5 ASAP III - DBFM Consolidated approach to designing, building, financing and maintaining (DBFM) 13 new schools: Schools designed using a core design with modular classrooms LEED TM Silver standard for all schools Project will include 30 year maintenance and renewal (M&R) component School boards will own and operate the schools Opportunity for building community use facilities

8 ASAP III - DBFM The DBFM approach is anticipated to yield the following outcomes: Reduction in delivery timeframe and dedicated public sector resources necessary for the provision of schools Cost and Schedule certainty during the provision of the schools Effective 30-year warranty period for school facilities Equality of school facilities within the province Refinement of an innovative, repeatable, transparent and accountable process for school facility project delivery

9 Maintenance & Renewal Features 30-year life-cycle maintenance: 5 year building evaluation year 25 evaluation to include renewal plan to attain a 30 year old school in good condition Custodial services remain responsibility of school board : cleaning operational support (moving desks, etc.) monitoring boiler cycles scheduling fans G1

11 Payment Features Payments made by Province Provincial Contribution - approximately 50% of capital costs made as progress payments Ongoing Capital and M&R payment streams Fixed Capital payment Inflation indexation for M&R payments Availability based payment Performance and Accessibility based payment adjustments during M&R phase

12 Contract Overview Province runs the transaction process Province signs DBFM Agreement Province enters into Tri-Party Agreement with Contractor and each of the school boards Province provides contract administration for Design-Build phase plus 30 year M&R period

13 Request for Qualifications (RFQ) Process Objective - to identify 3 Respondents to engage in the RFP process through to final bids RFQ provides detailed direction on Response requirements Completeness of submission is essential Clarifications Interviews

15 Request for Proposal (RFP) Process Invite short listed Proponents to submit Proposals Three stage process: SR1 - confirms the team and preliminary design development Optional Innovation Submission SR2 - detailed designs and plans SR2B - restated and revised SR2 including response to clarification questions SR3 - financial bid

16 RFP Process Competitive dialogue with Proponents Regarding g the Technical Requirements Regarding the DBFM Agreement Preferred Proponent selected based on lowest compliant NPV No post selection negotiation Honoraria to compliant unsuccessful Proponents
