2 PART 1 GENERAL CONDITIONS A. INSTRUCTIONS TO BIDDERS INVITATION TO BID TOWN HALL EXTERIOR TRIM PAINTING PROJECT Please read the specifications thoroughly and be sure that the components offered comply with all requirements. Any variations from the specification sheet are to be covered by a letter attached to and made part of the bid. If no exceptions are noted and you are the successful bidder, it will be required that the work be provided as specified. The Town of Bloomsburg will be receiving sealed bids for the TOWN HALL EXTERIOR TRIM PAINTING PROJECT until 11:00 a.m., prevailing time, Thursday, June 18, 2015, at the Town Hall, 301 East Second Street, Bloomsburg, PA 17815, at which time and place all bids will be opened and read aloud. Bids must be on forms furnished by the Town of Bloomsburg, which are available at the office of the Town Administrator, Town Hall, 301 East Second Street, Third Floor, Bloomsburg, PA between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday. Prospective bidders will be required to register their name, address, phone, and fax numbers at least five (5) working days prior to the date of the Bid Opening. Addendum, if any, will be issued only to those persons of firms whose name and address are of record with the owner as having obtained a copy of the Bid Documents. A Certified Check or Bid Bond in the amount of ten percent (10%) of the bid, made payable to the Town of Bloomsburg, shall be submitted with each bid. All envelopes containing bid proposals shall be clearly marked BID FOR TOWN HALL EXTERIOR TRIM PAINTING PROJECT. The Town of Bloomsburg reserves the right to accept or reject any or all bids; to waive any informality; or to accept any bid deemed in the best interest of the Town. Bids may be held by the Town for a period not to exceed 60 Days from the date of the opening of the bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders prior to awarding the contract. Bidder shall carefully examine the bid forms, specifications, and instructions to bidders. Should the Bidder find discrepancies or omissions from the bid forms, specifications or other documents; or should be in doubt as to their meeting, the Bidder should notify Town Hall. BID BOND The Bidder is advised that the bids must be accompanied by a Certified Check or a Bid Bond from a reliable Surety Company licensed to operate in the state of Pennsylvania in the amount of ten percent (10%) of the total bid amount as a guaranty that the Bidder awarded the bid meets all specification requirements and delivery date(s). PERFORMANCE BOND The Bidder is advised that subsequent to the award of the bid, the successful bidder shall execute and deliver to the Town an Agreement in the form included in the Contract Documents, a Surety Bond in the amount equal to one hundred (100%) percent of the successful bid amount, as security for the faithful performance of the Contract, and for payment of all persons, firms, or corporations to whom the Contractor may become legally indebted, for labor, materials, tools, equipment, or services of any nature including utility and transportation services, employed or used by him in performing the work. Such bond shall be in the form as that included in the Contract Documents and shall bear the same date 2

3 as, or subsequent date to that of the agreement. The current Power of Attorney for the person who signs for any surety company shall be attached to such bond. This bond shall be signed by a guaranty or surety company listed in the latest issue of the U.S. Treasury Circular 570 and the penal sum shall be within the maximum specified for such company in said Circular 570. INSURANCE The successful Bidder will be required to submit a Certificate of Insurance for Comprehensive General Liability in the amount of not less than $1,000,000 (1 million). The successful Bidder will also be required to submit a Certificate of Insurance for worker s compensation coverage. Bidders are advised to arrange a site visit prior to submitting their bid. B. PRE QUALIFICATION To be considered for this project, the Town of Bloomsburg must be provided with certain information presented in a Restoration Skills Qualification Form supplied within this bid document. C. AREA AND SCOPE OF WORK AREA OF WORK: Structure Located at 301 East Second Street, Bloomsburg, PA, known as Bloomsburg Town Hall. Three sides of the structure being West, North, and South only. SCOPE OF WORK: Prior to the actual painting, the bidder will be required to: 1. Inspect all spouting including eave and downspouts. 2. Repair any downspouts where separated from building and caulk any joints where needed. 3. Repair any downspouts where separated from eave spout and from building. 4. Repair any holes in downspout. 5. Repair flashing and angle of slope to downspout in area of elevator town and main building. The work to be done by the painting contractor shall include the furnishing of all materials, labor, tools, and equipment required to complete the painting and decorating of the building as specified. The contractor that performs this work shall be fully responsible for having their equipment comply with current OSHA regulations, and to have available all Material Safety Data Sheets that pertain to the products used. The submission of the bid by this contractor confirms an understanding of all conditions pertaining to this work and proper application of materials specified. D. WORKMANSHIP 1. All materials shall be applied free from sags, wrinkles, streaks, shiners and brush marks. 2. All materials shall be applied uniformly. If any reduction of the coating s viscosity is necessary, it shall be done in accordance with the manufacturer s label directions. 3. No exterior painting shall be undertaken if air or surface temperature is below 50 degrees Fahrenheit nor immediately following rain or until frost, dew or condensation has evaporated. 3

4 E. MATERIALS 1. Bids are to be based on coatings as manufactured by Benjamin Moore & Company, except as otherwise specified. Request for changes or variations must be made by the painting contractor in writing, stating reasons with detailed extra costs or savings per hour of labor and/or gallon of materials, for approval by the Superintendent of Public Works prior to the award of the contract. 2. Colors shall be same as existing. All primers and undercoats are to be tinted to the approximate shade of the selected finish coat. 3. All paint and coatings must be delivered to the job site in manufacturer s original containers. 4. It is to be understood by the Contractor that all coatings must conform to all state and local regulations including VOC rules at the time of application. F. PREPARATION OF SURFACES 1. The painting contractor shall be wholly responsible for the quality of their work, and is not to commence any part of it until surface is in proper condition. 2. If the painting contractor considers any surface unsuitable for proper finishing, they are to notify the Superintendent of Public Works of this fact in writing. Contractor is not to apply any material until corrective measures have been taken, or the Superintendent has instructed them to proceed. 3. All surfaces are to be clean. If for any reason the surface cannot be cleaned, this condition shall be promptly reported to the Superintendent of Public Works. 4. If the painting contractor has been instructed to begin painting under conditions and circumstances they believe could result in poor performance and early failure of the coatings, the contractor shall request the Superintendent of Public Works for a decision in writing. 5. The prime coat should be applied soon after the surface preparation has been completed, to prevent contamination on the substrate. G. STORAGE The owner will provide for a secure space, for the storage of painting materials and equipment, for the exclusive use of the painting contractor. The contractor will be responsible to maintain and leave it free from fire hazards relating to improperly stored rags or thinners. H. INSPECTION Any work not conforming to the specifications or that does not meet the approval of the Superintendent of Public Works, shall be removed or corrected and/or repainted as approved by the Superintendent. I. COMPLETION DATE All work shall be completed no later than the thirtieth (30 th ) day of September, At no time during the duration of said Contract shall more than three (3) days of suitable weather pass without progress being made towards completion of said contract. J. REMOVAL 1. Upon completion of the job, the painting contractor is to remove all surplus materials, scaffolds, etc., from the premises that relate to their trade. Contractor shall clean all window glass free of excess paint and splatters, and remove paint that has been misplaced on other surfaces. 4

5 PART 2 SURFACE PREPARATION A. METAL GALVANIZED IRON 1. Abraded areas that have begun to rust must be sanded clean and spot primed without delay, with Benjamin Moore Corotech Acrylic Metal Primer. B. METAL ALUMINUM 1. Surfaces specified for painting require no special preparation other than solvent cleaning. All mortar spatters and other foreign material must be removed by appropriate means. C. WOOD TO BE PAINTED (TRIM, DOORS, AND SILLS) 1. Remove all blistered, peeling, and scaling paint to a sound substrate by scraping, sanding, and wire brushing. Where bare wood is exposed, spot prime with Benjamin Moore Moorwhite Primer before applying an overall coat of primer. 2. Wood surfaces will be lightly sanded between coats to ensure a smooth finish surface. 3. Surfaces that exhibit moderate to heavy chalk deposits must be cleaned thoroughly to a sound substrate by wire brushing or sanding. These surfaces must be primed with Benjamin Moore Moorwhite Primer. 4. All loose or split caulking; putty or glazing compound is to be removed. Prime these surfaces with Benjamin Moore Moorwhite Primer and re caulk using 25 Year Painters Caulk. Putty and glaze and re prime to create a sandwich effect. 5. Glossy surfaces under eaves, and all protected areas not exposed to normal weathering, should be dulled by sanding. Crystalline deposits that develop on these areas are a major cause of peeling; they must be removed by flushing with a strong stream of water from a garden hose. 6. Mildew must be removed by scrubbing or low pressure power wash equipment, using a commercial mildew wash. CAUTION: follow manufacturer s directions; use rubber gloves, work goggles, and protective clothing. D. METAL RAILINGS 1. All surfaces must be free of grease and oil, and cleaned in accordance with SSPC SP 1, Solvent Cleaning, followed by removal of all loose, scaling paint be hand scraping, or the se of power tools. Rusted surfaces should be cleaned in accordance with SSPC SP 2, Hand Tool Cleaning, or SSPC SP 3, Power Tool Cleaning. 2. Glossy surfaces should be dulled by sanding. Where heavy rust, corrosion and deteriorated coatings exist, the surfaces should be abrasive blast cleaned in accordance with SSPC SP 6/NACE NO.3 Commercial Blast Cleaning. The surface should be blown off with compressed air to remove traces of blast products, and must be primed within 24 hours with Benjamin Moore Ironclad Alkyd Low Lustre Metal & Wood Enamel (C163). 5

METAL Roof Caps, Flashing Prime Coat: Benjamin Moore Fresh Start Acrylic Primer Finish: 2 coats Benjamin Moore Regal Select Exterior Semi Gloss or equivalent 6

7 CONTRACTOR QUALIFICATION STATEMENT BUSINESS NAME ADDRESS TELEPHONE DATE EXPLANATORY Before any bids are deemed to be properly submitted to the Town of Bloomsburg, Pennsylvania, it will be required that each and every question herein contained be answered, giving specific, definite and detailed information. An answer must not be evasive, indefinite or general. Qualifications of Bidders: after the Bid opening, the Town of Bloomsburg may make such investigation as it deems necessary to determine the ability of the Bidder to perform the work, and the Bidders shall furnish to the Town of Bloomsburg all such information and data for this purpose as the Town may request. The Town of Bloomsburg reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Town that such Bidder is property qualified and responsible to carry out the obligations of the Contract and to complete the work contemplated therein. If additional space is needed, the Bidder shall add additional sheets. 1. How many years has your organization been in business as a Contractor under your present name? 2. Have you or your company ever failed to complete a contract, including all corrective work (punch list) with the limit of time allowed in the contract? If yes, when, where and why. 3. 9 REQUIREMENTS FOR QUALIFICATION The Restoration Skills Qualification Form shall consist of: 1. The minimum Project Qualification Skills for each of the individual craft persons who will perform the work of the contract. 2. The completed questionnaire. RESTORATION SKILLS QUALIFICATION FORM: Provide a complete list of people in your firm, and in any subcontracting firms, which will be performing the work under this contract by completing the Restoration Skills Qualification Form, which is provided. For each person listed, provide that person s skill(s) and list three projects, which meet the Restoration Skills Qualification Form Requirements. For each project cited, state the location, client name, responsible contact person and his/her phone number. In listing people, you must account for all skills required under the section, Special Qualifications. MINIMUM PROJECT QUALIFICATION REQUIREMENTS: Minimally Qualified Projects are those which have been completed within the last five years, required one or more sills listed here as Special Qualifications and where the work was performed on buildings listed in the National Register of Historic Places. All projects listed must meet the Secretary of the Interior Standards for Historic Preservation or Rehabilitation Projects and be of a similar nature to this project. They will be considered to be of a similar nature if they involved sills of the same type and level of skill and knowledge, as this project requires in the section Special Qualifications. Those individuals who will be employed to work on this project must be listed by name with their respective qualification. Each individual must meet the qualification requirements contained herein. No other individuals may be substituted with the prequalified employees. Any subcontractor employees assigned to the project must also meet the qualification requirements contained herein and no substitutions shall be permitted. Special Qualifications: 1. Experience in masonry restoration and painting INSTRUCTION FOR PREPARATION OF RESTORATION SKILLS QUALIFICATION FORM The Restoration Skills Qualification Form must respond to both of the sections identified in the Requirements for Qualifications section. Two (2) copies of the Restoration Skills Qualification Form must be provided to the Town of Bloomsburg. The Town of Bloomsburg will evaluate each firm s qualification based upon responses received. The final evaluation and selection of qualified firms will be made by the Town of Bloomsburg. Failure to address any of the items required may result in disqualification. All materials received will become the property of the Town of Bloomsburg. You may duplicate the Restoration Skills 9

10 Qualifications Form to create as many forms as you may require. One (1) form must be completed for each individual who will be employed in this project.
