Deans COMMITTEE REPORTS AGRICULTURE AND RURAL AFFAIRS COMMITTEE REPORT ENGINEER S REPORT CRANBERRY CREEK MUNICIPAL DRAIN MODIFICATIONS, IMPROVEMENTS AND MAINTENANCE COMMITTEE RECOMMENDATION That Council adopt the Engineer s Report prepared by Robinson Consultants Inc., entitled Engineer s Report Cranberry Creek Municipal Drain Modifications, Improvements and Maintenance dated December 2017 and give 1st and 2nd reading to the By-law attached as Document 2 to this report in accordance with Sections 42 and 45 of the Drainage Act of Ontario. COMMUNITY AND PROTECTIVE SERVICES COMMITTEE REPORT UPDATE ON THE TEN YEAR HOUSING AND HOMELESSNESS PLAN COMMITTEE MEETING INFORMATION Delegations: 21 delegations. COMMITTEE RECOMMENDATION That Council receive the revised (English) report detailing the accomplishments of the City s Ten Year Housing and Homelessness Plan to be submitted to the Ministry of Housing, in accordance with Ontario Regulation 367/11 under the Housing Services Act, ENVIRONMENT AND CLIMATE PROTECTION COMMITTEE REPORT SOURCE SEPARATED ORGANICS PROGRAM UPDATE COMMITTEE MEETING INFORMATION Delegations: 12 Delegations. Debate: Approximately four hours and 30 minutes -worth of Committee consideration. Vote: CARRIED, as amended, on a vote of 7 Yeas to 2 Nays. Position of Ward Councillor(s): This is a City-wide report. Position of Advisory Committees: Not provided. COMMITTEE RECOMMENDATIONS AS AMENDED That Council: 1. Receive the information with respect to the options for the Green Bin program and the current contract with Orgaworld Canada Ltd, as described in the report and listed in

5 OTTAWA CITY COUNCIL 5 Document 2, and the confidential companion memorandum from the City Clerk and Solicitor, issued separately as Document 4 and not to be reported out, as it relates to litigation and is covered by solicitor-client privilege; 2. Approve the terms and conditions of a revised contract with Orgaworld Canada Ltd, as described in this report and in Document 1, and including the expansion of the Green Bin program to include plastic bags and dog waste, effective mid-2019, subject to the facility upgrades being complete and provincial regulatory approvals being in place; 3. Delegate the authority to the General Manager, Public Works and Environmental Services, in consultation with the City Clerk and Solicitor, to negotiate, finalize and execute an amended contract with Orgaworld Canada Ltd., in accordance with this report and including any amendments by Council; 4. Delegate the authority to the General Manager, Public Works and Environmental Services, in consultation with the City Clerk and Solicitor, to amend the Solid Waste By-law and any other City of Ottawa by-laws and policies necessary to give effect to the amended contract with Orgaworld Canada Ltd.; 5. Approve the Implementation Plan for the expanded Green Bin program as described in this report, including a review of the Odour Mitigation Plan, the public information and education plan and the pilot project for green bins in dog parks, and direct staff to provide the Environment and Climate Protection Committee with an update on the Implementation Plan by Q1 2019, and; 6. Approve that staff investigate the feasibility of expanding Ottawa s Green Bin Program to accept new items, for example compostable coffee pods and compostable cutlery, within the first two years of the expanded program, and that staff report back to Council on their findings as part of the broader waste diversion report coming to

6 OTTAWA CITY COUNCIL 6 Council in FINANCE AND ECONOMIC DEVELOPMENT COMMITTEE REPORT RESERVES REVIEW COMMITTEE RECOMMENDATIONS That Council approve: 1. The Reserve Management Policy that adopts: a. A portfolio based structure and management approach, and; b. That minimum and maximum target balances be established using a risk-based approach, and; 2. An increase in the minimum target balance in the Tax Stabilization Reserve to $34.8M by 2020 from annual surplus or budgeted contribution. 3. Plan 4R-28071, City of Ottawa and shown as Parcel A on Document 1 from Cooperative multiservices francophone de l Ouest d Ottawa (CMFO); 2. Approve the sale of the land described as Parts 7, 8, and 9, Plan 4R and shown as Parcel B on Document 1, subject to any easements that may be required, to Le Conseil des écoles publiques de l Est de l'ontario (CEPEO) for the sum of $2,000,000 pursuant to an Agreement of Purchase and Sale that has been received; and 3. Delegate authority to the Director, Corporate Real Estate Office to negotiate, conclude, amend, and execute, on behalf of the City, the final documents required to complete this transaction, within the contractual and financial parameters set forth in this report. 6. OTTAWA MACDONALD-CARTIER INTERNATIONAL AIRPORT AUTHORITY APPLICATION FOR AN EXEMPTION BY-LAW TO THE RETAIL BUSINESS HOLIDAYS ACT COMMITTEE RECOMMENDATION That Council enact a by-law in the form of Document 1 to exempt the Ottawa Macdonald-Cartier International Airport passenger terminal building from the store closing requirements of the Retail Business Holidays Act, as described in this report.

OFFICIAL PLAN AMENDMENT AND ZONING BY-LAW AMENDMENT 315 CHAPEL STREET COMMITTEE RECOMMENDATIONS That Council approve: 1. an amendment to the Sandy Hill Secondary Plan for 315 Chapel Street to permit a nine-storey building with limited community and commercial uses, and to recognize the site as a Design Priority Area, as detailed in Document 2; 2. an amendment to Zoning By-law for 315 Chapel Street to permit a nine-storey building, subject to a holding symbol, as detailed in Document ZONING BY-LAW AMENDMENT AND OFFICIAL PLAN AMENDMENT 3071 RIVERSIDE DRIVE COMMITTEE MEETING INFORMATION Delegations: The committee heard 6 delegations on this item, 3 with suggestions or concerns (3 others representing the applicant) Debate: The Committee spent one hour and forty-one minutes on this item. ZONING BY-LAW AMENDMENT 851 INDUSTRIAL AVENUE COMMITTEE MEETING INFORMATION Delegations: The committee heard 4 delegations on this item, 1 opposed (3 others representing the applicant) Debate: The Committee spent fifty-seven minutes on this item. Vote: The staff recommendations CARRIED as presented with one dissent. Note: A motion to limit the height of the proposed building LOST on a division of 2 yeas and 7 nays. A motion to vote separately on the retail at grade component of report recommendation 1 CARRIED on a vote of 7 yeas and 2 nays. This motion did not alter the substance of report recommendation 1.

14 OTTAWA CITY COUNCIL 14 TRANSPORTATION COMMITTEE REPORT MODIFYING PARKING FEES DURING THE PERIOD OF THE CPR/O-TRAIN BRIDGE REPLACEMENT CONSTRUCTION COMMITTEE RECOMMENDATION That Council delegate the authority to the General Manager of Public Works and Environmental Services to modify the parking fees during the period of the CPR/O-Train Bridge replacement construction in the City owned lot located at 301 Preston Street to match the Preston Street on-street parking fee structure on weekdays from 5:30 p.m. to 8:00 p.m., and approve that the General Manager of Public Works and Environmental Services reserves the right to reassess this change after a few months so that rates at the lot can be reinstated if required. 14. RIGHT OF WAY PATIO BY-LAW REVIEW OF PEDESTRIAN CLEARWAY AND ACCESSIBILITY REQUIREMENTS FOR EXISTING PATIOS COMMITTEE MEETING INFORMATION Delegations: The committee heard four delegations on this item, all with concerns regarding the implementation date. Approve the amendments to the ROW Patio By-law No as described in this report and detailed in Document 1, as amended; 2. Approve a waiver of the pedestrian clearway requirement of the ROW Patio By-law with respect to the existing patio associated with Pub Italia at 434 ½ Preston Street; and 3. Approve: a. a reduction of the 2018 summer permit fee equal to 25 per cent of the cost of the permit to a maximum amount of $2000 for existing patio owners, and that up to 75,000 from the Provision for Unforeseen and One-time Expenditures be used to offset the revenue reduction, as detailed in this report; and, b. up to $50,000 from the Provision for Unforeseen and One-time Expenditures for use towards the cost of moving City infrastructure out of the pedestrian clearway next to existing patios. 4. Approve that all pre-existing ROW patio permit holders must file complete application plans in compliance with ROW Patio By-law , as amended, by no later than October 31, 2018.

ZONING BY-LAW AMENDMENT PART OF 6350 PERTH STREET COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law for part of 6350 Perth Street to fix the zone boundaries to match the boundaries of the blocks and lots within Phase 1 of the residential subdivision, as detailed in Document 2. COMMUNITY AND PROTECTIVE SERVICES COMMITTEE REPORT 30 B. MINOR UPDATES/AMENDMENTS TO EXISTING BY-LAWS COMMITTEE RECOMMENDATIONS That Council: 1. DISPOSITION OF 2017 TAX AND RATE SUPPORTED OPERATING SURPLUS / DEFICIT COMMITTEE RECOMMENDATIONS That Council approve the disposal of the $ million combined City surplus as follows: 1. That the $ million 2017 operating surplus from the

That the $ million 2017 operating surplus in City Wide be transferred to the Tax Stabilization Reserve Fund. 3. That the $2.650 million 2017 operating surplus in Drinking Water Services be transferred to the Water Reserve Fund. 4. That the $2.490 million 2017 operating surplus in Wastewater and Stormwater Services be transferred to the Wastewater Reserve Fund. 5. PLANNING COMMITTEE REPORT 59A F. ZONING BY-LAW AMENDMENT 351 SANDHILL ROAD COMMITTEE RECOMMENDATION That Council approve an amendment to Zoning By-law for 351 Sandhill Road to permit a Place of Worship, as detailed in Document 2.

APPLICATION FOR DEMOLITION AND NEW CONSTRUCTION AT 50 LAKEWAY DRIVE, A PROPERTY DESIGNATED UNDER PART V OF THE ONTARIO HERITAGE ACT AND LOCATED IN THE ROCKCLIFFE PARK HERITAGE CONSERVATION DISTRICT COMMITTEE RECOMMENDATIONS That Council: 1. approve the application to demolish the building at 50 Lakeway Drive, received on January 5, 2018; 2. approve the application to construct a new building at 50 Lakeway Drive according to plans prepared by Jane Thompson Architect dated January 5, 2018; 3. approve the landscape design for the new building at 50 Lakeway Drive according to plans prepared by Jane Thompson Architect dated January 5, 2018; 4. delegate authority for minor design changes to the General Manager, Planning, Infrastructure and Economic Development Department; and 5. issue the heritage permit with a two-year expiry date from the date of issuance unless extended by Council prior to expiry. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on April 5, 2018.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.)

MUNICIPAL PARKING MANAGEMENT PROGRAM 2018 BUSINESS PLAN COMMITTEE RECOMMENDATION That Council approve the Municipal Parking Management Program 2018 Business Plan, as described in Document 1. I. SUNVIEW DRIVE SIDEWALK OTTAWA PEDESTRIAN PLAN COMMITTEE RECOMMENDATIONS That Council approve the following: 1. That the construction of a sidewalk on Sunview Drive, from Belcourt Boulevard to des Épinettes Avenue, be removed from the Ottawa Pedestrian Plan; and 2. That funding be re-allocated towards the implementation of another sidewalk project in the Ottawa Pedestrian Plan. J. TREMBLAY ROAD SIDEWALK OTTAWA PEDESTRIAN PLAN COMMITTEE RECOMMENDATIONS That Council approve the following: 1. That the construction of a sidewalk on Tremblay Road, from Riverside Drive to the Transit Linkway, be deferred to Phase 2 of the Ottawa Pedestrian Plan; and

SPEED REDUCTION ON HIGHBURY PARK DRIVE COMMITTEE RECOMMENDATION That Council approve that the speed limit along Highbury Park Drive be reduced from 50 km per hour to 40 km per hour. CITY CLERK AND SOLICITOR L. McKenney MOTION WHEREAS for decades organizations and individuals have worked diligently to increase awareness of women s rights and bring the issues of parity to the forefront; WHEREAS the United Nations has declared that the critical mass necessary for women to make a visible impact on the style and content of political decisionmaking is 30%; and WHEREAS our Federal Government in 2015 created the first gender-balanced cabinet and have just released the first federal budget built to recognize the importance of gender equality in our society; WHEREAS other major Canadian Cities, such as Vancouver, have created special committees that bring forward issues of concern and work to ensure gender equality within their policies and initiatives. WHEREAS currently Ottawa City Council has a female representation of less than 17%; THEREFORE BE IT RESOLVED THAT Ottawa City Council recommend that the Mayor and City Staff look at including the role of a Council Representative Special Liaison for Women s Issues and a Women s Bureau to provide a gender lens on our policies and practices in the 2019 Governance report.

Mitic MOTION WHEREAS the participation rates of Canadians engaging in healthy physical activities has declined, while inactivity and obesity continues to rise in Canada; and WHEREAS health and fitness ought to be promoted and embraced by Canadians of all ages and abilities; and WHEREAS many Canadian cities have taken up the challenge of encouraging and promoting physical activity, including Calgary, Saskatoon, Montréal and Victoria; and WHEREAS the City of Ottawa promotes active and healthy living through a number of initiatives, including: an ongoing Try It campaign for City fitness membership programs, a series of I Love to programs to promote swimming, skating, soccer and other sports, supporting the Healthy Kids Community Challenge and the Healthy Eating, Active Living Strategy (HEAL); and WHEREAS the City of Ottawa Departments (Ottawa Public Health, Recreation, Cultural and Facility Services Department and others) work together on improving the access to physical activity for the residents; and WHEREAS the Recreation, Cultural and Facility Services Department offers a multitude of recreation and leisure programming that promote health, physical activity and fitness; and WHEREAS offering a small incentive to residents to embrace physical activity and fitness by providing 2 for 1 public swimming at all 20 City-operated swimming pools and 2 for 1 at all 17 City-operated weight and cardio rooms in recognition of the 2018 National Health and Fitness Day, would cost the City an estimated $1,150 in foregone revenues, which staff has advised can be absorbed within existing budgets; THEREFORE BE IT RESOLVED that City Council declare Saturday, June 2, 2018 to be National Health & Fitness day in Ottawa; and BE IT FURTHER RESOLVED that City Council approve that the City offer 2 for 1 public swimming at all 20 City-operated swimming pools and 2 for 1 admission to
