2 Provide a concise project description in the following box (one page maximum). Include the significant aspects of the project and their relationship to the judging criteria. Belmar Fishing Pier suffered a partial collapsed of the end 100 feet of the pier structure after being hit by two hurricanes. After years of neglect, W.J. Castle, P.E. & Associates, P.C. was retained to provide the engineering design and construction services for the reconstruction of the pier, including installation of five new bents at the outshore end. Traditional pile driving was impractical due to the existence of a hard layer of sediment located just ~15 feet below the existing channel bottom. Wave impact and pedestrian loading calculations were done to evaluate the proposed pier bent design and ensure the new structure could sustain loads and impact. The new design of the bents included the installation of helical piles transitioning to a Pearson Pile that support the new stringers and deck structure. Steel cross bracing spans between the piles and between the bents to provide stability to the new structure. A custom modified excavator was used to help install both the helical and Pearson piles. Additional design and construction items were added to the project including; inspection of additional areas of the structure, pile jacketing of timber piles, and installation of new helical piles under the walkway area. The construction was completed in February Engineering cost were approximately $39,700 and construction costs were $870,110 including all additional work.

3 Belmar Fishing Pier, the longest fishing pier in NJ, was hit by two hurricanes which partially destroyed the end portion of the pier. For over five years, the association couldn t find anyone to assist with the reconstruction of the 100 feet of pier that was wiped out. Figure 1: Partially Demolished End Section In 2016 W.J. Castle, P.E. & Associates, P.C., completed the design for the reconstruction of the five pier bents located at the outshore end of the pier. Traditional pile driving was impractical due to the existence of a hard layer of sediment located just 10 to 15 feet below the existing channel bottom. An alternate solution to driving piles was required to take into account the limitations of the existing soil composition.

4 Wave impact and pedestrian loading calculations were completed to evaluate the proposed pier bent design and ensure the new structure could sustain the proposed loads and impact. FEMA and USACE were some of the referenced used to evaluate the proposed design. A collaboration between the engineering and construction were required to ensure constructability was maintained. The new design included a helical pile foundation transitioning to a Pearson pile that supported the new stringers and deck. Bents 36, 37, 38 and 39 consists of a 3 pile bent while Bent 40 has 4 piles. Steel cross bracing was included between the piles and bents to provide Figure 2: Pile Installation stability to the new structure. Stainless steel brackets connect the steel rod bracing to the Pearson piles.

5 The top connection for the helical pile included a standard top bracket per the manufacturers recommendation with a large steel plate welded to the top. The bottom connection for the Pearon Piles included a steel plate with a five foot high pipe pile welded together. The plate for the helical and the plate for the Pearson pile were connected with bolts. Once the Pearon pile was inserted into the five foot high pipe section it was bolted and filled with concrete. Figure 3: Pile Installation Figure 4: Spider crane assists in installation A spider crane located on top of the existing structure was used to assist in the installation of the Pearson piles, timber stringers, and other decking. The top connection for the Pearson piles to the timber stringers included a bracket consisting of steel pipe section and plate which was bolted to both the Pearson pile and timber stringer. Standard timber connections were utilized in connecting the 12 x12 stringer to the timber deck Upon request from the Fishing Club, additional work was performed on the inshore area of the pier which included the inspection of the timber piles, installation of pile jackets, and the installation of helical piles under the walkway area.

6 Figure 5: Pier Completed Construction of the pier bents was completed in February Total costs, including the additional helical piles and pile jackets installed on the inshore areas of the pier, were approximately $39,700 for engineering and $870,110 for construction. SUMMARY What appears to be a simple rehabilitation can in fact be quite tricky. Many factors need to be addressed to ensure the construction could safely and successfully be installed in the ocean surf. Constructability is crucial for any project, especially one in such a dangerous location.
