Workshop summary A short report from Christian Rakos, president of the European Pellet Council, about current developments of ENplus: Progress in the certification in Austria Inclusion of the CO2-balance in the certification and introduction of the program Activities for the promotion of ENplus Discussion about the report and practical experiance 2. Programme and participants 11 pellet producers, 6 pellet dealers, 5 boiler and stove producers, one heat supplier, one pellet plant producer, one producer of pellet equipment, two representatives of the Austrian pellet association propellets Austria and Martin Englisch from ofi took part in the workshop. Martin Englisch is not only working for the testing center ofi, he also manages and heads the education of the ENplus auditors of all Europe. Main tasks of the workshop: How to finish ÖNorm M7135? Sustainability criteria for ENplus pellets: o Do we need them? o How to prove the sustainability o Difference between Austria and Romania or Serbia o How to find one European solution? 3

Feedback/Conclusions We should find a solution for the integration of sustainability criteria, we should remain proactive to prevent that the commission or other bodies produce the solution for us. Industrial users of pellets are already working on an own solution. Sustainability criteria are important and necessary, but how to prove them? FSC-certificates are problematic in Austria, still more problematic in Romania. The proof should be simple, the administration should not be a strain. When the timber is certified, all sawmill-by-products must be accepted as sustainable. No separate certificate for the sawdust! Certification as precondition is not possible for Romania as well as for Serbia, although Serbia has the strictest forest laws. So it does not make sense to demand a certain certificate. A proof that the timber is from sustainable forestry industry should be enough. Produced in the EU or in certain other countries should be accepted as proof for sustainability. 4. Status of ENplus in Austria In November % of the Austrian pellet production is ENplus certified. But only 9 pellet dealers are certified including all bigger ones. The certified dealers represent a pellet amount of about 50%. Some other dealers show interest in the certification. We expect that after closing ÖNORM M 7135 at the end of 2012 more dealers will join the certification. Annex1: Programme Minutes: What experiences did you make with ENplus what could be enhanced? There is a ambiguity concerning the validity of ÖNORM 7135 Englisch: The norm is still existing. As soon as it will be recalled, it is not valid any more. Binder: We shoul find to an accorded exit from the ÖNORM as sector. 4

5 Heuer: A common way could look like this: Until the end of June we still use the norm, with the end of 2012 we don t use it any more. The suggestion of Heuer is accepted by all. So the sector will not use ÖNORM M 7135 by the end of 2012 any more. Sumetzberger complains about the complex provision of samples. We need a simplification! Englisch: In the next version of the handbook we must find a simpler solution. Sustainability criteria Confirmation not obligate EU is thinking about obligate sustainability criteria for solid biomass Industrial users plan to make these demands Question: should ENplus pellets also fullfill sustainability criteria? And which? Starting when? Idea of a suggestion: ENplus Pellets made from timber residues don t need sustainability criteria, but a certificate that the timber ist not from illegal sources ENplus Pellets made from log wood must confirm that the log wood is from a certified forest (PEFC, FSC) CO2 balance requirements? Schwarzauger: FSC-certification is problematic in Austria, that can t be a criteria. Luger: The same applies to Romania. There is max. 20% FSC-certified. Pfeifer: The confirmation could be a certification of the timber. Luger: In Romania this would not be practicable. Seppele: A rule without control is nonsense. We need a confirmation that the raw material has its origin in a sustainable forsest industry. Sumetzberger: The sustainability is confirmed, when we can say pellets produced in the EU Further confirmation is only necessary for products from outside he EU. Riedel: Even in the EU we have industry processing timber from outside the EU. In the EU we have a problem with certification, but not with sustainability. So I support the suggestion from Sumetzberger. Englisch: What do we do with a production in Serbia? The have the strictest forest regulations in Europe. Binder: The problematic is becoming visible. I suggest, we install a task group within the pellet producers. 5
