Proposals will receive confirmation of receipt. Proposal submissions shall include one electronic and five hard copies of the proposal. Submissions must be received by January 9 th at 4pm. Qualified disadvantaged (DBE) and women-owned (WBE) businesses are encouraged to submit proposals. *************** Background: The Lamoille County Planning Commission (LCPC) on behalf of the Cambridge Conservation Commission (CCC) is soliciting proposals from qualified contractors with proven expertise in installing stormwater or related systems to construct the Final Design (See Final Design Plans section below) for the Cambridge Stormwater Project located at the Cambridge Elementary School in Cambridge, VT. This project will reduce stormwater flows from the school parking lot and surrounding impervious surfaces from entering the Brewster River. In 2012 and 2014, Phase 2 Stream Geomorphic Assessments were conducted along the Brewster River. A stormwater pipe draining the parking lot at the Cambridge Elementary School was observed during the assessment and listed as a recommended project in the Brewster River Corridor Plan ( ). Further investigation indicated runoff from the entire school complex is connected to this outfall, heightening the need for remediation. During a site visit on August 28th, 2015, representatives from CCC, LCPC, VTANR River Management, and consulting engineers confirmed the need for this project to improve water quality of the Brewster River. In 2015 the Town of Cambridge was awarded a Lake Champlain Basin Program Grant (LCBP) to hire a consultant to design stormwater mitigation measures and BMPs for the school. In 2016, the Town of Cambridge hired Watershed Consulting Associates to design a stormwater remediation system to address runoff issues at the Cambridge Elementary School. The Final Design Plan includes the installation of underground chambers, an infiltration
2 2 basin and overflow swale. These measures will reduce and filter the stormwater runoff from the school buildings and parking lot that currently discharge directly into the Brewster River from the aforementioned outflow pipe. As part of the LCBP Grant and High Meadows matching funds, the Cambridge Conservation Commission worked with the Lamoille County Planning Commission and the Elementary School to also incorporate stormwater mitigation into classroom learning, and install a rain barrel at the School in May of In 2017, the Cambridge Conservation Commission worked with LCPC to secure funding for the construction of the Stormwater Project Final Design. Funding for the construction of this project is provided by the Vermont Ecosystem Restoration Program through the Department of Environmental Conservation, the Lake Champlain Basin Program, and the High Meadows Fund. Scope of Work The budget for this construction project is capped at $30,060. The tasks to carry out the project are summarized below. Tasks 1. Meeting with Design Consultant to Review Construction Plans Prior to construction, the hired contractor will meet with the design consultant, Watershed Consulting Associates, and their engineering team, Bernard Chenette, P.C., to review the Final Design Plans (Attachment A) and plans for construction for the installation of the Cambridge Elementary School Stormwater Project. The Contractor will coordinate with key Cambridge Elementary School staff and project managers (Cambridge Conservation Commission, LCPC) when scheduling the meeting to review construction plans. 2. Procure Final Design Project Materials and Install Stormwater System The hired contractor will be responsible for procuring all project installation and construction materials and installing the stormwater system as detailed in the Final Design Plans (see Attachment A). Physical construction of the project must take place when school is out of session (mid-june-mid August, 2018) as noted under task 2 in Table 1 below. Project construction should comply with the Vermont Erosion Prevention and Sediment Control Plan ( ancontractorchecklist.pdf ). Project construction will include periodic check-ins with the design consultant/ engineer; Watershed Consulting Associates. This will include a final check-in upon project completion with Watershed Consulting Associates, the Elementary School, and project managers (LCPC, Cambridge Conservation Commission). The hired contractor can coordinate with local project managers to inform and coordinate with the Elementary School, Town of Cambridge, and the Cambridge Highway Department regarding the scheduling of construction. Upon completion of the construction and installation of the stormwater project, the hired contractor will be asked to report on project completion and submit final invoicing. Final construction invoices should be submitted by August 15 th, Deliverables and Timeline

The Contractor will procure all materials needed to construct and install the stormwater final design. The Contractor will install the stormwater system including necessary excavation. Project construction will include periodic check-ins with the Design Consultant/ Engineer. Final Design Plans and Specifications project partners Upon completion of project construction, the contractor will provide a brief memo, photos documenting project completion, and a final invoice detailing construction costs and the date of project completion. June 18- August 15, 2018 (Installation) *Order project materials well in advance as necessary. The final stormwater retrofit design is a system of sub-surface infiltration chambers supplied by ADS-StormTech with an infiltration basin on top of the chambers. The chambers will treat runoff collected in the School s stormwater system (catch basins, roof drains, etc.) while the infiltration basin will collect surface runoff from a large portion of the School s parking lot. All runoff will infiltrate up to the Channel Protection volume (CPv). The total cost estimate for project construction including materials and labor as detailed in Attachment A is $29, See Attachments A and B for Final Design Plans for construction, and a summary memo detailing project costs and notes regarding design and construction. See Attachment C for a StormTech construction guide. This complete RFP and all attachments are located on LCPC s homepage at Project construction of the infiltration basin, sub-surface chambers, and overflow swale is estimated to take 3 weeks. The selected contractor should contact ADS-StormTech (Aaron Cheever - Aaron.Cheever@ads-pipe.com) immediately after being hired, to identify the duration of time it will take to receive all materials for the project and place an order in advance as necessary. Ownership of Documents: The consultant will provide the Town of Cambridge with digital copies (PDF format) of all information developed through this effort. All documentation for the construction of this project (ex: photos, data, databases, reports) and materials created under this project shall become the property ofthe Town of Cambridge and project funding organizations (LCBP, Vermont DEC, and High Meadows Fund).
4 4 Proposal Requirements: Proposals shall include an electronic copy ( ed to and 5 hard copies mailed or hand delivered. The proposal should detail the following: Confirmation that all elements of the scope of work and schedule as described above can be met. A list of personnel and resources to be assigned to this effort as well as qualifications for key personnel. Sub-consultants must be identified and their qualifications described. Explanation of prior experience. Cost, not to exceed $30,060. All questions and communications regarding this RFP should be directed to Meghan Rodier, Regional Planner at the Lamoille County Planning Commission, at or meghan@lcpcvt.org. Upon submission, all proposals become the property of the Town of Cambridge. The expense of preparing, submitting, and presenting a proposal is the sole responsibility of the contractor. The Town of Cambridge retains the right to reject any and all proposals received, to negotiate with any qualified source, or to cancel in part or in its entirety this RFP as in the best interest of the Town. This solicitation in no way obligates the Town to award a contract. Proposal Evaluation: Proposals will be evaluated by the RFP Selection Committee based on qualifications, similar experience, and cost. The Town of Cambridge reserves the right to seek clarification of any proposal submitted and select the contractor deemed most qualified to provide the required services. Contracting Provisions: This will be a time and materials contract to cover the performance of all-eligible services, expenses, and materials, not to exceed $30,060. Payment will be made at the conclusion of the work and acceptance of final deliverables. This project is being funded through the Town of Cambridge s grant agreements with the New England Interstate Water Pollution Control Commission (NEIWPCC) in partnership with the Lake Champlain Basin Program (LCBP), the Vermont Department of Environmental Conservation through the FY 18 Ecosystem Restoration Program, and the High Meadows Fund. All consultants, and any sub-consultants, must comply with any and all applicable laws, statutes, ordinances, rules, regulations, and/or requirements of federal, state, and local governments and agencies thereof, which relate to or in any manner affect the performance of this agreement. Those requirements imposed upon the Town of Cambridge and the above funding providers are thereby passed along to the contractor and any subcontractors. Provisions of the agreements between the Town of Cambridge and NEIWPCC, and the Vermont DEC are appended to this RFP as Attachment D and E. All contractors and any subcontractors must comply with all pertinent federal, state and local laws. All contractors must carry adequate insurance coverage, including:
5 5 Workers Compensation: With respect to all operations performed, the consultant shall carry workers compensation insurance in accordance with the laws of the State of Vermont. General Liability and Property Damage: With respect to all operations performed under the contract, the consultant shall carry general liability insurance having all major divisions of coverage including, but not limited to: Premises - Operations Products and Completed Operations Personal Injury Liability Contractual Liability The policy shall be on an occurrence form and limits shall not be less than: $2,000,000 Combined (Bodily Injury and Property Damage) $3,000,000 General Aggregate The consultant shall name the Lamoille County Planning Commission; Town of Cambridge, Vermont and its officers and employees; NEIWPC, Vermont DEC, the High Meadows Fund and its members, officers and employees as additional insureds for liability arising out of this Agreement. Automotive Liability: The consultant shall carry automotive liability insurance covering all motor vehicles, including hired and non-owned coverage, used in connection with the Agreement. Limits of coverage shall not be less than: $1,000,000 combined single limit. The consultant shall name the Lamoille County Planning Commission; Town of Cambridge, Vermont and its officers and employees; NEIWPC and its members, officers and employees as additional insureds for liability arising out of this Agreement. The consultant must affirm being an equal opportunity employer with an affirmative action plan. It is further stated that it is the policy of the State of Vermont that Disadvantaged Business Enterprises (DBE) have the opportunity to participate to the maximum extent feasible in procurement and contracting. The State has set a goal of achieving at least ten percent (10%) participation by DBE firms in the dollar value of contracts awarded.
