenh Vang, Cau Dua, Doan Thuong, and Lien Nghia,. - Sub projects in delayed construction progress compared are Chua Tong, My Dong, Nghi Xuyen and Co Ngua. Reasons for the delaying for each sub project as following: - Phu My pumping station sub project has been delayed according construction progress for 3 months due to rainy weather that causing difficulties for construction of outer dyke pumping station. PMU has directed construction contractor to speed up progress at thedelayed items and to commit to finishing work as proposed progress. - Chua Tong pumping station sub project has been delayed according to construction progress for 2 months due to the narrow road of material transportation, difficulties for transportation of sheeting pile and concrete. At the same time, during excavation of foundation, it has impacted on local people s house; there are signs of crack and break between road and local people s house, for which, the PMU has requested contractor to stop construction to resolve problem, ensuring safety for local people house. - My Dong pumping station sub project constructing culvert caused cracking wall and yard of ancillary construction so that construction has been stopped for 1 month in order to insurance company verifies damage and compensate for people. - Co Ngua pumping station sub project, commencement has delayed for 2 months compared with plan because procudures for land acquisition have to finish according to the new regulations. Here is summary of main actitivities of sub projects: (i) Phu My pumping station sub project: construction of basic part has been finished; foundation of pumping house and management house have been completing, discharge canal has been constructing (section from discharge tank to culvert under dyke). volume approximately achieved 26%. (ii) Kenh Vang pumping station sub- project : management house, pumping house, center controlling house and sewer grates system, intake tank, retaining dam which belong to head- works. volume appoximately achieved 75%, construction progress achieved plan. (iii) Nhat Trai pumping station sub project: construction volume approximately achieved 2% ( ensure proposed plan). + Lot A: making road for construction, forming testing pile and excavating foundation of pumping house. + Lot B: forming beams for retaining canal slope and constructing diversion canal. (iv) Chua Tong pumping station sub - project: Constructing retaining dam at upstream. volume approximately achieved 30%, construction progress has delayed in 4 Package 14 Monitoring the implementation of environmental management plan for the

(v) Lien Nghia pumping station sub - project: + Lot A has finished retaining dam, construction road at field side, forming pile in large scale, excavating foundation to design altitude(-4,1m). Foundation and wall of pumping house; foundation and side wall of intake tank have been constructing. Returning filled soil around pumping house has been done. + Lot B has been excavating discharge canal and preparing raft for construction of discharge canal s gate. Value of implemeted volume approximately achieved 40%, construction progress achieved plan. (vi) Cau Dua pumping station sub - project: discharge culvert under dyke and basic parts of management house have been constructed completely. Pumping house and intake tank has been constructing. volume approximately achieved 50%, construction progress achieved plan. (vii) Doan Thuong pumping station sub - project: volume approximately achieved 60%, construction progress achieved plan. + Lot A has constructed completely concreted foundation, wall of pumping house, discharge tank and intake tank. Concreted engine floor of pumping house, pumping house has been constructing. + Lot B has constructed completely gravity drainage culvert; dreged, consolidated canal and constructing 4 brideges on canal. (viii) Co Ngua pumping station sub - project: site plan and campsite for workers have been preparing, construction progress delayed in comparision with plan. (ix) My Dong pumping station sub - project:management house, pumping house, culvert under dyke and discharge canal have been constructing. volume approximately achieved 80%, construction progress delayed in comparison with plan. (x) Nghi Xuyen pumping station sub project: construction progress delayed in comparison with plan. + Lot A: Processed, installed formworks, reinforced foundation, pumping house s wall, concreted foundation; installed the stop log gains of pumping house and sewer grate. Transition yard has been constructing. + Lot B: Processed, installed formwork, reinforced steel of foundation and wall; culvert section no.3-5 has been poured with concrete, culvert foundation has been filled by soil to altitude +3,6 m; Gate of culvert under dyke has been processing and installing. 5 Package 14 Monitoring the implementation of environmental management plan for the

Numbers of interviewee include 180 people, in which: - Classification based on gender: 148 males and 32 females - Classification based on position: 4 Chairmans of commune, 5 Vice chairmans of commune, 3 land administration staffs, 1 village s leader and 167 local people in affected area. Need to speed up construction progress to return road surface. - PMU needs solution (building temporary pumping station) for irrigation water supply to whole cultivable land areas which have been affected by landslide canal leading to no irrgation water. - Commune authority has bot received EMP report and information of package s progress. PMU of sub project has been requested to collaborate with People s Committee of commune when construction is commenced. - Contractor has implemented seriously the issues of environmental sanitation protection. They provide support in retaining bank for irrigation canal in order to provide irrigataion water supply for agricultural production of locality. - Contractor and insurance company have recalculate the damage for the affected household ( contractor has paid for this household 50million VND in total damage value of 80million VND based on calculation of insurance company). Presently, this household has satisfied and there is no more complaint. - Security at construction site has been ensured. Thus, in the fifth monitoring, additional taking samples have been implemted at sub projects which have not been fully taken samples in 2nd monitoring in 2013 because construction has not been commenced. Numbers of analysed samples in the fifth monitoring include: 3 surface water samples and 4 air samples. Consultant surveyed sampling locations; Describle weather conditions, surrounding environment landscape of sampling location (dust level, vibration, noise and emission resources...), flow state; Describle the factors which affect environmental quality such as: construction activities, people s living activities, traffic...); Sampling method, sample preservation, sample analysis in laboratory and assessment method for environmental quality comly with Vietnam s regulations (QCVN): - For air quality: dust is assessed based on QCVN 05: 2009/BTNMT, noise assessment is based on QCVN 26: 2010/BTNMT, vibration assessment is based on QCVN 27: 2010/ BTNMT. - Surface water quality assessment is based on QCVN 08: 2008/BTNMT Analysis results of air samples a) Describe the location of air sampling Air samples were taken on 5/5/ to 7/5/ in weather condition of slight sunny, no wind. However, at sampling location of Nhat Trai pumping station sub project, dust concentration is 0.28 mg/m3 (approximate allowable value in QCVN 05:2009) because contractor did not regularly spray water road surface. 35 The fifth monitoring report Components 2 and rehabilitation of Bac Hung Hai irrigation and drainage b- Analysis results of surface water sample The analysis results of surface water quality of the fifth monitoring are listed in table 3.2 and Appendix 3; comparison between appendixs and figures from3.1 to 3.6 shows that: - At sampling location of Lien Nghia pumping station sub project (HP2-NM3): COD, NH + - 4, NO 2 are the main pollutants. COD concentration is 32.6 mg/l exceeding irrigation water standard 1.09 times; NH + 4 (0.96 mg/l) concentration exceeds 1.92 times; NO - 2 (0,05 mg/l) concentration exceeds 1.25 times. According to the obsevation of consultant and locality s feedback, water quality at sampling location has been mainly polluted from residential area, construction activities did not impact on river water quality. - At sampling location of Co Ngua pumping station sub project (HP2-NM6): there are 3 concentration parameters excced standards including: SS (59.32 mg/l) exceeds 1.19 times, NH 4 + (0.78 mg/l) exceeds 1.56 times and NO 2 - (0.06 mg/l) exceeds 1.5 times. These poll;utions must be caused by domestic wastewater of residential area living along river because during sampling time there is no construction activities at construction site. - At sampling location of Nghi Xuyen pumping station sub project (HP2-NM7): there are 4 indicators exceeding limited value at column B1 QCVN 08:2008 including: SS (52.16 mg/l); COD (42.18 mg/l), NH (1.46 mg/l), NO 2 (0.08 mg/l) exceed allowable standard representively 1.04 times; 1.21 times; 1.01 times and 1.28 times. activities have not impacted on surface water quality because of far from water resources. River water has been polluted due to impact of domestic wastewater of residential area living along river. 41 4.1 Conclusion CHAPTER 4: CONCLUSION AND RECOMMENDATION Achieved results - contractors have collaborated with local authorities and PMU in resolving arsing problems. activities have not much impacted on environment, society in region. The sub projects which are assessed well implematation of EMP include: Phu My, Kenh Vang II, Lien Nghia and Nghi Xuyen. - supervision consultant has fully recorded and submitted monitoring forms to PMUs of sub projects. They have given fully and exactly feedback the implemtation of mitigation measures for environmental impact, occupational safety, traffic and arising problems at construction site - People s Commitee of communes in project area have taken right their responsibility to monitor community, regularly inspect, give feedback to PMU about construction s impact on environment, society. They support PMUs and construction contractors to manage worker and resolve arising problems - Regarding construction s impact on environmental quality, based on analysis results, there has not significantly impacted on air quality and surface water environment in region Pending issues - PMU of Co Ngua pumping station sub project has not sent EMP report and construction progress of package to People s Committee of Van Giang commune - contractor have not overcome completely recommendations of Environmental monitoring consultant in the previous monitoring and recommendatios of the Mission of ADB (Table 3.10). the pending issues are following: + Environmental sanitation : Sub projects of Cau Dua, Phu My have not fully provided recycle bins and mobile toilets at construction site; Sub projects of Chua Tong, Doan Thuong have not set up wheel washing station at entrance point of construction site; Nhat Trai sub project has not regularly sprayed water on road surface;sub- projects of My Dong and Nghi Xuyen have not transported excavated soil to dumping site as regulations. + Occupational safety: fence for separating construction works from residential area and production area is not available( sub-projects of Phu My, Kenh Vang, Chua Tong and Doan Thuong); Warning sign board for deep holes at construction site has not been available (Chua Tong sub project); Labour protection for workers during construction time has not fully equipped( sub projects of My Dong and Nghi Xuyen); Workers has not been trained for occupational safety ( Nghi Xuyen). Recommendations - For PMUs of sub projects need measures to force construction contractor into implementing recommendations and implementation time for regulations in table 3.10 and minutes have been made while on site inspection (appendix 4). PMU of Doan Thuong sub project need to collaborate with local authorities and construction contractor of lot B in order to thoroughly resolve environmental consultant s recommendations in previous monitorings and recommendations of The Mission (ADB), pending issues should not be extented that causing upset for local people. - For construction contractor need to overcome the pending issues of the previous monitoring, the fifth monitoring and the Mission of ADB (according to table 3.10). - For construction supervision consultant, beside filling in form no. 1, monitor the implementation of recommendations in the previous monitoring; arising problems need to be filled in form no.2 and promptly reflect to PMU, especially for construction supervision consultant for sub projects of Doan Thuong, Chua Tong and My Dong - People s Committee of Doan Thuong commune need to promptly reflect the pending issues of construction contractor, avoid extending the pending issues Plan for next 6 months monitoring The next monitoring plan of Environmental monitoring consultant will be implemented in August and November with the following contents: - Implement on site inspection - Synthesize monitoring forms of construction supervision consultant - Implement community based monitoring - Implement sampling to evaluate environmental quality 37 Package 14 Monitoring the implementation of environmental management plan for the
