This Division is mandated with the task of E-Government Policy formulation and research, as well as, mangement of international relations relating to e-government. Its role also includes overseeing the implementation of the E-Government Strategic Plan. The Division monitors the direction and implementation of ICT projects of PMO and its departments. It also provides ICT support within PMO. Moreover, the Division oversees the work of the National Centre for e-government. Strategic priorities The Government of Brunei Darussalam has identified five priorities to establish electronic governance and services to best serve the Nation. These priorities build on progress made during the previous development of Government e-services. The Government focuses on improving the provision to strengthen ICT facilities and to encourage government agencies to work together to support and speed up the delivery of integrated, easily accessible and efficient government e-services. 1) Developing Capacities and Capacity: To equip government

2 employees with the relevant ICT skills, provide career opportunities that will attract and retain trained quality ICT professionals in the public sector, and provide skills guidelines for ICT professionals. 2) Enhancing Governance: To improve the ICT governance policies and management processes to ensure that the government can achieve its e-government objectives efficiently and effectively, through an open and accountable framework. 3) Strengthening Security and Trust: To ensure all government ICT facilities, systems and applications are safe, secure and protected in accordance with relevant industry best practices. 4) Integrating the Government: To establish and improve ways for agencies to work together to produce integrated government e-services. 5) Delivering Integrated, Accessible and Convenient e-services: To develop and provide efficient, secure and accessible online services for citizens. Interagency coordination Organisational Structure E-Government Source: &view=article&id=214&itemid=371 The position of OGCIO, chaired by the Deputy Permanent Secretary (IT and E-Government) at PMO, was established to identify, create and realise value in the current and proposed systems and applications to best serve the government, citizens, communities and businesses, particularly in providing citizencentric services. Its role includes ensuring that e-government programmes and projects are all aligned in the same strategic direction. Moreover, OGCIO is also responsible for performance management and receiving feedback from CIOs of ministries, for escalating matters raised by CIOs, as well as, for cascading directives from the E-Government Leadership Forum (EGLF).

3 The Brunei Darussalam National IT Council (BIT Council), formed in 2000, is a strategically important body to establish and provide the ICT leadership and direction at the national level. The BIT Council as the lead entity requires a transparent organizational structure to enable the country to implement core and specific strategies, as well as, action plans. The Council is comprised of Permanent Secretaries, senior officers, High Level representatives from the private sector, the academia and representatives from the technology sector. The role of the BIT Council is critical in providing the linkages and interactions between the public and private sectors, thereby creating synergy to move the country to the forefront of ICT development. In this respect, the immediate task of the BIT Council would be to integrate the various major ICT initiatives, programmes and projects currently being carried out by different government agencies and to ensure adequate access and participation of the private sector in these endeavours. The E-Government Leadership Forum (EGLF), established on 3 March 2007, is responsible to modernise the civil service in meeting the public service delivery expectation and managing the challenging demands of a dynamic environment through icreased usage of ICT; to set strategic policy and be accountable for the overall delivery of the e-government initiative; and to give quartely report to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. EGLF is chaired by the Minister of Energy at PMO and its members consist of Permanent Secretaries from various ministries. BIT Council provides EGLF with guidance on ICT leadership and direction. The CIO Meeting, previously known as CIO Dialogue, is chaired by OGCIO and consists of CIOs from different ministries. The aim of CIO Meeting is to share recent developments and issues pertaining to the implementation of e-government in both the ministerial and departmental levels and later report these matters to EGLF. It also endorses non-flagship e-govenrment projects. The E-Government National Centre (EGNC) has three core services. It was assigned to manage IT Human Resources, coordinate Central IT Procurement and provide common government wide applications and services. He has been a member of the Institution of Engineering and Technology (IET) in Brunei Darussalam since Mr. Haji Azhar joined the service of His Majesty s Government in January His first appointment was as Assistant Programmer at the Economic Planning Unit of the Ministry of Finance (MoF). His rich and varied experience includes assignments at the Information Technology Division of the Ministry of Finance; Information Technology and State Stores of the Ministry of Finance; the Brunei IT Secretariat and at BAG Networks Sdn Bhd (as Assistant General Manager). He most recent assignment was as Senior Special Duties Officer at PMO. Additional information Having served in the Brunei Public Service for more than 20 years, he has been involved with the Ministry of Finance IT Centre, where he lead 3 programme managers and 14 project managers in handing 16 IT projects for MoF as Chief Technical Officer to ensure the proper and successful implementation of the MoF IS/IT projects which included the establishment of the MoF Data Centre and its operation. He also oversaw the Treasury Accounting and Financial Information System (TAFIS) project to its completion in In PMO, he served as the Acting Head of the
