2 NOTICE OF BID April 21, 2017 The City of Pigeon Forge is receiving bids for the preparation and painting of the City Hall and Thurman Lift Station. Specifications may be obtained from Veolia Water North America, 2530 City Park Drive, Pigeon Forge, Tennessee between the hours of 8:00 a.m. and 4:30 p.m., Monday thru Friday. A mandatory Pre-Bid Meeting will be held on Tuesday May 2 nd, 2017 at 10:00 AM at the Pigeon Forge Wastewater Treatment plant located at 2530 City Park Drive, Pigeon Forge TN All bids must be in a sealed envelope with the bidder s name and address, State of Tennessee general contractor license number and the reference City Hall and Thurman Lift Station Coating Rehabilitation clearly marked on the outside of the envelope. 3 TECHNICAL SPECIFICATIONS Lift Station Coating DESCRIPTION Thurman Lift Station Prepare and coat the interior and exterior of the drywell for (1) Davco Below Ground Pumping Station installed in The dry well structure is accessed by metal steps. The dry well consists of an upper entry column approximately 4 feet in diameter and 24 feet deep that gives access to the pump room. The pump room is 8 feet in diameter by 8 feet tall and houses two (2) non-clog centrifugal pumps and motors, electrical controls and associated piping. The pump room is 7 feet in diameter by 8 feet tall and houses two (2) non-clog centrifugal pumps and motors, electrical controls and associated piping. PROJECT SCOPE Interior: Access Column and Pump Room 1. Powertool clean per SSPC SP3 (abrading all surfaces to be coated to produce a mill surface profile). All metal surfaces will be prepared to include piping, pumps, motors, the walls and floor of the dry well structure. 2. The motors and associated electrical systems are not explosion proof rated. Therefore, the coating systems to be utilized will be limited to a water based epoxy or a 100% solids epoxy. The following product, or equivalent shall be used: a. Tnemec 27 WB Two (2) coats for a combined dry film thickness of 8 mils (100% water based epoxy). Apply one coat 90 degrees to the preceding coat. Color Alpaca. Exterior: Steps, Entry Column and Hoist Rail Support System 1. Blast with grit to SSPC-SP5 white color to remove rust, scale, and dirt. 2. Give two coats minimum of 10 mils thickness amide-cured epoxy resin. Apply one coat 90 degrees to the preceding coat. The vehicle shall contain 100% epoxy resin and hardener with a minimum of thinner required for blowout purposes. The pigment shall be comprised

4 of only inert coloring and corrosion preventive materials. No filler or extenders shall be used. Tnemec Color K349 - New Leaf 3. A touch-up kit shall be provided for repair of all scratches or mars. Required Inspections and Documentation: Interior Exterior a. Verify coatings and other materials are as specified. b. Verify environmental conditions are as specified. c. Verification of surface preparation and application are as specified. d. Verify DFT of each coat and total DFT of each coating system are as specified using wet film and dry film gauges. DFT s shall be measured in accordance with SSPC- PA2. e. Coating Defects: Check coatings for film characteristics or defects that would adversely affect performance or appearance of coating systems. f. Report: a. Prepare inspection reports daily. b. Submit written reports describing inspections made and actions taken to correct nonconforming work. c. Report nonconforming work not corrected. d. Submit copies of report to Engineer and Contractor. g. A one year anniversary inspection will be held in general accordance with AWWAD102 a. Any of the following preparation methods will be acceptable: i. SSPC-SP 6/NACE No. 3 Commercial Blast Cleaning ii. SSPC-SP 15 Commercial Grade Power Tool Cleaning iii. SSPC-SP WJ-3/NACE WJ-3 Thorough Cleaning (Waterjet Cleaning of Metals). b. The bid proposal shall include a description of the method or methods to be used in the preparation of all surfaces. c. All electrical equipment and motors shall be fully protected from any dust or abrasive material (sand). g. Any of the following preparation methods will be acceptable: i. SSPC-SP 6/NACE No. 3 Commercial Blast Cleaning SSPC-SP 15 Commercial Grade Power Tool Cleaning SSPC-SP WJ-3/NACE WJ-3 Thorough Cleaning (Waterjet Cleaning of Metals). ii. iii. h. Apply an epoxy primer to a thickness of 4 to 6 mils and a Poly Urethane top coat to a thickness of 2 to 3 mils.

5 2. General i. The bid proposal shall include a description of the method or methods to be used in the preparation of all surfaces. a. Include a reference list, with a contact name and phone number, of the 3 most recent projects of similar application and scope. b. Care will be used to protect all electrical components, gauges and equipment name plates from dust, moisture and or paint spatter during preparation and coating activities. c. Contractor is responsible for verification on all dimensions. BIDDER REQUIREMENTS 1. All bidders must be a licensed general contractor in the State of Tennessee and carry a minimum of 1 million dollars in general liability insurance. 2. The Contractor shall provide all applicable safety equipment and strictly adhere to all OSHA requirements while carrying out the required scope of work. 3. The City will shall be responsible for required lead analysis.
