1 RAFAEL A. MAGANA, P.E. P.O.BOX Tampa, Florida Tel. (813) Education M.S., Civil Engineering - Structures, University of Illinois, Urbana-Champaign, Illinois, 1982 B.S., Civil Engineering - Structures, Central American University, El Salvador, 1978 Professional Experience Over 35 years of structural engineering experience, specializing in the seismic and wind analysis and design of precast, prestressed and cast-in-place concrete structures, including bridges. Evaluation and assessment of structural distress or damage caused by volumetric changes, foundation movement, creep and shrinkage, cracking and spalling near embed connections, loss of prestress due to strand slippage, and corrosion problems. Evaluation of vibration in stadium seats and raker beams. Site construction supervision experience. Knowledge of blast design and progressive collapse design guidelines by GSA and DoD (UFC ). Experience with SAP2000, ETABS, SAFE, ADAPT, STAAD PRO, linear and nonlinear seismic dynamic response spectrum and time history analysis. Precast Engineering Systems, Inc., Tampa, Florida, September 1998 to Present. President, Managing Principal, and Chief Structural Engineer. Experience negotiating design projects with precast manufacturers, owner s representatives, and general contractors. Responsible for the design of numerous structures including parking structures, large commercial and industrial buildings, office, hotel and condominium towers, institutional buildings, correctional facilities, stadiums, noise barrier wall panel systems, architectural precast concrete projects, and several total precast large panel structures including the new 22-story Davenport Hotel Tower located in Spokane, Washington. Responsible for the concept development and structural analysis and design, as a precast specialty consultant to the Engineer of Record, for two precast concrete air traffic control towers, for the Cheyenne Airport and NASA s Shuttle Landing Facility. Conducted research for the National Science Foundation with the NSF-PRESSS (Precast Seismic Structural Systems) research program as Co-Principal Investigator, in charge of analyzing and designing precast concrete shear wall panel structures containing special vertical and horizontal joint connection details. Performed field inspections and structural investigations of stadiums, parking garages, commercial and industrial buildings. Designed the Kennesaw State University Pedestrian Bridge that received PCI s Design Award for Best Non-Highway Bridge in TYLin International, Miami, Florida, December 2011 to December Senior Structural Engineer, Precast, Prestress, and Seismic Consultant. Participated in several projects in South America. Caracas, Venezuela, Caracas Metro-Rail. A two billion dollar project composed of CIP piers and pier caps, steel girders and a precast slab deck.
2 Responsible for all the seismic linear and non-linear dynamic analyses for the entire viaduct project, using the program SAP2000. Also conducted non-linear pushover analysis, and seismic dynamic response spectrum analysis for some special piers to be examined under the latest displacement based provisions of the new AASHTO seismic code. The project required the use of seismic isolator devices under the super-structure, and therefore the need for the non-linear dynamic analysis. I was also responsible for the design of the precast slab deck or Pre-losa that covers the entire viaduct. This pre-losa is prefabricated in several pieces of 2.5 m wide by 11.5 m long, and includes the side barrier walls. This system permits an accelerated speed of construction as well as considerable savings in construction costs. Lima, Peru, Lima Metro-Rail, Line 1. Developed the concept of a simple precast pier cap for the entire project, and also participated with the design team to implement the final design solution. This precast cap beam served to accelerate the construction of the viaduct, as well as achieving savings due to reduced forming in the field, and speedy completion of the project. Panama, Panama, Panama Metro, Line1. Participated in the design of the precast and prestressed members and their connections, in all stations of the project. Some of these members had to be re-designed or repaired due to damage during transportation or erection. LEAP Associates International, Inc., Tampa, Florida, April 1987 to September Senior Structural Engineer. Managed and trained other engineers. Responsible for managing the structural engineering design of numerous structures including parking structures, large commercial, industrial, residential, and institutional buildings, correctional facilities, stadiums, and architectural precast concrete projects. Experience designing and supervising repairs for missing, misplaced, inadequate, or under designed welded or bolted connections. Visited job sites to supervise the erection of special structural members and their associated connections. Conducted field inspections, and evaluation of design and construction deficiencies in new and old buildings. The Consulting Engineers Group, Inc., Chicago, Illinois, January 1987 to March Project Structural Engineer. Responsible for the lateral analysis and design of various elements for the St. Petersburg Stadium in Florida. Texas Building Systems, Inc., Harlingen, Texas, February 1983 to December Project Structural Engineer. Responsible for the complete structural analysis and design of parking structures, commercial, industrial and residential buildings. Developed a computer program for the analysis of shear wall structures subjected to lateral loads, and another program to aid in the design of slender precast walls subjected to gravity and wind loads. Supervised the erection of several precast structures, and checked erection procedures at the job sites for conformance with the engineering design. Guillen and Associates, San Salvador, El Salvador, January 1976 to December Chief Structural Engineer. Managed a group of several engineers and draftsmen. Responsible for the wind and seismic analysis, and design of reinforced concrete and structural steel commercial, industrial, office, and residential buildings, in accordance to ACI, AISC, UBC, AWS, and local Seismic Codes. Worked closely with construction people to assure that plans were followed, quality upheld and correct procedures and materials used. Recommended changes necessary during construction. Participated in the restoration and rehabilitation of several steel truss bridges, with corrosion problems as well as missing or damaged rivets and bolts.
