The session will focus on: What APEC has done to date taking into account existing policy frameworks including the MYPIDI, the Cebu Action Plan and the Connectivity Blueprint as well as other APEC initiatives How the second workshop will target rail, roads, and mass urban transit and what this means for promoting connectivity in the Asia Pacific region am Coffee break am Session 2 Panel Discussion - Private Sector Participation and Experience in Implementing Rail and Road: Key Challenges and Lessons Learned Mr. Miguel B de Erice, Partner, Energía and Infraestructura Asesores - 1 -
2 Mr. Rafael Enriquez, US-ATAARI, Senior Sector Specialist, Nathan This session will focus on the perspective of the private sector on the key challenges involving road, rail, and mass urban transportation projects (such as: land acquisition issues, risk allocations, financing issues and maximizing revenue). This session will also aim to highlight key lessons learned that can inform the design and implementation of rail and road transportation projects am pm Session 3 Best Practices and Lessons Learned in Risk and Benefit Allocation: From Initiation to Financing and Execution Moderator: Mr. Rafael Enriquez, US-ATAARI, Senior Sector Specialist, Nathan Mr. Richard Timbs, Senior Director, Global Infrastructure Hub Mr. Errol Lobo, Director of Risk, Finance & Administration, PPP Canada Transportation infrastructure projects face a number of risks, including procurement and construction risks, design risks, land availability risks, political risks, legal risks, demandtariff risks, etc. In this regard, proper risk assessment and allocation upon project initiation and proper risk management throughout the life cycle of a project are critical for the successful implementation of transportation PPP projects. This session will examine: Issues involving risk identification at the project planning and design stages; Risks that are typically best managed by the public sector and why; Risks that are typically best managed by the private sector and why; How risks generated in one stage of the project can lead to significant knock-on impacts throughout the latter stages of the project pm Lunch pm Session 4 Interactive Exercise Approaches to Assess, Allocate, and Manage Project Risks During the Life Cycle of a Project Facilitators: US-ATAARI This session will give participants an opportunity to test their skills in assessing, allocating and managing risks from the early design stages of a project right through to implementation. A case study will be provided for participants to work on. The exercise will look at how to allocate the demand-tariff risk in a greenfield toll road pm Project Selection What are the Key Considerations? - 2 -
3 Session 5 Moderator: Mr. Carlos Espindola, US-ATAARI, Senior Sector Specialist, Nathan Mr. Hatem Chahbani, Senior Transport Sector Specialist, World Bank Mr. Emilio Lopez Orta, Director of Projects, IKONS Infraestructura y Servicios/ PPP Consultants This session inter alia will focus on the key considerations involved in selecting the right projects to implement using PPP. The discussions will cover inter alia: Value for Money considerations definitions of VfM, CBA, PSC (issues that are elements of the feasibility phase and/or to determine which method to use traditional or PPP approach) Solicited vs Unsolicited Bids Pricing of contracting risk Pre-feasibility and feasibility studies Flexibility to adapt to changing environments over the life cycle of a project Identifying and assessing the risk profile of project Time constraints, physical constraints, budgetary restrictions Traffic demand and tariff estimates pm Coffee Break pm Session 6 Small Group Discussion: Sharing Experiences Participants will be grouped under each of the five themes (which were highlighted as key gaps in April). These are: Institutional Capacity Planning and Project Selection Risk Allocation Legal Environment Procurement Issues 5.15 pm Wrap up of Day 1 Within small groups participants will discuss what approaches are/have been undertaken in their economies to address and manage specific capacity gaps and challenges within each of these areas. Participants will get an opportunity to share information on what has worked and what hasn t - and key lessons. They will then be asked to select areas that are of common interest to economies. This exercise will be continued in Day 2. On Day 2 the participants will be asked to propose 3 key activities that they think can be implemented within an APEC context to support/address these capacity gaps and challenges

This session focuses on the importance of the collective ability of the project team to address any challenges that may come up during the planning, procurement, construction and operational life of a transport infrastructure PPP project. Previously they were asked to define common areas in terms of the capacity gaps and challenges within each of these areas. This time they will be asked to discuss, propose and subsequently prioritize three activities that can be potentially supported as projects within APEC as future capacity building activities.
