19 th illegal logging stake holder update Chatham House, London 9-10 Feb 2012 India s forest footprint Does this contribute to illegal logging? TR Manoharan WWF India manoharan7@gmail.com The views expressed in this presentation are personal and not necessarily those of WWF India or any organisation
India some indicators Largest democracy. 1.2 billion people; Economy is growing fast. Growing markets. One of the mega biodiversity countries. More than 250 million people directly depend on forest to meet their livelihood. Many of them are poor and marginalized. Market potential for wood and non wood forest products from Joint forest management/community managed forest areas: from USD222 to USD 2 billion by 2020 Introduced sound policies and practices in forest management. India s National Forest Policy 1988 paid attention to ecological functions and value of forests and placed several restrictions on timber production from forest areas. Green India Mission of Govt. of India as part of National Action Plan on Climate Change targets 10 million ha aforestation & reforestation by 2020 By 2020, the demand 153 million cum where as the supply from domestic production (business as usual) will only be 60 million cum. India has to depend heavily on imports to meet its demand. Consumption of paper in India will grow from 11 million tonnes (2011) to 20 million tonnes in 2020 Despite several challenges, the uptake of forest certification since 2005 is significant FSC Certificates increased from 4 in 2005 to 242 by end Positive changes in forest cover since 1987 according to State of Forest Reports of Forest Survey of India. However 367 sq.km decline of forest cover reported in 2011 Report. Growing forest footprint.

EU-FLEGT and US Lacey Act: Supporting environment or a non- tariff barrier? Gibson Guitars Case in US and the exports of Indian wood products Does FLEGT will make India as Pollution Haven for global timber trade? How Forest Certification and Regulation can work together? Recently, Govt of India, Business and Industry and NGOs initiated several approaches to address this.
WWF India s initiatives Goal: Minimising the footprint and enhancing biodiversity GFTN-India: Establishing market linkages and providing information Market Transformation Initiatives: Reducing forest footprint in key commodities: Palm oil, Timber, Paper & Pulp, Soya oil. Building capacity to SME wood processors to source legal and certified wood with the support of EC Switch Asia project in association with TRAFFIC-India SMEs benefited; 8 local trade associations involved Promoting Forest Certification, particularly FSC in India, establishment of Standard Development Group of FSC in India
Suggestions Promote and strengthen credible forest certification with active participation of stake holders Provide fiscal incentives to comply regulation and forest certification, including import wood from certified sources. Special projects and case studies (i)to identify the opportunties of FLEGHT, Lacey Act;(ii) wood procurement policies of MNCs with business in India. Training and Capacity Building Stake holder consultation on EU FLEGHT and US Lacey Act Engagement of local NGOs and local trade associations Safeguard the interests and livelihood of small growers and small enterprises.
