Eleventh Annual Meeting of the International Decommissioning Network (IDN) Vienna, 4-6 December 2017 Status Report on IDN Activities Patrick O Sullivan Decommissioning Specialist Waste Technology Section / Division of Nuclear Fuel Cycle and Waste Technology / Nuclear Energy Department
Outline of the Presentation Global Status IDN Status Report IAEA Supported Tools Conclusions 2
Global Status of Nuclear Facilities [Sources: IAEA PRIS; Research Reactor & NFCIS Databases] Small industrial and research facilities using radioactive material : several 000s 3
Power Reactors Worldwide : life cycle view Growing needs of decommissioning 57 reactors under construction 448 reactors in operation - ~ 50% > 30 years old By country By type ~ 160 power reactors permanently shutdown 4
Worldwide Outlook for Decommissioning of Power and Research Reactors Estimates Other non-reactor nuclear facilities will have to be also decommissioned and their sites reused, especially fuel cycle facilities industry and research. 5
EUROPE : a leading region for decommissioning power and research reactors regional distribution Europe POWER REACTORS IN AFRICA RR IN AFRICA POWER REACTORS IN EUROPE RR IN EUROPE POWER REACTORS IN ASIA RR IN ASIA AND PACIFIC POWER REACTORS IN AMERICA(s) RR IN AMERICA(s) 6
European Shutdown Scenario Assumption : 40 yr operating life time PRIS IAEA DATA Assumption 40yrs lifetime RR OTHER PR PR 50 Power Reactors still in operation which should be stopped according to the scenario 40yrs PWR + BWR
European Shutdown Scenario Sensitivity Analysis Mix of 40 years / 50 years life time European shutdown scenario (assumption of mixed 50y / 40y operating lifetime for power reactors) scenario IAEA DATA 50yrs 40yrs Assumption: modified shutdown strategy from 50 yrs to 40 yrs, e.g. due to energy policy changes OTHER PR PWR + BWR
Number of power reactors Outlook for Decommissioning Resources and Waste Generation European decommissioning mixed scenario, illustration of waste generation timing Demolition VLLW Reactor decommissioning LLW ILW Transition & Preparation VLLW LLW Spent Fuel European decommissioning mixed scenario, illustration of human resources Resources for power reactors decommissioning Resources for decommissioning studies Major Assumptions Future change of shutdown strategy from yrs : Around 75% of the operating reactors have not confirmed final shutdown timing Strategy: Around 70% of the reactors may implement immediate dismantling strategy It is assumed that the Immediate strategy will be preferred when prerequisites are in place; Safe Enclosure is considered when already decided and for GCR (waste route issue for graphite). Waste production: ILW produced during reactor decommissioning, VLLW and LLW produced during preparation and reactor decommissioning, VLLW produced during demolition. 9
