3 About ACE Established by the 10 Member States of ASEAN on 01 January Hosted by the Government of the Republic of Indonesia through the Ministry of Energy and Mineral Resources (Hosting Agreement). Guided by a Governing Council composed of the Senior Officials on Energy (SOE) Leaders of the ASEAN Member States. Funding is provided by the ASEAN Member States. ACE possesses juridical personality and has the capacity to: a) conclude agreements with states, local or international organizations; b) contract; c) acquire and dispose of property; and d) be a party to legal proceedings.
4 Charter of ACE Vision ACE is envisioned to be a catalyst for the economic growth and development of the ASEAN region by initiating, coordinating and facilitating regional as well as joint and collective activities on energy. Mission To realise this vision, the Centre will accelerate the integration of energy strategies within ASEAN by providing relevant information, state-of-the-art technology, and expertise to ensure that over the long-term, necessary energy development policies and programs are in harmony with the economic growth and the environmental sustainability of the region.

6 APAEC Bringing Policies to Actions: Towards a Cleaner, More Efficient and Sustainable ASEAN Energy Community Objectives To support the realization of the ASEAN Community towards 2015 and beyond. To enhance energy security, accessibility and sustainability for the ASEAN region with due consideration to health, safety and environment through accelerated implementation of action plans, but not limited to: Program Area 1. ASEAN Power Grid, 2. Trans-ASEAN Gas Pipeline, 3. Coal and Clean Coal Technology, 4. Energy Efficiency and Conservation, 5. Renewable Energy, 6. Regional Energy Policy and Planning, and 7. Civilian Nuclear Energy.
7 ASEAN EE Target APAEC PROGRAM AREA NO.4: To pursue the aspirational goal of reducing regional energy intensity of at least 8% by 2015 based on 2005 level JOINT MINISTERIAL STATEMENT OF THE 30 TH ASEAN MINISTERS OF ENERGY MEETING, 2 SEPTEMBER 2012 IN PHNOM PENH, CAMBODIA: In reviewing the region s energy situation, the Ministers were pleased to note that as a result of measures to improve energy efficiency applied at both regional and national levels, ASEAN s energy intensity has been reduced by 4.97% between 2005 and JOINT MINISTERIAL STATEMENT OF THE 31 ST ASEAN MINISTERS OF ENERGY MEETING, 25 SEPTEMBER 2013, BALI, INDONESIA: Following the adoption of the work plan for the development of the ASEAN Long Term EE Target beyond 2015 by the 31st SOME, a kick off meeting was held on 22 September 2013 in Bali, Indonesia. Platform and mechanism for data collection and analysis has been set with some The Ministers commended the efforts of the Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN) particularly in promoting and improving energy efficiency in the region, which contributed to a 7.56% reduction in the ASEAN-wide energy intensity (EI) in 2010 over 2005 level, and noted that ASEAN is on track to meeting the collective target of 8% reduction by ASEAN LONG TERM EE TARGET BEYOND 2015: agreements on the definition of parameters. ACE in collaboration with EE&C-SSN Focal Points will calculate and analyse the ASEAN Energy Intensity Indicators from 2005 to 2012, as well as 7 the ASEAN Long Term Energy Intensity.

9 ASEAN-SHINE Programme The strategic Framework for Harmonization of Energy Efficiency Standards for Household Appliances in ASEAN was approved by the ASEAN Energy Efficiency and Conservation Sub Sector Network (EE&C-SSN) during their annual meeting in Singapore in May, ASEAN SHINE is a regional program to increase the market share of higher efficient air-conditioners in ASEAN through harmonization of test methods and energy efficiency (EE) standards, adoption of common Minimum Energy Performance Standards (MEPS), and changing consumer purchasing attitudes in favor of energy efficient airconditioners. Target groups include policy makers, standards-making bodies, testing laboratories, manufacturers and consumer organizations.

In connection with this event, ACE established the MOU with the project partners (ICA) in order to spell out, among others, the scope, deliverables, responsibilities, and contribution of concerned parties.

18 AJ-EMTIPS Programme ASEAN-Japan ASEAN - Japan Pilot Project On Energy Efficiency Market Transformation With Information Provision Scheme (AJ-EMTIPS) program is designed to be a platform to accelerate energy efficiency market transformation in ASEAN by means of providing appropriate information to consumers, etc. This programme aims to provide some opportunities for AMSs to experience new approaches based on Japanese practice for the dissemination of energy efficiency in the market and also to discuss with their counterparts for the betterment of ASEAN. The Major significance and benefit of EMTIPS program are as follows: - Discussion and Tangible Steps toward Harmonization - Exchange thoughts & idea about promotion measures for energy efficient product - Capacity Building - Share and Utilization of Tools and Outcomes Implemented by ECCJ, EE&C-SSN and ACE Funding provided by METI-Japan
