1 2004 Specifications CSJ & SPECIAL SPECIFICATION 8810 Communication Hub Enclosure 1. Description. Provide Communication Hub Enclosures of various types and sizes, as shown on the plans, as detailed in this Special Specification and as directed by the Engineer. Provide Communication Hub Enclosures that are capable of housing the various electronic equipment required for this project as shown on the plans. Properly install and test each Communication Hub Enclosure before the full completion of the work. The term Communication Hub Enclosure is hereafter referred to as Enclosure. 2. Materials. A. General Requirements. Furnish new, corrosion resistant materials. Furnish, assemble, fabricate and install materials as shown on the plans, with the requirements of this Special Specification, and with the pertinent requirements of the following Items: Item 420, Concrete Structures Item 421, Hydraulic Cement Concrete Item 424, Precast Concrete Structures (Fabrication) Item 425, Precast Prestressed Concrete Structural Members Item 426, Prestressing Item 427, Surface Finishes for Concrete Item 440, Reinforcing Steel Item 441, Steel Structures Item 442, Metal for Structures Item 446, Cleaning and Painting Steel Item 447, Structural Bolting Item 448, Structural Field Welding Item 458, Waterproofing Membranes for Structures Laboratory requirements as referenced in Item 424, Precast Concrete Structures (Fabrication) are not required for this Special Specification unless otherwise shown on the plans or requested by the Engineer. Design Enclosures to provide the functional requirements in accordance with Special Specification, ITS Equipment Cabinet, included elsewhere in the project specifications. Design Enclosures to withstand a wind loading of the speed shown in the plans. Design Enclosures to meet or exceed all applicable local building codes, including, but not limited to, the National Electric Code (NEC) and Occupational Safety and Health Administration (OSHA) guidelines. Provide Enclosures with minimum overall floor dimensions of 6 ft x 8 ft or as required on the plans

2 Construct Enclosures using aluminum sheet, aluminum frame and panel, or concrete panel, or materials as specified on the plans. Provide all details of the Enclosure design and location to the Engineer for review and approval prior to fabrication. Provide an interior Enclosure layout and site plan for each Enclosure location to the Engineer for review and approval prior to fabrication. Design and determine the suitability of the Enclosure for equipment placement at each field location. If equipment complement cannot be reached, furnish and install a larger size Enclosure at no additional cost. Design the selected Enclosure to fully meet the requirements of this Special Specification and design the Enclosure to be base mounted. Furnish each Enclosure complete with all internal components, back and side panels, terminal strips, harnesses, and connectors as well as mounting hardware necessary for installation of equipment as described herein and on the plans. Furnish all electronic components to comply with Special Specification Electronic Components. Furnish external screws, nuts and locking washers all of stainless steel. No self tapping screws are allowed unless specifically approved by the Engineer. Provide parts that are all made of corrosion resistant material, such as plastic, stainless steel, aluminum or brass. Provide materials resistant to fungus growth and moisture deterioration. Use an inert dielectric material to separate dissimilar metals. No wood, wood fiber product, or flammable products are allowed in the Enclosure. Furnish Enclosures that are completely weatherproof to prevent the entry of water, dust and dirt. Seal all unwelded seams with a clear weather-seal compound. Equip the Enclosure with shelves for supporting all shelf-mounted equipment as shown on the plans. Mount the shelves on unistrut or keyhole channels or equals. Provide shelves that are at least 10.5 inches in depth and locate the shelves in the Enclosure to provide a minimum 0.5 inch clearance between the back of the shelf and the Enclosure wall. Support the shelves at least every 24 inches of shelf length. Equip each Enclosure with an open frame equipment rack to accommodate EIA 19 inch rack mounted equipment. Provide racks with a minimum of 6 feet of usable equipment mounting space. Provide racks with mounting platforms that are mounted to the Enclosure foundation with a minimum of four (4) bolts. Equip rack uprights with mounting holes drilled in EIA universal spacing and tapped with threads. Provide rust resistant and painted racks. Provide racks with grounding to the Enclosure grounding system using 6 AWG or thicker stranded cables. Mount two 12-outlet UL approved 15 ampere circuit breaker protected electrical outlet strips on the rack. Provide the outlet strips with AC power cords of 12 feet in length. Provide tamper resistant Enclosures with two full size main doors to allow entry while standing up. Provide doors and hinges capable of withstanding a minimum load of 50 pounds per foot of door height applied vertically to the door edge when the door is standing open

3 No permanent deformation or impairment of any part of the door or Enclosure body is allowed when the load is removed. Design doors to be held open at approximately the 90 degree and 180 degree positions. Equip each door with a UL listed lock that has the following features: a guard bolt which deadlocks the latch bolt, an inside knob which will always open the lock, and a toggle or other device on the inside to prevent the outside knob from retracting the latch bolt. An example is the Sargent Function 05 or equivalent. Provide two keys for the lock. Provide a chain to limit the opening of the door. Key all Enclosures alike. Provide a gasket to act as a permanent dust and weather resistant seal at the Enclosure door facings. Provide a non-absorbent gasket material capable of maintaining its resiliency after long term exposure to the outdoor environment. Provide a gasket with a minimum thickness of inches located in a channel provided for this purpose either on the Enclosure or on the door(s). A channel formed by an L bracket and the door lip is acceptable. In any case, the gasket cannot roll or sag and must insure a uniform dust and weather resistant seal around the entire door facing. Submit any other method to the Engineer for approval during the inspection of an order. Vent and cool the Enclosure using a thermostatically controlled fan with a minimum capacity of 600 cubic feet/min. Provide thermostats with an adjustment temperature range of 90 to 135 F. Provide a press-to-test switch to test the operation of the fan. Provide a 12 inch in diameter, commercially available fan designed to operate reliably over the temperature range of -30 to 165 F. Provide a filter of 16 in (wide) x 25 in (high) x 1 in (thick) for the intake of the venting system. Mount the filter securely so that any air entering the Enclosure must pass through the filter. Screen the Enclosure opening for intake of air to prevent entry of insects. Provide a screen with openings no larger than square inches. Design the total free air opening of the vent to be large enough to prevent excessive back pressure on the fan. Provide two industrial type fluorescent light fixtures with white porcelain enamel reflectors and four (4) 48 inch fluorescent lamps mounted in the Enclosure. Provide lights with an on-off switch. Position the light to provide illumination to all maintenance areas of the Enclosure. Provide one momentary, pin-type door switch installed in the Enclosure or on the door. Wire the switch to a terminal block for the purpose of detecting an Enclosure intrusion condition by control center equipment. Design and determine the need for the Enclosure foundation, in cooperation with the manufacturer and with the approval of the Engineer. Include the Enclosure foundation as part of the Item. Construct the foundation in accordance with Item 656, Foundations for Traffic Control Devices. Ground the Enclosure to a inch or thicker copper-clad ground rod which is 8 feet in length driven into the ground and installed in the foundation. Provide the Enclosure with a unique five-digit serial number stamped directly on the Enclosure or engraved on a metal or metalized mylar plate epoxied or riveted with aluminum rivets to the Enclosure. Provide digits at least inches in height and located on the upper right side wall near the front of the Enclosure

4 Design and construct Enclosures utilizing the latest available techniques for equipment, with a minimum number of different parts, subassemblies, circuits, cards and modules to maximize standardization and commonality. Design the equipment for ease of maintenance. Provide component parts readily accessible for inspection and maintenance. B. Aluminum. Construct Enclosures using unpainted sheet aluminum with a minimum thickness of inches. Leave the exterior of the Enclosure unpainted and paint the interior of the Enclosure white. Provide aluminum conforming to the requirements of ASTM designation, B209 for H32 aluminum sheets. Weld aluminum Enclosures utilizing gas metal arc (MIG) or gas tungsten arc (TIG) process using bare aluminum welding electrodes. Provide electrodes conforming to the requirements of the American Welding Society (AWS) A5.10 for ER5356 aluminum alloy bare welding electrodes. Provide procedures, welding machines and qualified welding machine operators for welding aluminum in accordance with the requirements of AWS B3.0, Welding Procedures and Performance Qualification and to the practices recommended in AWS C5.6. C. Concrete. Furnish steel reinforced, precast, prestressed, and/or post tensioned concrete Enclosures meeting the latest editions of the following codes and standards: ACI-318, Building Code Requirements for Reinforced Concrete, and Concrete Reinforcing Institute, Manual for Standard Practice. Provide concrete with a 28-day 4000 psi compressive strength and with steel and polypropylene reinforced. Provide reinforcing steel meeting the requirements of ASTM A615. Provide post-tensioning strand(s) of 41K polystrand CP50, 270 ksi, 7 wire strand, and greased plastic sheath. Provide reinforced roofs and floors for the Enclosure. Fasten all panels together with 0.25 inch thick steel brackets and ASTM inch diameter bolts. Caulk all joints between panels on the exterior surfaces. Arrange panels so that the end of the Enclosure can be removed for future addition to the Enclosure. D. Electrical Requirements. Provide electrical, and surge protection requirements in accordance with Special Specification, ITS Equipment Cabinet, included elsewhere in the project specifications and as detailed on the plans and this Special Specification. E. Distribution Panel. Furnish the Enclosure with a UL listed, single phase, 3 wire, 120/240 volt indoor surface mounted power distribution panel with a main circuit breaker and 12 circuits. Install the power distribution panel on the inside wall of the Enclosure as shown on the plans. Provide a detailed layout for approval by the Engineer. Provide a Square-D QO series panel or equivalent. Install all wiring as per National Electrical Code

5 F. Mechanical Requirements. Provide Enclosures that meet the pertinent mechanical requirements specified in the Special Specification, ITS Equipment Cabinet included elsewhere in the project specifications. G. Environmental Design Requirements. Provide Enclosures that meet the environmental design requirements specified in the Special Specification, ITS Equipment Cabinet included elsewhere in the project specifications. H. Electronic Components. Provide Enclosures using electronic components in accordance with the Special Specification, Electronic Components included elsewhere in the project specifications. 3. Construction Methods. Construct Enclosures that use construction methods in accordance with the Special Specification, ITS Equipment Cabinet included elsewhere in the project specifications, and the additional requirements specified as follows. A. Testing, Training, Documentation, Final Acceptance and Warranty. Provide testing, training, documentation, final acceptance and warranty to Enclosures in accordance with the Special Specification Testing, Training, Documentation, Final Acceptance and Warranty. For each Enclosure location, provide for approval, an Enclosure layout that includes site location plan. Obtain layout approval prior to equipment procurement. Include all materials and panel components on the Enclosure layout. Provide wiring diagram with connector pin letter or number, the wire number, the terminal number, and the function of the wire. Place one (1) copy of the wiring diagram in the Enclosure. B. Maintenance. Whether newly installed or existing material, provide periodic and nonperiodic maintenance as described in this Special Specification and when directed by the Engineer. For Enclosure material provided by referenced specification, provide maintenance in accordance with the referenced specifications and any additional requirements provided in this Special Specification. Periodic maintenance of furnished and existing Enclosure materials consists of all testing described in this Item, inclusive of all referenced specifications, as shown on the plans, and as directed by the Engineer. Perform periodic Enclosure maintenance at intervals not exceeding 12 months. In addition, periodic maintenance includes cleaning Enclosure materials inside and outside. Provide periodic maintenance with new materials and include in price bids for new materials. At a minimum, clean the outside materials using a minimum 1400 psi pressure wash with mild detergent or other means acceptable to the Engineer. Prevent entry of moisture into the Enclosure. Notify the Engineer when cleaning cannot be performed as specified. At a minimum, clean the inside materials by removing debris, vacuuming, and wiping all exposed surfaces to remove dust, and replacing filters. Prevent equipment function damage or interruption and bodily injury when cleaning

6 Replace the air conditioning filter in every 30 days. Securely mount the filter to ensure air enters the Enclosure through the filter. Each time when the air conditioning filter is replaced, check Enclosure lights and replace fluorescent light lamps as needed. Provide non-periodic maintenance of furnished and existing Enclosure materials to remove, relocate, replace and adjust any or all material described in this Special Specification when shown on the plans or as directed by the Engineer. Replace is defined as furnishing new material and removing existing material. C. Graffiti Removal and Anti-Graffiti Coating. As specified on the plans or required by the Engineer, provide graffiti removal and anti-graffiti coating to Enclosures, in accordance with Item 740, Graffiti Removal and Anti-Graffiti Coating. 4. Measurement. This Item will be measured as each Enclosure fabricated, installed, repaired, replaced or adjusted with frame, cover, duct terminators, and cable rack as shown on the plans. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for Communication Hub Enclosure of the various types, construction methods, and installations, Communication Hub Enclosure (Periodic Maintenance), Communication Hub Enclosure (Remove), Communication Hub Enclosure (Relocate), Communication Hub Enclosure (Adjust), Communication Hub Enclosure (Replace) of the various types and sizes shown on the plans. This price is full compensation for furnishing and placing all materials; excavating and backfilling; cable racks; maintenance; disposal of unsalvageable material; and all labor, tools, equipment and incidentals
