EXECUTIVE DIRECTOR S MESSAGE On behalf of the Board of Directors, it is my pleasure to present the ABCGA 2015 annual report. This report summarizes some of our many accomplishments in 2015.

This report summarizes some of our many accomplishments in We appreciate contributions from you, our volunteers, and your dedication to ensuring public, environmental and worker safety; and above all, enhancing the integrity of our critical underground infrastructure - Alberta s economic backbone. We made significant changes in 2015 and advanced the ABCGA brand in Alberta. This report identifies the results of your volunteer efforts. Your contributions enabled a significant, positive and sustained impact in our ability to enhance ground disturbance training programs, identify and validate damage prevention best practices for our industry members and pursue fair and reasonable damage prevention legislation. Our work, however, is not done. As our members face additional operational challenges brought forth by dramatic changes in global energy prices and changing governance in Canada, the ABCGA offers, through one voice, the ability to collectively direct damage prevention programs, advocacy and training to enhance the integrity of Alberta s underground infrastructure. Your continued membership in 2016 will allow us to achieve our 2016 initiatives. Highlights of our 2015 achievements are listed below: Hiring an Executive Director Organizational SWOT analysis and governance review Development of first Western Canada DIRT report New Ground Disturbance 201 Standard Hosted a successful safety confrence Stakeholder consultation session on Federal Damage Prevention Legislation Bill S-233 Launch Provincial Legislation Task Force 2015 has been a very successful year and we have much to celebrate. Memberships increased 15% over 2015 and one additional bronze sponsorship was realized A members only section of the ABCGA website was developed that allows committee members and general members access to pertinent documents developed by the ABCGA BEST PRACTICES COMMITTEE Ensure The Damage Prevention Process in Alberta document is maintained in accordance with real-time operations and that the CCGA best practice manual is reviewed and reflects Alberta processes. Reviewed over 40 CCGA best practices and submitted comments to the Canadian Common Ground Alliance (CCGA) National Best Practices Committee for consideration. The CCGA Best Practices manual helps guide practitioners on the damage prevention process and was widely circulated in Alberta and if followed will prevent damages and enhance workplace safety An update of The Damage Prevention Process in Alberta is in process with 20 submissions being reviewed and approved. This document puts best practices in context in terms of stakeholder roles, responsibilities and expectations 3

Majority of inputs reported locating practices not sufficient as the root cause but no specific reasons listed. The virtual reporting tool needs to be improved to allow for more detail in future reports that will allow improved compliance

5 TRAINING STANDARDS COMMITTEE Work with the Training Standard Committee to review and endorse classroom and online programs and develop a cost recovery program that will generate revenue from issuing certificates The training standard committee endorsed three online training programs in 2016 for the following training providers: Alberta Hot Line Inc, Astec Safety Inc, Danatec Educational Service Ltd/Global Training Centre A new Ground Disturbance 201 Standard was developed and adopted by the board. This new standard has been redeveloped to ensure content is current and reflects updated legislation and practices. An invitation was sent to all training organizations to have their classroom and online courses endorsed to the new standard. 6 EDUCATION COMMITTEE Promote the ABCGA and its objectives and host a successful safety conference Hosted a successful safety conference in April attracting over 200 damage prevention professionals Two contractor lunches were held during Safe Digging month in April with over 150 participants Partnered with Alberta Public Works Association to cohost a hot topic series focusing on regional water and wastewater systems development and damage prevention At Canadian Common Ground Alliance Symposium in October, the National Board passed a new brand for CCGA and Regional Partners DIG SAFE. Alberta has agreed to adopt the new branding for our regional events LEGISLATION TASK FORCE Securing Damage Prevention Legislation that, in its most general terms, symmetrically governs registration with and use of Alberta One-Call is a top-priority for the ABCGA 6 The Canadian Common Ground Alliance is pursuing Federal Ground DIsturbance Legislation. As part of the ABCGA Annual General Meeting, a stakeholder session was held to review the legislation in detail. This event attracted five elected officials representing four political parties(senator Grant Mitchell, Senator Scott Tannas, MLA Marlin Schmidt, MLA Jason Nixon and MLA Greg Clark) and over 100 stakeholders A provincial task force was launched to pursue provincial damage prevention legislation
