1 EXPANDING SUSTAINABLE DEVELOPMENT PRACTICES IN PORTLAND, OREGON REPORT AND RECOMMENDATIONS
2 PURPOSE: GREEN BUILDING POLICY Reduce the built environment s impact on global warming Advance City sustainability goals with the development community as an active partner Maintain and further Oregon s competitive advantage in the Sustainable Development Industry Seattle with a 3 meter sea level rise as predicted by many IF we do not stop global warming 2
3 OBJECTIVES, CRITERIA, AND PRINCIPLES Criteria against which all recommendations are evaluated : Readily Implemented Built on successful programs, services, initiatives, and partnerships with members of the development community Phased to be increasingly more stringent Of sufficient scope to provide measurable impacts 3
4 CURRENT STATUS Inadequate Citywide Coordination for sustainable development policy, programs, and services Conflicting regulations Too little support offered too late in the development process Lack of Incentives Too many standards 4

TECHNICAL ASSISTANCE Different scales and complexities of construction projects would benefit from two major types of assistance to reach sustainable goals: technical assistance and process coaching. 9 CATEGORY IV. FINANCIAL INCENTIVES To impact global warming we have to significantly reduce carbon dioxide emissions; financial incentives are the key to motivating this change. 13 CALIFORNIA S PROGRAM February 2008 CALIFORNIA TO REQUIRE NET-ZERO ENERGY BUILDINGS By adjusting Title 24, the California Energy Commission proposes to require net-zero-energy performance in residential buildings by 2020 and in commercial buildings by
