1 Public Private Partnership in Community Rehabilitation i and Disaster Response in Benguet Professor Gloria R. Lee Benguet State University
2 The Philippines is one of the countries in the Asia Pacific frequently visited by tropical depressions or typhoons typhoons Every year, the country loses billions of pesos on agricultural crops and infrastructures.
3 The National Disaster Coordinating Council (NDCC) President s s adviser on dsaste disaster preparedness ed ess programs, disaster operations and rehabilitation efforts undertaken by the government and the private sector acts as the top coordinator of all disaster management and the highest h allocator of resources in the country composed of 18 member agencieswith specific function and role in the mitigation and disaster response.
4 Localized Disaster Coordinating Council (LDCC) Benguet/La Trinidad Profile one of the six provinces in the Cordillera Administrative Region (CAR) land locked province with 293,000 ha with an elevation of 1,700m above sea level In a recent study of Mapping ClimateChange Change Vulnerability Southeast Asia, Benguet is second most vulnerable province next to Metro Manila (Philippine i Dil Daily Inquirer, 11/9/10, p 14)
5 In 2009, the La Trinidad Valley, Capitol Town, one of its 13 municipalities was the hardest hit in terms of flooding and massive slides
6 burying 115 people alive, mostly families, in Little Kibungan and Western Buyagan.
7 Impact of the Disaster Heroism: death of a retired fireman saving a 3 year old boy from the rushing mud flows. Three other firemen died saving others.
8 Disaster Mitigation Presidential Decree 1566 dated June 11, 1978 is the basis of the current Philippine i Disaster Management arrangement The Governor sits as Chair and gave instant instructions to deploy necessary immediate response to the disasters. The Governor also chairs the Emergency Management Organization (EMO) and receives status of incident and decides appropriate plans and actions. He communicated with the Mayors thru mobile phones and an assessment was made to find suitable solutions to inaccessible areas.
9 The Governor and top officials of the PDCC organized their respective teams to divide the roles given to them: relief, evacuations, transportation t ti and heavy equipment, medical, rescue and recovery, fire and security, etc.
10 PPP in Disaster Response and Community Rehabilitation in Benguet The immense response of the private sectors from the surrounding areas and Baguio City played a major role in the operational disaster management and delivered emergency services needed at those trying moments.
11 Private Schools & NGOs in Relief Operations The Private Schools, NGOs, medical teams, rescue teams and relief teams blended with the public sector to lessen tragedy. Private volunteers walked over mountains to reach out to people in isolated areas especially women and children. Private vehicles/transport hauled sacks of goods to be brought to hard to reach areas. Vl Volunteers coordinated d relief activities iii and provided emergency relief assistance to victims. Churches were lined up for days with coffins.
12 The Role of Mining Companies The Lepanto mining Company in Mankayan, Benguet has been tops in search, rescue and recovery in times of disaster. They played a big role in extricating trapped victims in the 1990 earthquake in Baguio City with 7.4 richer scale. They have an Emergency Preparedness Plan involving the barangay level to the Municipal and Provincial levels.
13 Community Rehabilitation: Benguet State University donated 3.5 ha for relocation sites. FOOD FOR WORK CONCEPT (Department of Social Welfare and Development)
14 In the Relocation Site: Pathways going to the site Site cleaning and improvement Problem in the Relocation Site: Construction of roads and houses. A total of 184 families who survived were relocated.
15 Post Disaster Response: Plans were drawn out to learn lessons from the disaster. the provincial Government together with the Private Sector reorganized the membership of the Benguet Provincial Disaster Coordinating Council with inputs from past experiences and lessons through h an Integrated t Management Systems for the BEST EMERGENCY RESPONSE. The capacity to organize, coordinate response and recovery by tapping resourceful civil society has shown that teams with a democratic leadership in the public sector empowers people towards a safe, peaceful and faster rehabilitation. Schools, like the Benguet State University, and some government agencies did a series of dbifi debriefing activities. iii
16 Recommendations: Greater organizational management and task synchronization for disaster preparedness plans to be integrated intodevelopment plans Hazards and vulnerability maps for major natural disaster with the inclusion of public safety Implementation ti of zoning and land use system, one of the biggest problem in La Trinidad BSU made GIS database for Benguet. There is a need to coordinate between BSU and the municipal government. Greater role of DENR and for environment related groups in civil society and the private sector of environment related groups in civil society and the private sector of environment related disasters to be integrated in to his new framework. Strict implementation of Environment Certificate clearance to developers in mountains because they destroy the natural flow of water.
17 Training and Education of local officials in disaster management Schools have to integrate in their curriculum, disaster preparedness and climate change as a social accountability. This curriculum can start in the elementary level. More funding from the national government for road rehabilitation, relocation sites, subsidies for farmers andanintegratedsystem for government capacity.
18 Conclusion: Watching global conditions necessitates an increased urgency. The disastrous effects of climate change acknowledge the seriousness of the times and the need to do something in regard to these terrifying and tumultuous events unfolding in our midst. Having sown the wind, we are now reaping the whirlwind. A participatory and a collaborative processes of governance in regenerating and conserving the natural resources are effective in embarking all people to get involved in sustainable ti environment tto save the present and the future. The challenge, therefore, in government leadership is to bi bring together th various public agencies to work in harmony with civil society towards shared goals of developing further our existing disaster mitigation and response system.
