3 CONTEXT: THE SA REALITY SA is is a middle income country. Aid only 1% of our budget Own unique challenges: Very high gini coefficient (0.66) 129 on on the Human Development Index Quality of aid more important than the quantity of the aid. ODA ideally to be used for: Innovation, Piloting or new models, Risk taking and Capacity building.

8 CORE PRINCIPLES Aid must support the development plan of of government. Must be be On Plan which implies that it it must be be part of of the planning of of a government department, province or or local government, if if it it is is not it it is is unlikely that it it will be be owned by by government. Conceptualisation and design must be be done by by government. Modality of of aid delivery should be be decided by by government and be be based on on the intervention needed. Technical assistance is is important in in the SA SA context but need to to be be very selective in in what we need. SA SA systems should be be used. Implementation must be be managed by by government.
9 SA IN THE GLOBAL ODA DEBATE SA SA also engage the development partners on on global debates such as as Aid Effectiveness. SA SA played an an active role in in the measuring and implementation of of the PD PD since SA SA launched a baseline study on on aid aid effectiveness in in 2005 measuring the SAG and its its DPs against the agreed indicators on on aid aid effectiveness of of the PD; SA SA hosted the Sub-Saharan workshop on on Aid Effectiveness in in September 2006; In In 2006, participated in in the Monitoring of of the PD; In In March 2007 SA SA hosted the African policy Seminar on on Aid effectiveness; Participated in in the Evaluation of of the Implementation of of the PD in in 2008; Active partner in in Accra in in 2008;and Key player during negotiations and final AAA.
10 SOUTH-SOUTH COOPERATION Acknowledged in in the AAA as as an an important mechanism for for Development Cooperation. Why do do we value this cooperation: Better understanding of of the less developed worldcomparatives advantages (same geographical area) Less donors driven and more in in tune with cultural sensitivities. Same level when they negotiate which means more ownership from the recipient country and less conditionalities Less transaction cost as as they do do not require as as much bureaucratic work Use more partner country systems.
11 SA-CHINA COOPERATION SA-China partnership is is based on South-South Cooperation: Common areas of of priority for both countries: (i) (i) Education, (ii) Arts and Culture; (iii) Foreign Affairs; (iv) Tourism and Environmental Affairs; (v) Social Development; (vi) Policing; and (vii) Science and Technology. Agreements in in Human Resource Development and Technical Cooperation and Economic. We have several meetings: Quarterly Reviews Annual Consultations to to discuss current and future plans and Aid Effectiveness issues. PSC meeting to to discuss progress on projects
12 SA-CHINA COOPERATION cont Acknowledge that China is is not signatory of PD but engage the same as others partners on Aid Effectiveness Principles. Have made progress: Use of country systems Respect our sovereignty No interference with sa policies Promotion of knowledge exchange and learning.
