2 LONG-TERM OPERATION OF EXISTING REACTORS IN SWITZERLAND In 2011, after the Fukushima accident, the Federal Council and Parliament decided that Switzerland is to withdraw from the use of nuclear energy on a step-by-step basis. The existing five nuclear power plants are to be decommissioned when they reach the end of their safe service lifetime and will not be replaced by new ones. Nuclear energy is used solely for peaceful purposes, e.g. for producing electricity and for applications in medicine, industry and research. The 10-year average annual proportion used for producing electricity is 39% (up to 45% in winter). NEA WORKSHOP ON STAKEHOLDER INVOLVEMENT IN NUCLEAR DECISION MAKING RALF STRAUB 2
3 LONG-TERM OPERATION OF EXISTING REACTORS IN SWITZERLAND Switzerland s five nuclear power plants have a total capacity of 3.2 GW and an annual availability rate of approx. 90%. As a result of this decision and various other profound changes that have been observed for a number of years, in particular in the international energy arena, the Swiss energy system will require successive restructuring in the period up to NEA WORKSHOP ON STAKEHOLDER INVOLVEMENT IN NUCLEAR DECISION MAKING RALF STRAUB 3
4 ENERGY STRATEGY 2050 In view of this, the Federal Council has developed a long-term energy policy ("Energy Strategy 2050") based on the revised energy perspectives. It has produced an initial package of measures aimed at securing the country's energy supply over the long term. Initial package of measures in several directions. 9 ENERGY STRATEGY 2050 Parliament approved the draft in a final vote on 30 September The period within which a referendum may be requested runs from 11 October 2016 to 19 January On 27 November 2016: Swiss voters have rejected a proposal from the Green Party to close the country s five nuclear power plants after 45 years in operation. 10 ENERGY STRATEGY 2050 CHANGES IN THE LAW OF NUCLEAR ENERGY Ban on nuclear power plants Under the new lay no permits for the construction of new NPP s or any basic changes to existing power plants will be delivered. The existing NPP s may stay in operation for as long they remain safe. It is the Federal Nuclear Energy Inspectorate (ENSI) which decides whether conditions for safe operations are being met. This is an independent authority of the Confederation. Ban on the reprocessing of spent fuel In 2003 Parliament passed a moratorium on the export of spent fuel rods for the purposes of reprocessing. This law is in force until June With the Energy Strategy 2050 export of spent fuel rods for reprocessing will be banned indefinitely. 12 SWITZERLAND NUCLEAR RESEARCH Nuclear research will continue despite the decision to not build new reactors: Reactors will operate for many more years to come Waste repository work will be required as well Monitoring of the nuclear technologies is a mandate The Swiss competence center for nuclear research is the Nuclear Energy and Safety Division (NES) at Paul-Scherrer-Institut (PSI).
