5 Open Government Open government means deepening public participation in policymaking, improving transparency and strengthening accountability
6 Global Trends: the values of open government are under threat Over 100 countries took steps to close civic space in 2015 Press freedom has reached a twelve-year low with just 13% of the world s population living in countries with a robust, independent media Citizens growing distrust of public institutions coupled with widespread feelings of exclusion have fueled nationalism, populism and authoritarianism around the world. BUT there is also the age of social media: you cannot hide Everyone could be a journalist.
7 Indonesia s Commitment Towards Open Government As physical infrastructures are being built, there is an invisible infrastructure: development of policy database. How can we have proper development strategies or accurate policymaking with the absence of singlereference, precise and reliable data, be they statistical, spatial, or administrative?
8 CASE 1: ONE DATA SATU DATA INDONESIA a government s effort to build and compile a single reference data set for policy making 3 criteria to achieve Indonesia s ONE DATA goal: 1. Accurate 2. Open 3. Interoperable
9 a platform to bring together accurate geospatial data from across the government CASE 2: ONE MAP By 2019: - 100% geospatial map 1: (done) - 85 thematic maps - 19 ministries/agencies

The potential to promote environmental sustainability when One Data, One Map, and BO are joined together: the case of forest and peat fire prevention OPEN GOVERNMENT ONE DATA Sea surface temperature data (to predict fire likelihood) and social-economic data are open, machine readable, standardized Method to calculate fire vulnerability index is made open as part of metadata by KLHK or BNPB, and researchers at universities ONE MAP Thematic geospatial information (forestry and plantation licensing maps) are standardized, singlereferenced, open Maps contain spatial information traceable through licensing ENVIRONMENTAL SUSTAINABILITY Forest fires can be anticipated in advance (3-6 months earlier) through system such as Fire Risk System developed by IPB Bogor Better budget allocation for fire prevention (rather than for fire suppression), preventable health costs; high cost saving Communities and villages can anticipate fires and participate in its prevention BENEFICIAL OWNERSHIP Forest and peat fires are geospatially traceable to licensing owners and their beneficiaries forest and peat ecosystems supporting life and human well-being remain uncompromised
