18 PAYT The Beginning ROVA wants to contribute to climate policy and sustainable development. Collaboration between ROVA and Municipalities Therefore stared in 1998 introduction of PAYT-system. The introduction of PAYT has lead to a cut of 20% on the cost of household waste collection and generated a residual waste reduction of 25%. However, since 2008 a stabilization of this decrease was observed.
