3 1 Introduction This guideline following the principles as described in Annex 1 and 2 of the Separate Collection Ordinance provides detailed instructions how to compile and calculate waste data in order to assess the achievement of the diversion targets for biodegradable waste from landfills pursuant to art. 31 para. 1 p. 2; and the recycling targets pursuant to art. 31 para. 1 p. 1; and the targets for separate collection and recovery of Biowaste pursuant to art. 8 para 1, Separate collection Ordinance. 1 The calculation formulas needed to determine the achievement of all three targets ar presented in Annex 2 of the Separate Collection Ordinance. Also a detailed explanation on the waste types included and the data quality is provided in Annex 2 of the Separate Collection Ordinance 1.1 Recycling Targets According to WFD (2088/98/EC) single Member States must report every 3 years to the EU-Commission about the fulfilment of the 2020 targets for preparation for reuse and recycling of specific MSW fractions; four specific calculation methods for reporting are outlined in EC Decision (2011/753/EU). These waste-generators are, in most cases managed under the same collection scheme as established for households. The same applies for mxed (residual) waste as partly also for packaging waste, collected with road containers. Therefore municipal solid waste is a mixture of household waste and household-like waste produced by non-domestic waste-generators. 1 Gemneral explanations regarding the Biowaste Recycling Targets are given in Part A) of the Manual for Municipalities - Guideline on the implementation of the Ordinance on Separate Collection of Biowaste

4 Therefore,,it is likely that in Bulgaria calculation methods N 2 or 4 are the most suitable ones to be adopted for the majority of Municipalities and calculation methods N 1 and 3 will not be considered. However, this guidance and the included calculation model is designed in a way that all four accounting methodologies can be applied in a flexible manner with the provided excel files.

5 1.2 Diversion targets for biodegradable waste from being landfilled The guideline covers all necessary elements in order to calculate the diversion of biodegradable waste from being landfilled, including the assessment of the organic waste fraction after biological treatment of mixed municipal waste in a MBT plant which is still accounted as biodegradable if the stability criterion is not met. 1.3 Targets for separate collection and recovery of Biowaste pursuant to art. 8 para 1, Separate collection Ordinance The biowaste recycling targets have to be achieved by means of separate collection and recovery by composting, anaerobic digestion or as renewable energy source in biomass incineration plants within the territory of a Waste Management Region by the joint efforts of all Municipalities belonging to the RWMA. The targets are expressed as a percentage of the calculated Biowaste Generation in This means, 2014 is the so-called Baseline Year for which the total potential of generated biowaste stemming from households or other entities under the municipal waste collection regime is estimated. And this has to be achieved: % separately collected & recovered biowaste until target year relative to biowaste generated in Baseline year: 25 % % % 2025

6 2 Data to be considered in the calculation model Targets for preparation for reuse and recycling of specific MSW fractions must be calculated considering the two main activities: 1) Separate collection of different waste types (or groups of waste types) and delivery to recycling/recovery plants with or without necessary pre-treatment steps 2) Minimisation of residual waste and pre-treatment by means of mechanical sorting (MT), mechanical and biological treatment (MBT) and/or incineration; pre-treatment of MSW allows to recover additional amounts of waste materials for subsequent material recycling. 2.1 The concept for calculating the achievement of the recycling targets under art. 31 para. 1 p. 1 The principle concept is described in following figure. The amounts indicated with green-lines are considered to be materials prepared for reuse and recycling. The amounts indicated with red-lines are considered to be materials lost to disposal. 7 2.2 The concept for calculating the achievement of the Diversion Targets for Biodegradable Waste from Landfills under art. 31 para. 1 p. 2 WMA Within points n 1) and n 2) previously stated there are 5 specific activities that contribute to the diversion of biodegradable waste from landfills (art. 31 para 1 p. 2): Separate collection and composting or AD of biowaste (R3, R10); Separate collection and recovery of wood waste, paper and cardboard, textiles (non-synthetic fraction) Separate collection and energy recovery of woody green waste in biomass incineration plants (R1) Biological treatment (BT) of the organic fraction of mixed municipal waste resulting in 3 possible outputs: o Stabilised MBT Output according to the Biowaste Ordinance for the use in reclamation of closed landfill sites, old mining areas and in road construction (R12, R10) o Stabilised MBT Material being landfilled in compliance with the minimum stability requirements as described in the Separate Collection Ordinance (R12) o Bio-dried MBT Material being recovered as RDF in Waste to Energy Plants Incineration of the biodegradable fraction of mixed municipal waste with energy recovery Total generated BMW (Paper, Card, Food-, Garden-, Wood, Textiles, others) Source separated BMW (separate collection) Recycling of paper, cardboard Recycling of biowaste Recycling of other BMW Separation Facility Mixed/residual waste (to disposal) MBT Landfill Incineration

8 2.3 The concept for calculating the achievement of the Biowaste Recycling Targets under art. 8 para 1, Separate Collection Ordinance Waste types to be included in the calculation model for the targets These waste types may be included in the calculation model: Waste code Waste designation pursuant to the EU Waste List Biodegradable kitchen and canteen waste Explanation Includes all source separated kitchen waste from private households and central kitchens (restaurants, canteens, catering services) and also source separated organic household waste if garden waste is collection with the same collection system ( BIO-BIN ) Compostable waste Separately collected garden and park waste (grass, leaves, bush and tree cuttings, flowers, windfall etc.) from the maintenance of public parks and green sites, cemetery as well as from private households and similar entities Waste from markets Only source separated biowaste (vegetables, fruits) Materials unsuitable for consumption or processing materials unsuitable for consumption or processing Former foodstuff of animal origin from retailers and shops included in the municipal collection scheme for biowaste Former foodstuff of vegetable origin from retailers and shops included in the municipal collection scheme for biowaste

9 2.4 Main sources of waste generation and collection data Data about MSW collection of different waste materials should be available at each municipality; even so if Municipalities are managed at district level, or if MSW is collected with the same vehicle, or collection round, together with other municipalities, specific data may not be available. A short list of suggestions to how make relevant data available for reporting is compiled below: Data about a single municipality can be derived from a larger MSW data, according to the population (number of inhabitants) share or the household share; for examples if a municipality M 1 of 500 households is included in a waste-management area M a of 6000 households, than the amounts of waste referring to M 1 can be derived from those of M a with the following calculation: (understandable?) MSW 1 = MSW a * 500/6000 Data about residual or mixed MSW composition can be obtained from the standard data provided in the Excel Model [spreadsheet: 4 MSW composition ] based on the Waste Composition Methodology Actual morphological waste analyses, not older that 5 years, carried out in the own Municipality or the Waste Management Region where the Municipality belongs to, and performed in accordance with standard methodologies approved by the MoEW Updated National Data, approved by the MoEW, if not available at municipal level; In any case, if no individual study for the own Municipality exists the following 3 settlement types shall be used and allocated for each individual Settlement belonging to your Municipality < 3000 inhabiltants inhabitants > inhabitants Further explanations is given below for filling the spreadsheet 4 MSW composition Data about packaging recycling from a single municipality should be achieved from the Recovery Organisations in charge of fulfilling recycling targets for packaging waste in the respective municipality or region. Average recovery rates of dry recyclables (i.e. paper, plastics, glass, metals, wood, etc) at MT, MBT or Incineration plants can be obtained from the Plant Manager. 10 3 The Standard Excel Calculation Model for Reporting A simple Excel program has been realized as a first step to support municipalities and waste Management associations to prepare complete and correct report on the achievement of the targets under art. 31 para 1. WMA. The Excel Program is a preliminary tool. In a second step and on behalf of the ExEA, this concept will be implemented into the National Electronic Data Management System for waste reporting which will be based on a relational data base facilitating user friendly use of customised data sets (like customer and waste list etc.) Following forms and format are consistent with the calculation methods and reporting forms detailed by the EC Decision (2011/753/UE): Form: 2 MSW Sources and Form: 3 MSW Production The Excel Report is divided into separate forms: a short description of the use of each form follows here. The screenshots of the Excel Sheets guide you in a step-wise sequence for filling the data in the different spreadsheets. The Bubbles highlight the cells for which data input or data selection is necessary. 19 4 MSW Composition: In sheet 4 waste composition data must be defined. As said thgere are 2 options: 1) Waste composition data based on OWN MORPHOLOGICAL ANALYSIS CARRIED OUT BY THE MUNICIPALITY 2) STANDARD COMPOSITION DATA provided approved by the MoEW Distribution of population and municipal waste generation to 3 settlements within the territory of a Municipality In order to achieve the correct waste composition for the entire Municipality, taking in to account the population size of all included settlements the TOTAL POPULATION living the respective settlement types need to be entered. Also you have to enter the TOTAL MUNICIAPAL WASTE GENERATED for all 3 settlement types. The weighed mean composition of the MSW for the entire Municipality is automatically calculated and used in the further calculations. 1 Insert total population number for each settlement type in the territory of the Municipality. Treatment (undersieve) % 390 After rotting (32% organic matter in MBT output after biological treatment) % 96 50% (= equivalent to 16% organic matter content in MBT Output after rotting) is accounted as biodegradable in case of disposal als long as no stability criterion is laid down in Bulgaria 16% 48 6 Reporting-01 Recycling: According to Data inserted in Form 3 MSW Production 4 different, possible calculating methods are applied to verify the achievements of the 2020 targets for preparation for reuse and recycling of specific MSW fractions as requested by the WFD (2088/98/EC) [Art. 31 para. 1 p. 1 WMA] For METHOD 1 the percentage of MSW that is generated by households only (maximum is 100% if no commercial entities are included in the municipal waste collection scheme) is automatically taken over from FORM 3 MSW Production. This percentage is applied to total amounts of the Waste Materials generated as MSW. METHOD 2 is applied considering MSW from households and from waste generators that are included in MSW management schemes. For METHOD 3 the percentage of MSW that is generated by households only (maximum is 100%) is again automatically taken over from FORM 3 MSW Production.. METHOD 4 is applied considering MSW from households and from other waste generators that are included in MSW management schemes.
