2 The core set of specification and highway standard detail documents for highways works in England is the Highways Agency Specification for Highways Works. 1. Designed for the construction of new motorways and trunk roads 2. Of limited use for highway maintenance activities 3. Of limited use to Local Highway Authorities Individual Local Highway Authorities have developed their own specifications and details for the minor road network, each incurring their own development and maintenance costs. HMEP commissioned URS to undertake the work

3 The HMEP Offer is to: 1. Provide a common Standard Highway Specification and Standard Details for LHAs to use across England 2. Reduce costs for LHAs a) In the preparation and updating of individual council specifications by providing one source of information b) By rationalising specifications to simplify procurement and supply Build on work already carried out by existing LHA regional alliances Midlands Highway Alliance, South East 7, and Transport for London.

9 Specification Summary Series 500 Drainage and Service Ducts 19 series 500 clauses updated to current standards Additional clause for the reinstatement of Failed Chamber and Gulley Covers 10 standard details for use by LHAs, complementing existing HA HCD

10 Specification Summary Series Road Pavements - Bituminous Bound Materials Updated 5 existing SHW clauses Developed 4 additional clauses to standardise those already in use by local highway authorities Standard form for Appendix 7/1 created providing material and construction specifications for 15 pavement options.

14 Specification Summary Series 1700 Structural Concrete Provided 6 new Clauses to cover the maintenance of concrete structures using various methods commonly in use Series 1800 Structural Steelwork Series 1800 is currently being updated by HA to bring it into line with EuroCodes, dealing with new construction

15 Standard Details 29 new Standard Detail drawings created covering three areas Drainage Dealing with Gully and Manhole / Catchpit types commonly encountered within LHA drainage systems

16 Standard Details Kerbs & Footways Covering areas commonly used by LHAs but omitted from the Highways Agency standard details Road Lighting Common column sizes identified for LHA use
