1 Request for Proposals Addison County Regional Planning Commission Stormwater Retrofit Plan for Priority Area in Middlebury, Vermont SUMMARY Addison County Regional Planning Commission (ACRPC) is issuing this Request for Proposals for consultant services to assist in the development of a stormwater retrofit masterplan and preparation of conceptual/preliminary engineering drawings for sub watersheds identified in the 2012 Otter Creek Basin Stormwater Infrastructure Mapping Project, for the Town of Middlebury, Vermont (see attachment A). ACRPC has received funding for this project from the Vermont epartment of Conservation, Ecosystem Restoration Program. PROPOSE PROJECT SCHEULE Friday ecember 19 th, 2014 Friday January 9th, 2014 RFP released eadline for submission of questions and Intent to Respond Friday January 16th, 2014 Friday January 23 rd, 2015 Friday January 30th, 2015 February (ate TB), 2015 March (ate TB), 2016 Response to questions Posted/ ed RFP submission deadline Consultant selection notification Project kick off Project completion (there are other internal deadlines throughout the project) INTROUCTION & BACKGROUN As part of Vermont epartment of Environmental Conservation (EC), Ecosystem Restoration Program annual grant program, Addison County Regional Planning Commission (ACRPC) was awarded $22,750 to implement a master plan for retrofitting stormwater infrastructure using sustainable stormwater management techniques such as green stormwater infrastructure (GSI) and/or low impact development (LI) for a specified area in Middlebury, Vermont. The State s Otter Creek Basin Management Plan identifies sediment and nutrient loading (particularly phosphorus from urban areas) as a major water quality issue. The State 2012 Otter Creek Basin Stormwater Infrastructure Mapping Project targets sub watersheds 74, 103, 104 and 106 in Middlebury among the high priority areas due to a high percent of impervious cover, field observations of drainage issues, sediment carrying problems and the potential for retrofitting.

2 While this area of the Otter Creek is currently not categorized as impaired, it is officially stressed, meaning there is adequate evidence that toxins, illicit discharge, phosphates, nitrates and sediments are a major issue. The project area is in a downtown area of Middlebury with conventional piping running from streets and parking lots to a detention pond which is no longer functioning properly. Much of this project area is on public property. Implementation of better, greener stormwater infrastructure is a priority of the Otter Creek Tactical Plan, to reduce sediment and nutrient loading. Through this RFP, ACRPC and the Town of Middlebury are looking for proposals which will implement successful and innovative sustainable stormwater systems to mitigate existing stormwater impacts to Otter Creek and the immediate built environment. This project will showcase the advantages of GSI and LI techniques, in hopes of advancing the use of this technology throughout Addison County. The successful consultant will have the following skills/experience: Experience with urban stormwater analysis and retrofit planning Experience with H/H and SWMM modeling Experience with siting, prioritizing, cost estimating and designing both green and grey infrastructure stormwater practices Knowledge of and/or experience with innovative green infrastructure designs for the urban streetscape Familiarity with the Addison County region and/or working on similar scale projects for similar size municipalities Other skills necessary for successful completion of this phase of the project SCOPE In order to create a master plan for implementing green stormwater infrastructure practices within the identified subwatersheds, the consultant will obtain all needed GIS data from EC and other entities, and update base data layers according to project findings. The consultant will establish existing conditions using hydrologic and hydraulic modeling and field investigations to assess current stormwater infrastructure, soils, watershed size, flow, discharge and storage capacity, and system vulnerabilities, including capacity in varying intensities of rainfall and flood events. The consultant will develop a list of retrofit options, prioritize alternatives, and develop three 30% designs. This project will result in a stormwater master plan for sub watersheds 74, 103, 104 and 106 (as referenced in EC s 2012 Otter Creek Basin Stormwater Infrastructure Mapping Project) in the town of Middlebury, Vermont. Tasks and eliverables The following outline identifies tasks and deliverables and allocated payment pertaining to the hired consultant: Task 1.: Compile existing GIS and other data, verify and update as necessary previous work done to date eliverable: Summary of data review Budget: $1000 Task 2.: Field investigations complete, GIS data revised eliverable: Technical memo regarding updated GIS layers of sub watershed delineation, existing stormwater infrastructure (stormwater manholes, catch basins, storm/sewer mains -size and condition ), and summary of other existing watershed conditions, including soil information, flow, discharge and storage capacities and vulnerabilities in varying intensities of rainfall and flood events. 2

3 Budget: $1800 Task 3. Hydrologic and hydraulic modeling completed eliverable: Technical memo regarding existing conditions SWMM Budget: $1700 Task 4. Retrofit options assessed eliverable: Technical memo map of initial retrofit sites/opportunities and constraints, site photos Budget: $3,750 Task 5. Retrofit sites prioritized; alternatives analysis completed eliverables: Updated map of retrofit sites/opportunities; alternatives analysis Budget: $2,500 Task 6. Three, 30% designs completed; cost estimates prepared * eliverables: Three 30% designs with cost estimates and water quality volume calculations Budget: $7,000 Task 7. Final report submitted eliverables: Final report summarizing findings, implementation recommendations and cost estimates Budget: $1000 The consultant will be expected to work with the advisory committee, made up of ACRPC and Town of Middlebury staff, and attend in-person and/or call-in meetings, as arranged by the Project Manager (ACRPC). Cost range: The total maximum amount available for the base scope above is $18,750 *Consultant will attend a mid-project meeting, prior to beginning design concepts and cost estimates. esign requirements The Engineering esigns for (3) 30% design concepts will include the following: esign Concept Report Updated conceptual site plan esign Criteria for all aspects of the design Construction cost estimates Topographic and boundary survey Property lines, right-of-ways, and easements Topographic information and datum, flood elevations if applicable Location of existing structures Site survey Invert elevations Geotechnical report Vicinity map of project limits Plot map-showing location of any borings and soil tests etailed descriptions of surface and subsurface conditions, including seasonal high water table and observations of wetness Summary of any laboratory tests performed and test results 3

A. Required Technical Information 1. Cover Letter 2. Qualifications of the Consultation Firm describe experience in areas needed to fulfill the project scope. Specifically list which proposed project team members have worked on which related projects. 3. Scope of Work a scope of work for the project detailing the consultant s proposed approach to the base scope of the tasks described in the RFP, and any recommended adjustments to the scope or tasks. The consultant may also propose additional supplemental items to the scope of work. 4. Proposed schedule The schedule should include completion of work tasks and deliverables as well as any key meetings and comply with the timeline given in this RFP. 5. Project organization discuss project management structure and relate the job categories listed 6. Resumes of key staff (not exceeding 2 pages for each), a brief description of their roles in the project, and a brief description of their work on related projects. 7. References please provide a minimum of two, including the name and telephone number of each 8. The proposal, encompassing items 1-7 above, shall not exceed 20 pages 4

Required Cost Information (not to exceed two pages)cost information should be included with the proposal, including a schedule of staff to be assigned to the project, their hourly rates, and estimated hours per person by task, and overhead rate and fee. Final Submission must be received no later than: FRIAY January 23rd 4pm, 2015 CONSULTANT SELECTION PROCEURES Review of Written Proposals All proposals will be evaluated using the criteria listed below by a selection committee. The committee will consist of Claire Tebbs, ACRPC Planner/PM, an Werner, irector of Public Works (Middlebury) and Eric Blair, Town Planner (Middlebury). Proposals will be ranked based on the following criteria: emonstration of overall project understanding, insights into potential issues, and demonstrated understanding of the project deliverables (30 pts) Qualifications of the firm and the personnel to be assigned to the project, experience with similar projects, ability to meet schedules and budgets (30 pts) Completeness and clarity of the proposal and creativity/thoughtfulness in addressing the scope of work (20 pts) emonstrated knowledge of the project area (15 pts) Review Criteria Weight Maximum Points Weighted Points Understanding of the Project Qualifications/Experience of the Proposed Staff Quality of Proposal emonstrated knowledge of project area TOTAL 100 5

6 Once the technical proposal is discussed and ranked, the cost proposal will be reviewed for consistency with the evaluation of the technical proposal. ACRPC reserves the right to seek clarification of any proposal submitted and to select the proposal considered to best promote the public interest. All proposals become the property of ACRPC upon submission. The cost of preparing, submitting and presenting a proposal is the sole expense of the consultant. ACRPC reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RPF in part or in its entirety if it is in the best interest of ACRPC. This solicitation of proposals in no way obligates ACRPC to award a contract. CONTRACT REQUIREMENTS The contract shall not start until the successful applicant enters into a written contract with ACRPC to perform the work subject to this RFP. Sub-contractors must comply with all State and Federal covenants required by virtue of the funding source or contained or referenced in all ACRPC subcontracts including, but not limited to the following provisions: Insurance Coverage Indemnification Workers Compensation Civil Rights and Equal Opportunity Americans with isabilities Act BE Obligation Audit and Record Retention Lobbying restrictions 6
