6 WHAT IS THE ASFN CSO FORUM? Participated in by civil society and community based organizations (CSOs) and indigenous peoples network and membership organizations present in ASEAN Organizations are all active in the forestry sector in the implementation of capacity building, awareness raising, and technical support in programs on forest and NTFP livelihood and marketing, forest rights and tenure, and traditional and indigenous knowledge systems on natural resources, and projects in REDD+ (Reducing Emissions from Deforestation and Forest Degradation Plus)

7 CSO Forum Objectives Established in 2012, primarily serves as the platform and avenue of local communities, indigenous people s organizations, and civil society organizations The platform also works as an environment for the CSOs to distill, consolidate and elevate its important messages to the members of the ASEAN states through the ASEAN Social Forestry Network. Brief Timeline CSOs from 5 Countries NTFP-EP engagement in NGO Open Space during the ASFN Conference in Brunei st CSO Forum was held in Siem Reap, Cambodia Sharing of key concerns on ASEAN- CSO engagement on different themes, consolidating recommendations calls presented nd CSO Forum was also held in Siem Reap, Cambodia Developed country roadmaps (or action plans) and identified gaps in capacity and support needed rd CSO Forum held in Kota Kinabalu, Sabah, Malaysia 40 CSOs in 8 Countries Development of ASFN CSO Forum Working Papers and significant calls were adopted by the ASFN th CSO Forum held in Inle Lake, Myanmar Up to 60 CSOs in 8 Countries with more than 80 delegates Development of thematic action plans for collaborative action and support

8 ASFN OBJECTIVES: Promote good policy and practice for social forestry Establish and strengthen ASFN information and communication systems Promote and develop support for ASEAN cooperation in social forestry Support a regional network of learning sites that demonstrate social forestry, and Promote the exchange of experiences and knowledge among practicing communities, local governments/local authorities, civil society organisations and the private sector. Objectives of ASFN CSO Forum 1) Developing and integrating social forestry approaches into the climate change adaptation and mitigation strategies of ASEAN and Member States (2) Ensuring that socio-economic benefits are derived from meaningful inclusion of the communities, women and vulnerable groups in social forestry and climate change adaptation and mitigation measures.

11 Community Economy & Livelihood Improved policy and policy support on community forestry livelihoods Value chain management, partnership, incentive and support services for community forestry enterprise Community Forestry groups with improved knowledge and capacities on community forestry livelihoods Serious and sustained consumer campaign on green and fair community products Enhanced knowledge in AEC including impacts and opportunities Protecting IPR of local communities depending on the chosen IPR strategy of community (not necessarily based on World Intellectual Property Organization (WIPO) framework) Monitoring (indicators) for the ASFN adopted strategies especially for community economy and livelihood

12 Forest Tenure & Access Rights Establish a sustained dialogue between the ASFN and CSOs with ILC (indigenous and local communities), on progress in national policy and implementation on forest tenure and access rights issues; Dialogues around the establishment and operationalization of the ASEAN social forestry trust fund; Adoption and implementation of the Voluntary Guidelines on Forest Tenure Reform Conduct research and policy review related to tenure and access rights Capacity-building and experience sharing, i.e. conduct trainings and workshops on participatory mapping, issues, laws and policies affecting IPs and local communities

13 Safeguards Develop the FPIC guidelines for IPs and Other Forest dependent communities ensuring full and effective participation in decision making; Establish a multi stakeholder and independent body to oversee / monitor safeguards implementation

14 Governance Mechanisms Monitoring the achievement of national CF targets in ASEAN by reporting each country (e.g.1.5m ha - MY, 1.5mha - Phi, 2mha - 80% complete Cam, by 2030, VN exploring, TH: Ministry of forestry) Established and expanded clearer definition of social forestry in protected areas/customary forest/land Establish a regional forest related grievance mechanism
