Adjourn **PLEASE NOTIFY YOUR ALTERNATE IF YOU CANNOT ATTEND** In adherence to the City of Berlin Public Meeting Participation Policy, public participation will be allowed under each agenda item at the discretion of the presiding officer. Attendees must register their intention to participate on either a general comments section or a specific agenda item prior to the meeting by filling out a Registration Card, which can be obtained from the Internet, City Clerk's office or in the City Hall Council Chambers at the podium. Registration Cards should be turned in prior to the meeting to either the presiding officer or City Clerk. It should be noted that there may be a quorum of either the Town of Berlin and/or Town of Aurora Town Board present at the ETZA meeting.

2 EXTRA TERRITORIAL PLAN COMMISSION MINUTES Town of Aurora, Town of Berlin, City of Berlin Berlin, Wisconsin March 28, 2017 PRESENT: Town of Berlin - Mike Murkley, Bob Balm, Bob Chikowski City of Berlin Dave Secora, Dick Schramer, Mary Kubiak Town of Aurora - CJ Young, Jerry Luttropp ABSENT: Town of Aurora - Sue Hale ALSO PRESENT: Lindsey Kemnitz The March ETZA Plan Commission meeting was called to order by Mayor Schramer at 7:01 p.m. This meeting was a Joint City of Berlin Plan Commission/Joint ETZA Plan Commission meeting. The Minutes of February 28, 2017 ETZA Plan Commission meeting were presented for approval. Balm made a motion to approve the minutes with the correction of removing the discussion of the new business, was seconded by Secora and carried by voice vote. There was no public participation. Next on the agenda was the discussion about the agreement with the Town of Aurora and Town of Berlin with the City of Berlin. Kemnitz mentioned that previously she and the Mayor had a meeting with Balm and Luttropp about the agreement. Some items were discussed on reducing the time and effort that the City puts forth on it. The board mentioned the farmland preservation ordinance update only occurs every ten years. Luttropp mentioned that the City usually initiated the ordinance amendments, not the townships. He mentioned that if a cost is associated with the ETZA the Town of Aurora would probably not participate. The towns asked the City, is this something that the City wants to continue? The ETZA was started by the City, as they wanted it. The Town of Berlin was in favor as the town would have more control and voice in the ETZA compared to the county level. Balm mentioned felt the towns need to discuss this more with their boards before making a decision. Town of Aurora mentioned they gave up control over the area to help future development for the City. Some questions that were mentioned, does Berlin still need the ETZA? In more urban areas the ETZA would be helpful for future development, but does it really benefit the City of Berlin for the amount of time spent on it? Balm mentioned that the Town of Berlin has 3 out of 6 votes for items in the ETZA. At the county level it is 1 to 19 ratio.

3 Secora made a motion to table the discussion until the end of May with the ETZA, as new board members would be present. Seconded by Young. No old business was discussed. 4 EXTRA TERRITORIAL PLAN COMMISSION MINUTES Town of Aurora, Town of Berlin, City of Berlin Berlin, Wisconsin July 25, 2017 PRESENT: Town of Berlin - Mike Murkley, Bob Balm, Bob Chikowski Town of Aurora CJ Young City of Berlin Dave Secora, Dick Schramer, Mary Kubiak ABSENT: Town of Aurora Andrew Przybyl and Jeff Toll ALSO PRESENT: Lindsey Kemnitz and Attorney Chier The July ETZA Plan Commission meeting was called to order by Mayor Schramer at 7:00 p.m. This meeting was a Joint City of Berlin Plan Commission/Joint ETZA Plan Commission meeting. The Minutes of March 28, 2017 ETZA Plan Commission was postponed as a quorum was not present for the Town of Aurora. May 30th, 2017 minutes was moved to be accepted by Secora, was seconded by Bahn and carried by voice vote. There was no public participation. Next on the agenda was approving a certified survey map for Mascoutin Country Club in the Town of Berlin. Kemnitz stated the Mascoutin Country Club owns both lots and is realigning property lines to make lot 1 more marketable. Lot 1 has a home on the lot and lot 2 has many sheds with equipment that Mascoutin Country Club uses. Lot 2 will be combined with the adjacent lot to meet the minimum requirement of 5 acres per lot. Secora made a recommendation to common council to approve the certified survey map for Mascoutin Country Club contingent of the combination of lot 2 with adjacent lot. Seconded by Bahn, carried by voice vote. Next item was the discussion of the agreement between the Town's and City of Berlin. Kemnitz stated that so far she has been keeping track of the hours for each of the Town's. Bahn mentioned that if big events come forward each town has to be responsible for it. Attorney Chier stated if it is a mandatory action, the cost would be split. Non-mandatory must receive prior approval from the Town's. Young mentioned that the costs should be split for administrative costs. Young asked how an ordinance change would be handled. Attorney Chier said it would be discussed prior to starting the updated and if the Town would agree then the costs would be split. The situation will be similar to the accessory structures that were only approved by Town of Berlin and City of Berlin. The six month time period would be done in November, but the Commission decided to wait until December to discuss the agreement. No new or old business was discussed.
