1 5 th Africa Water Week Technical Sessions Sub Theme: Waste Water Management and Water Quality s: UN Habitat - UNEP GWP - UNESCO Contacts: Daniel Adom, UN Habitat, daniel.adom@unhabitat.org Thomas Chiramba, UNEP, Thomas.chiramba@unep.org Francois Brikke, GWP, francois.brikke@gwp.org Sarantuyaa Zandaryaa, UNESCO, s.zandaryaa@unesco.org Background: Water s fundamental importance for human development, the environment and the economy needs to feature prominently in the new post-2015 development agenda. In addition to adequate volumes of water, development is also dependent on good water quality. However, at the same time, human activity is the main cause of pollution that makes water a health risk, expensive or even sometimes unusable. 1
2 The proposed target of the Sustainable Development Goals (SDGs) on Waste Water Management and Water Quality reflects the growing urgency for effective wastewater management and prevention of water-related pollution. Managing the human and environmental impacts of poor wastewater management and increasing the re-use of wastewater for productive purposes has significant public health, environmental and economic benefits. The Rio+20 outcome document stressed the need to adopt measures to significantly reduce water pollution and increase water quality, (and) significantly improve wastewater treatment. Africa has the fastest urban population growth in the world and urbanization is known to be an important factor of production of wastewater, with an estimated 90% being directly discharged into rivers, lakes and oceans, with all its undesired impacts on habitat and the ecosystem. However, wastewater is not only a threat, it is also an opportunity for reuse and recycling (nutrients and energy); waste water indeed is not wasted water. There is a growing consensus that this target will require actions covering the following three elements: a) Reducing untreated domestic and industrial wastewater (including point source agricultural) by (X%); b) Increasing wastewater reused safely by (Z%); c) Reducing nutrient pollution by (Y%). The main objective of this Technical Session is to raise awareness on the challenges but also on the opportunities and positive experiences concerning Waste Water Management and Water Quality with a focus on Africa. The specific objectives are as follows: To set the scene on current challenges in Africa concerning WWM & WQ To provide the latest updates on the Global, African and country level agenda concerning WWM & WQ To exchange experience on how to use waste as a resource To explore affordable waste water treatment options To introduce the Concept of IUWM as a key process To engage in a debate about the relationship between scientists and decision makers The session will end up with presentations on the current and innovative experiences on management of waste water and Water Quality in Senegal. Monday 26 th May st Technical Session: hrs : 1. Setting the scene: Assessing WWM & WQ in Africa UN Habitat UNEP GWP Objectives: To present an overview of challenges and opportunities of WWM & WQ in Africa To hear the voices of local and national level stakeholders who are facing WWM & WQ challenges 2
3 Description: An overall presentation of the challenges and opportunities concerning WWM & WQ in Africa will be made, followed by a panel of Representatives from the community, the municipality and the utility who will express their point of view concerning the status and the issue of assessing WWM & WQ. A discussion in Plenary will then involve the participants of the session. WWM & WQ Global and African Agenda AMCOW UNEP UN Habitat - GWP Objectives: To provide an update on the Global Dialogue for a WWM & WQ target of Sustainable Development Goals To discuss the setting up a monitoring system for WWM & WQ in Africa To initiate a dialogue among various African countries on the issue of WWM & WQ Description: A first presentation will be given describing the state of affairs concerning the WWM & WQ dialogue at Global level, with a focus on the latest developments on the SDGs and the Water target. A second presentation will provide an update on the sector monitoring system in Africa. Five selected countries that have participated in National Post 2015 consultations will provide their point of view from a National perspective. The session will end with a discussion in plenary. Waste water is a resource UNEP GWP- UN Habitat IWMI - UNESCO Objectives To share practical examples of productive uses of waste water (Irrigation, urban agriculture, energy, industrial use) Description The session will start with a global picture on how waste is being used as a resource worldwide, and then followed by a presentation on the Namibian experience using waste water for water recovery. It is then proposed to have a panel with a series of short practical cases on how waste is being used for productive use (mainly irrigation, food and energy). Finally, the session will end with a discussion in Plenary. 5 Description The session will start with a presentation providing an overview of the various experiences that can be found worldwide, then followed by a presentation on the economics of waste water. It is then proposed to have a panel of four professionals that describe various practical examples of low cost waste water treatment systems. A plenary discussion involving the participants will close the session. It will then be followed by a session on Water governance providing an overview of various options of governance. The session will then be followed by a panel with short examples of IUWM and Water Governance, during which the participants can react. 5

Water Quality : a shared responsibility UNEP GWOPA - UNESCO Objectives: To share experiences on enforcement and incentives for water quality To introduce the notion of shared responsibility for water quality where all stakeholders are involved from the users to the industry, farmer, municipality, etc. Description: UNEP will provide an initial overview of current guidelines and water quality monitoring processes that are promoted by various specialized agencies), followed by a presentation on water safety plans by GWPO. One country level specific presentation will then be made focusing on Ground Surface Water Quality in Ghana. A panel composed of various country representatives and a WHO representative will debate around the issue of enforcement and responsibilities. It is then proposed to end the session with a conclusion on the way forward.
