13 The SEP > The road to sustainable development envisioned for Palawan is contained in the Strategic Environmental Plan (SEP) > The SEP Law calls for the zoning of Environmentally Critical Areas Network (ECAN), a comprehensive strategy encompassing the whole province and guiding its conservation and developmental undertakings with the participation of the communities involve.

21 Other Programs and Initiatives Innovation for the marginalize community To hasten/facilitate decision making, the Council created sectoral committees Tribal Affairs Committee Members are representative from: PCSD, NCIP, Office of the Governor, Provincial Board member, League of Municipalities, Palawan NGO Network, NATRIPAL, IP Community Function: conduct evaluation on tribal issues forwarded by the Council to the committee Accomplishments: Facilitate declaration of tribal ancestral zone for processing of CADT; facilitate consultation with the tribal group and Local government units in reference to the issues raised to the council; Facilitate processing of nontimber forest product permit for the tribes (under study); provide assistance in terms of ICCs AD self delineation; conduct of IEC as requested by the POs,/NGOs; assisted Private sector in the project implementation (formal Education: mother tongue), livelihood project implementation in the vulnerable and marginalize community (molbog Tribe); facilitate tree planting activity. (previous initiatives: agri intensification & diversification; Upland stabilization proj.

26 Observations/findings in the climate change adaptation of the marginal communities - - Premature turnover of projects affect their ability to maintain/ sustain the initiative need for an in-depth Information education programs to understand their existence in relation to climate change adaptation. Sustenance/food source: the marginal group has no time to care for the biodiversity; survival is the first priority. Provision of support for livelihood projects will promote adaptation level. need a community organizer/worker who has the ability to tap into the mental pool of the Indigenous community (indigenous knowledge, aspiration, ideas, and insights). The ability to understand the variations among them which are not discernible; Resource pooling (for the enablers) Activities such as tree planting should be appropriated financially, including its maintenance until the trees has rooted/community preparedness.
