Project Background The purpose of the Monitoring Report is verification and certification of the emission reductions received during the period of 20/04/ /08/2010 by the project activity Prony and Kafeate wind-farms, New Caledonia. The calculations will serve as a basis for the verification of those emission reductions and issuance of VERs as per requirements of UNFCCC Methodology ACM0002 (version 07), Consolidated methodology for gridconnected electricity generation from renewable sources. Further background information on the project activity can be found in the Project Design Document (PDD) and associated documents, which have also been validated as per requirements of the Gold Standard version 2.0. The PDD and associated documents (including the GS passport) are available upon request. The project activity involves the generation of renewable energy from wind. It thereby displaces grid electricity that is at 80% produced by fuelbased power plants. The project activitiy is a bundle of 2 different wind parks, one located in Prony and the other in Kafeate. Prony wind-farm consists in 4 different smaller wind-farms and Kafeate of two wind-farms that are all owned and operated by a dedicated subsidiary of Aerowatt. Each subsidiary is incorporated in NC. 3 These six wind-farns all use turbines GEV MP and GEV 26/220 manufactured in France by Vergnet. Monitoring Background Section B.7 of the PDD provides all details in regard to calculation of emission reductions and the monitoring plan to be followed by the project activity. Both the emission reduction calculations and the monitoring plan are based on the UNFCCC Methodology ACM0002 (version 07), Consolidated methodology for grid-connected electricity generation from renewable sources. The metering of the net energy electrical generation is done as per procedures defined in the Power Purchase Agreements between Aerowatt and EEC for Prony II, III, Mont-Mau and Touongo on one hand and Enercal for Kafeate I and II on the other hand. The power metering system consists of 4 meters for Prony II and III, Touongo and Mont-Mau (see Annex 5 and section for details). For Kafeate I and II, the electricity generation measured jointly by three main meters (one main meter and one backup for energy exports and one meter for energy import) operated by Enercal. The design of the metering system is checked and approved by EEC/ENERCAL respectively before commissioning of each plant included in the bundle. Details regarding the monitoring of the Gold Standard indicators can be found in the section G of the GS passport. Monitoring data has been collected directly from the PO (GS2, GS5 and GS6) or derived from the PDD monitoring plan (GS1 and GS3). For this monitoring period (GS7, impact on birds) is not required. 3

4 3. Monitoring Results 3.1. Monitoring period According to GS PDD, starting date of the crediting period is 1 st April 2007, or 2 years before the expected registration date of the proposed project as a GS-VER activity, whichever is latest. The GS-VER registration occurred the 20/04/2010, the crediting period is thus chosen as the 20/04/2008. This is the first monitoring report of this project activity. It covers the period 20/04/2008 to 31/08/ Presentation of monitoring results The monitoring data provided to the DOE includes: 1) List of wind-farms using a similar technology in the Pacific and maintained from NC 2) Monthly electricity invoices from EEC and Enercal 3) List of employees directy involved in the operation of Aerowatt s wind-farms in NC 4) Letter from the RECS showing that the wind-farms included in this bundle are not benefiting from green certificates 5) Calibration reports of the metering equipment of the wind-farms Monitoring s PDD monitoring data Electricity production and consumption is continuously measured by metering equipment owned by EEC and ENERCAL. Each month, the electricity export and import readings are collected and used to prepare the power invoices. Prony 2, Touongo, and Kafeate 1&2 power meters are placed in their respective substations. Only Prony 3 and Mont-Mau show a different set up. A common meter to Prony 3 and Mont-Mau is located in the shared substation. Mont-Mau meter is located upstream at the gathering point. Prony 3 production is calculated as the difference between these two meters (See Annex 5 for a diagram). For Kafeate I&II ENERCAL invoices separately the electricity imported and exported to the grid. The net electricity exported is therefore calculated as the difference between the invoices. For Prony 2&3, Mont- Mau and Touongo, EEC does not invoice the energy consumed by the wind-farms but subtracts it directly from the energy produced. The energy invoiced by these wind-farms can therefore be directly considered as the net electricity production. 4

5 The amounts of net electricity exported are crosschecked with info provided by the Observatoire de l énergie, a government based agency, which is responsible for collecting and archiving energy data for New Caledonia. Description of measurement methods and procedures to be applied: QA/QC procedures to be applied: Any comment: Measured continuously by a kilowatt meter and recorded monthly by monitoring personnel. Only the net electricity exported to the grid shall be taken into account. This means that the monitoring measurement method shall exclude electricity imported from the grid by the project activity and possible transmission losses. Exported electricity to the grid is measured by a kilowatt meter which is controlled by the power grid company Trained and qualified staff is responsible for recording electricity export data from the kilowatt meter Meters will be calibrated periodically according to national standards Data is measured by meters and will be crosschecked by electricity sales receipts. In sales receipts, incomes not deriving from electricity production but declared as electricity supplied to grid because of limitations of accounting system shall be identified and subtracted. If differences still occur, the more conservative amount shall be used. Refer to B.7.2. for a description of the monitoring plan Gold standard monitoring data Air Quality In New Caledonia, most of the electricity production is concentrated in a few fossil fuel power plants. These plants are emitting a lot of sulfur in the atmosphere. By providing to the grid some clean and renewable energy, the proposed project activity helps to reduce the amount of sulfur and other pollutants emitted to the atmosphere. 5

6 The quantity of avoided sulfur emission is roughly estimated on the basis of sulfur content of oil in NC and the main power plant efficiency. Indeed, in order to maintain its turbines, Vergnet set up an affiliate company in NC. This affiliate company has then been subsequently used to maintain other wind-farms using a similar technology all over the Pacific. This demonstrates that the Vergnet team has been able to export his know-how and services abroad. If dead birds are found during daily wind-farms inspection by Aerowatt staff, this is notified in a specific notebook Metering equipment accuracy The main meters will be operated by ENERCAL or EEC-Suez according to their own procedures. The electric energy metering equipment includes an electric energy meter (or kilowatt meter) and other electric energy metering devices. All meters in use in the project activity are SL7000 from Actaris ( SL7000 is a class 0.5S for active power. For Kafeate I&II, three meters are used for the purpose of monitoring 5 : - meter for energy imports (called total consumption) - meter for energy exports (total production 1) - meter for energy exports (total production 2) 5 On top of these three meters, there is an additional meter n used to measure production of Kafeate II. This measure is used in the purpose of invoicing between Kafeate I and II and is out of the scope of the project activity. " 10

All meters have been calibrated during the monitoring period upon request from Aerowatt by EEC and Enercal. The calibrations have been conducted the for Prony II, III, Mont-Mau and Touongo by EEC and the for Kafeate by Enercal. All calibrations have been conducted with a TESTGYR D3000 (serial number: ). The calibration equipment is certified by MTE ( For the meters operated by EEC the maximum errors reported are : - Prony II: 0.042% - Prony III: 0.074% - Mont-Mau: 0.054% - Touongo: 0.087% For the export meters operated by Enercal the error reported is 0.13% (chosen as the maximum error on active power exports readings). As a conservative procedure and as per EB52 annex 60 a discount of 0.5% will be applied to the total verified credits to take into account the deviation from the metering equipment. 11

12 3.5. Calculation methodology The emission reductions of the Project have been calculated in accordance with the approved small scale CDM-methodology ACM0002 version 07. For baseline calculations the ACM0002 refers to the Tool to calculate the emission factor for an electricity system, which offers two options of which the Combined Margin (CM) approach has been chosen. The CM consists of the combination of operating margin (OM) and build margin (BM) according to the procedures prescribed in the abovementioned tool. 13 period. The PPs decide to neglect the emission reductions from this short period which is conservative. For the wind-farms delivering power to EEC, information regarding energy consumed and exported by the wind-farms is compiled by EEC and only net electricity generation is invoiced. We provide in the table below the summary of the monthly invoices for Prony 2, Prony 3, Touongo and Mont Mau. Touongo only started production end of 2009, there are no invoices dated before December In the following tables, the invoice date defines the day when the meter is read. It is always the last day of the month and the period covered by the invoice is the month of the invoice date( an invoice date of corresponds to an invoice covering from the 1 st of august to the 31 st 2010). In Touongo s invoices, the total net generation is divided by an energy loss coefficient introduced by EEC in the purpose of invoicing. However this loss production has no physical reason and will not be considered. For the purpose of this monitoring report the net generation before loss has been considered instead of the invoiced generation (which is equal to the net generation time the loss factor). Enercal does not make any difference between the two windfarms but contrary to EEC invoices energy exported and imported separately. The summary of these invoices is provided below. Because of some Enercal internal administration issues, import invoices for May and June 2008 were lost. For these two months and for conservativeness reasons, the maximum monthly import reported ( kwh in red in the table) during the monitoring period has been considered as a default value. 15 The consistency and the content of information collected for monitoring of the GS indicators have checked by South-Pole itself. During all the crediting period, South-Pole will be who will be in charge of the SD quality control process. GS1. Air Quality Tonnes of sulfur avoided calculations are reported in the Table below. The PPs can therefore claim that the project activity results during the 1 st monitoring period in circa 166 tonnes of sulfur emission avoidance. GS2. Quantitative employment and income generation Since the opening of Touongo in 2010, the maintenance and the operation of the project activity has increased from 16 (as reported in the GS passport) to 22 job positions in NC. The precise list of employees and name in 2010 is provided directly from Aerowatt and Vergnet GS Two persons are employed by Aerowatt with permanent contracts in NC : - Stefan SONTHEIMER, head of Aerowatt in NC - Félix HAOCAS, responsible for the operation of the wind-farms For Vergnet (the manufacturer), 20 persons have permanent contracts and are involved in the maintenance of the wind-farms. Most of these positions are occupied by island natives. The complete list of employees can be found in Vergnet Pacific xlsx file. 15

16 GS3 Balance of payments and investment Energy savings for New Caledonia calculations are provided below. The PPs can therefore claim that the project activity results during the 1 st monitoring period in circa 15.7 million euro energy savings for New Caledonia. GS4 and GS5 : Technology transfer and technological self-reliance An from Vergnet confirmed the fact that 5 other wind-farms using similar technology are maintained by the staff from Vergnet NC in the Pacific : - 1 wind-farm in Australia in Coral Baye since 2006 for a total installed capacity of 825 kw - 1 wind-farm in Fiji in Butoni since 2006 for a total installed capacity of kw - 1 wind-farm in Vanuatu in Kawene since 2008 for a total installed capacity of kw - 1 wind-farm in Japan in Okinawa since 2009 for a total installed capacity of 550 kw - 1 wind-farm in New-Zealand in Chatham since 2010 for a total installed capacity of 550kW 16

17 At the date the monitoring report is being written, all wind-farms described in the PDD are still in operation and are using the GEV MP and GEV 26/220 turbines. GS4 is not expected to change during the whole crediting period. GS6. RECS check A statement from the RECS ( from Frédéric Tuillé from the O bserver institute) certifying that none of Aerowatt s wind-farm in NC benefits from green certificates is provided. GS7 Impact on birds From the period 1 st of April 2010 to 31 st of August 2010, no dead birds were found on Prony II, III, Mont-Mau, Touongo and Kafeate I&II sites. GS3 scores for this period is 0. Bird hits are monitored daily by the wind-farm operators. If during their daily interventions they notice some dead birds, they report it in a dedicated log-book. Log-books from the different wind-farms are then centralized by Aerowatt at the end of the monitoring period and the info compiled in the monitoring report by South Pole. On top of this daily monitoring (upon GS request and only for the second verification) the DOE will interview a local environmental expert to check whether the impact of the wind-farms on birds can be still regarded as negligible and that the wind-farms do not impact the Important birds Areas as defined by Bird Life International ( Roles and responsibilities All wind-farms are owned and operated by Aerowatt. The plant manager is responsible from monitoring the electricity generation data as well as the full operational processes. South Pole Carbon develops the carbon emission reduction project including preparation of monitoring reports and completing the verification procedures. 17
