3 Gas from renewable energy sources in the EU Directive 2009/28/EG (1) The EU legislative framework is technology neutral Recital 12 mentions the importance of biogas and the high GHG saving potential Definition of: RES landfill gas, sewage treatment gas and other biogases and Biofuels liquid and gaseous fuel for transport from biomass Gas from renewable energy sources in the EU Directive 2009/28/EG (2) Grid access article (Art. 16): Non discriminatory transport and distribution charges (para.7) Assessment of the need to extend gas net work for integration of gas from RES, where relevant (para.9) Publishing technical rules on quality, odoration, pressure requirements (para.10) Publishing connection tariffs (transparent and nondiscriminatory criteria(para.10)

4 Sustainable Renewables in transport The contribution made by biofuels produced from wastes, residues, nonfood cellulosic material, and ligno cellulosic material shall be considered to be twice that made by other biofuels (Art. 21, para. 2) All consignments of biofuels and bioliquids to be counted towards the 10% target must comply with sustainability criteria: Minimum of 35% GHG savings, rising to 50% by 2017 (and 60% for new installations by 2018) To safeguard land with high carbon stocks no conversion of wetlands, peatland or continuously forested areas indirect effects of land use change (ILUC) to be addressed, if appropriate To safeguard biodiversity, no raw materials allowed from sensitive areas (old forest, grass lands, protected areas) Explanatory Communications and Guidelines on calculating land carbon stocks, see: The role of the NREAPs (1) Setting the legal framework for renewable energy and the pathways towards the 2020 targets Article 4 of the renewable energy Directive (2009/28/EC) requires Member States to submit national renewable energy action plans by 30 June 2010 Crucial for: The necessary stability/predictability for investors The Commission's ability to effectively enforce the Directive and keep Member States on track Transparency of RES developments in the EU

Has any assessment been carried out on the need to extend the gas network infrastructure to facilitate the integration of gas from renewable sources? What is the result? If not, will there be such an assessment? Are technical rules on network connection and connection tariffsfor biogas published? Where are these rules published?

11 Conclusions for all NREAP s Biogas potential is much bigger than usually planned production homework for the Member States Ambitious targets by e.g. Germany, Denmark, Czech Republic, Latvia, Luxembourg Biogas potential in transport: not yet discovered To reach the target (20% Renewables) of the EU directive we will have a very great growth in biogas plant installations No targets for upgrading and gas grid injection Not legally binding targets > NO penalty mechanism Conclusion & Vision Renewable Energies need a support to come up because of the factthat fossil fuels also got and get subsidies in very different ways Biogas need clear commitments and will in politics Biogas need stable and efficient support systems like feed in tariffs and investment subsidies Feedstock s: Biological waste, manure, second crops, energy crops Priority grid connection for renewables for both grids power and natural gas Use of all application paths CHP with fixed efficiency targets Injection into the gas grid (CHP, renewable heat and fuel) Natural gas fillings stations are needed
