Strengthen and secure the United Kingdom at home and abroad Information about the Cabinet Office can be found by visiting THE ANALYSIS AND INSIGHT TEAM As the Cabinet Office s central analytical team, Analysis & Insight provides research and analysis services across a wide range of dynamic policy areas at the very heart of government. In addition to Ministers and policy officials, we regularly brief the Directors General, the Cabinet Secretary, Chief Executive of the Civil Service and other Permanent Secretaries. You ll be supported in a friendly, flexible team, comprising economists, social researchers, statisticians, operational researchers, programme and policy staff, which is committed to quality management and your professional development. You can also take a look at Analysis & Insight s blog for more information on what we do: The six-strong Employee Engagement Team in the Analysis & Insight division is responsible for the Civil Service People Survey. Each October, the survey achieves more than 270,000 responses from staff working in around 100 central government departments and agencies, and produces results for more than 9,000 teams and units. Now in its ninth year, the survey is a crucial source of management information helping staff, managers and senior leaders to implement changes so that every part of the Civil Service is a great place to do great work. Details about the Civil Service People Survey, including the 2016 results, are here: Alongside the People Survey, the Employee Engagement team also coordinates the Civil Service s Employee Engagement Programme, supporting departments and agencies to embed employee engagement into the culture of their organisation. Job description As programme manager for the Civil Service People Survey, your role with centre on the following responsibilities: Project management You will lead the delivery of the People Survey across the Civil Service, working closely with external suppliers to ensure there is a clear plan for the annual cycle of the survey, so that it is delivered to time and to budget. You will ensure effective processes are in place to support the delivery of the survey, looking for opportunities to progress our existing systems, to improve efficiency, value for money and/or stakeholder experience. You will monitor overall progress on day to day deliverables, milestones and targets, identifying risks and resolving or escalating issues quickly. 2

3 You will lead the procurement of a new contract to deliver the Civil Service People Survey from Stakeholder management Working as programme manager, you will need to build productive working relationships with a range of stakeholders to support delivery of business outcomes. You will maintain a program of communication with all organisations who participate in the survey, though their survey mangers, to ensure that they are aware of key survey delivery milestones and developments. Currently this includes designing survey manager workshops, ensuring stakeholder requests are appropriately managed through the team inbox, and issuing a weekly bulletin . You will be responsible for a portfolio of specific organisations that participate in the survey. For these organsations, you will be the single point of contact, using your knowledge of survey delivery to provide advice so they can complete the tasks and activities needed to deliver the survey successfully in their organisation. You will also work closely with other members of the People Survey team, helping them to do the same for other organisations and ensuring they know when key deliverables are due and how to escalate emerging issues. Research and Analysis You will contribute to and lead research activities to inform and improve future People Surveys. These will include: o a pilot study on 4 departments to test a digital provider s ability to deliver a pulse survey; and o working with stakeholders to devise new questions to test in the 2017 survey, for potential future inclusion. You will contribute to and lead on discrete pieces of analysis for senior managers, which provide insight on staff experiences and help guide action. Line management You will line manage the B1 (EO) programme administrator, assisting them in setting stretching and achievable objectives that effectively support the Programme, and supporting them in achieving their career and personal development goals. Work with a team to set priorities, goals, objectives and timescales Establish mechanisms to seek out and respond to feedback from customers about services provided. Competence 2: Collaborating and Partnering (maximum 250 words) Establish relationships with a range of stakeholders to support delivery of business outcomes. How you share resources to support higher priority work, showing pragmatism and support for the shared goals of the organisation. Act as a team player, investing time to generate a common focus and genuine team spirit. Competence 3: Leading and Communicating (maximum 250 words) Communicate in a straightforward, honest and engaging manner with stakeholders and stand ground when needed. Communicate using appropriate styles, methods and timing, including digital channels, to maximise understanding and impact. Competence 4: Professional competency (maximum 250 words) Please demonstrate how you meet the desirable specialist criteria listed below: 1. Experience of commissioning research from external contractors (either as a research buyer, or as a research supplier). 2. Experience of large scale or complex survey research. 3. Knowledge of qualitative analysis techniques. 4
