3 Section 1: Executive Summary The 2010 Summary Report for the Timmins Water Filtration Plant is being submitted to satisfy Schedule 22 of Ontario Regulation 170/03, the requirement to prepare and distribute a summary report of water quality. As per Ontario Regulation 170/03, the summary report must contain the following information: List the requirements of the Safe Drinking Water Act, the corresponding regulations, the system s Consolidated Certificate of Approval, any order of which the system failed to ensure compliance at any time during the period of January 1 st to December 31 st, 2008, and to specify the duration of any non-compliant situations; For each period of non-compliance, describe the measures and corrective actions taken to restore the system s integrity; Provide a summary of the quantities and flow rates of the raw waters treated and the waters supplied to the distribution system during the period of January 1 st to December 31 st, 2010, including maximum daily flows, instantaneous peak flows and monthly averages; and A comparison of the actual flows to the rated capacity and flow rates approved in the Consolidated Certificate of Approval. Water consumption in 2010 totalled 9,492,937 cubic metres of water for an average daily flow of 26,008 m 3 /day. The peak day flow was 36,481 m 3 /day, occurred on May 25, A total of 851 distribution samples were collected and tested for bacteriological parameters in 2010 with no samples showing any coliform (bacteria) contamination. However, a treated water sample collected at the water treatment plant on December 30 th, 2010 showed an e-coli count of 1 and a total coliform count of 32. A resample was collected and passed the requirements of 0 e- coli and 0 totoal coliforms. Chemical and quarterly samples from the distribution system showed high 4 quarter running averages for THM s (TriHaloMethanes), exceeding the maximum value of 100 ppb in the last 3 quarters of This was the result of an abnormally high reading in June of 183 ug/l. The area was subsequently flushed and re-samples were collected with the individual value being below the 100 ppb limit. All other parameters tested were within Provincial Water Quality Objectives. In 2010, the City saw the completion of three capital projects. The first project was the filter media replacement for 3 of our 6 filters at a cost of approximately $120,000. The second project was upgrades to the Mclean Drive Reservoir to allow for full operational control of this reservoir from the Water Filtration Plant at a cost of approximately $150,000. Finally, the third major capital project was the installation of perimeter fencing and security system at a cost of approximately $200, TWFP Summary Report March 24 th, V-1 3 of 16

4 Looking forward to the future, major projects are scheduled to be completed in 2011 include: Replace lime for post filtration ph adjustment with caustic soda Construction of a pressure control building near the intersection of the two transmission water mains to South Porcupine to increase our hydraulic control in the east end of the City Upgrades to the Tisdale Reservoir, in conjunction with the construction of the pressure control building, to increase our hydraulic control in the East End of the City. An extensive watermain flushing program to reduce coloured water calls when operating the McLean Drive reservoir and lower THM s will take place in the spring Structural rehabilitation of Filters #4 and #1 including filter media replacement Continued work with the Source Water Protection Committee to protect the Mattagami River water shed and specifically the intake zone at the WFP Ken MacDonnell, P.Eng. 5 Section 2: Introduction / Technical Brief The goal of the Timmins Water Filtration Plant and associated facilities is to provide customers within the City of Timmins with valued service through responsible water resource management. The Timmins Water Filtration Plant is solely owned by the Corporation of the City of Timmins, and provides and promotes reliable cost effective systems for the continual safe delivery of consistently high quality potable water. In response to an outbreak of Escherichia (E.coli) in Walkerton, the Ontario Provincial Ministry of the Environment (MOE) announced Operation Clean Water and enacted the Safe Drinking Water Act in The Safe Drinking Water Act prescribes strict, enforceable, mandatory requirements for the testing and treatment of all municipal drinking water systems, and the necessary protocols when standards are not met. The regulation also identifies accountability for drinking water safety with those persons who dictate an intimate responsibility for the safety of the system and supports the consumer s right to timely and accurate reporting of water quality information. The Safe Drinking Water Act and associated releases recognizes the facility operators and the members of City Council, as responsible individuals who are inherently responsible for potable water infrastructure and public health and safety. The Safe Drinking Water Act has impacted the Timmins Water Filtration Plant (TWFP) and its customers in the following ways: Prior to 2001, the TWFP maintained a maximum level of 0.45 mg/l free chlorine at the point of entry to the distribution system, often resulting in an undetectable level at the furthest point. Prescribed levels of chlorine must now be added to all water supplies to ensure a minimum of 0.20 mg/l at the furthest point within the distribution system. Customers have noticed and regularly commented on the increased chlorine taste and odour within the cities water supply; Increased sampling and testing through interim measures, and the generation of an Annual Report (brief summary) and a Summary Report (detailed document) are now required by legislation for public perusal; All water treatment systems must follow minimum disinfection standards established to ensure appropriate contact time (CT) for the disinfecting agents. This has involved the substitution of previously utilized chemical agents and mandatory upgrades to the system infrastructure. (i.e.: chemical delivery systems, mass flow measurement, enhanced filtration techniques, process control systems & strategies, and baffled chlorine contact chambers) All water treatment systems must maintain accurate inventories of stored chemicals and ensure that all designated substances (i.e.: asbestos, mercury, oil, etc.) have been disposed of in an appropriate manner with accompanying documentation; Annual system upgrades have resulted in short-term decreases in production and capacity as the facilities remove deficient components and undergo the necessary upgrades & transition to comply with new regulations; 2010 TWFP Summary Report March 24 th, V-1 5 of 16

6 Schedule 22 of Ontario Regulation 170/03 requires all waterworks to produce and distribute this Summary Report. The report for 2010 will be submitted to the Director of Public Works and Engineering by March 31 st, Copies of the report will be made available for customers at the reception desk at City Engineering. An electronic copy of the report will be made available on the official web site at The Timmins Water Filtration Plant is a conventional water filtration plant located at 110 Feldman Road and receives raw water from the Mattagami River at a maximum daily rate of taking of 54,600 m³/day. The facility receives waters from the surface of the Mattagami River through a single 1500 mm diameter intake pipe which is screened to prevent the intrusion of floating organic debris. The raw water flows by gravity into a raw water well where a combination of four (4) low lift pumps transfer the water into a mixing chamber for chemical conditioning. Raw water chlorination is available but is not presently in use due to the excessively high organic loading within the receiving waters. At the mixing chamber, hydrated lime is added to increase alkalinity of the water to allow subsequent reactions with alum and a cationic polymer. At this point, the water travels to a series of two Actiflo trains for settling and removal of colour and turbidity. This is a part of the new construction project for the Water Filtration Plant and was commissioned and put into operation in May of The footprint of the two new Actiflo Trains occupies the same physical space as the old Degremeont clarifier. However, with the addition of micro-sand into the clarification process, the clarification and solids removal occurs rapidly with a retention time of less than 1 hour. This allows for the plant to treat the same amount of water in a much smaller space. The old MicroFloc Plant has been converted into a residuals management system to treat water generated as waste in the plant for backwashes. This water now leaves the plant at the suspended solids loading significantly lower than the required concentration of 25 mg/l. Flows from each of the Actiflo Trains then enter six (6) dual media filters to remove the small particles of flocculation which are too light in weight to settle. Once the water has gone through the filters it is pumped into the blending chamber where final chlorination and ph adjustment takes place. The addition of hydrated lime for ph control also provides the necessary alkalinity adjustment to effectively reduce water corrosion within the distribution system. Water then enters a single 4.54 million liter chlorine contact chamber (CT Chamber) where the incoming waters are forced to follow a serpentine path, preventing the short-circuiting of water and providing the maximum residence time to ensure adequate disinfection of microbiological parameters. Two (2) 4.54 million liter storage tanks called clearwells are situated directly after the CT Chamber and hold the treated water prior to pumping into the distribution system. Four (4) electric high lift pumps are used to supply the required amount of water and pressure (to a maximum of 912 kpa) to satisfy the needs of the population base. In the event of a power outage a large diesel generator that will start automatically to ensure a non-interruption of electrical service at the plant. There is also one (1) diesel high lift pump which must be manually started by the operators when required. In addition to the storage at the Plant, there are three (3) reservoirs located within the distribution system TWFP Summary Report March 24 th, V-1 6 of 16

7 Hollinger Park Standpipe o Above ground, single cell, steel storage facility o Volume of 10, 400 m3 o Dimensions are 39.6 m high x 18.3 m diameter o Hypochlorite re-chlorination capability with chemical feed pumps Maclean Drive Reservoir o In ground, dual cell concrete reservoir o Volume of 10, 400 m3 o 2 electric high lift pumps plus a diesel high lift pump, each capable of supplying the potable water demands for Timmins and Mountjoy at a pressure of 650 kpa o Hypochlorite re-chlorination capability with chemical feed pumps Tisdale Reservoir o In ground, dual cell concrete reservoir o Volume of 5,678 m3 o Chlorine gas re-chlorination capability In addition, the Moneta Booster pumping station, located on Goldmine Road, boosts the pressure to Schumacher, MacDonald Lake, and the transmission mains to South Porcupine. The discharge pressure leaving the booster station is 590 kpa. The booster station normally operates with 4 high lift pumps (3 operating and 1 standby). In the event of low demand periods, 3 jockey pumps (2 operating and 1 standby) are available. A diesel generator is available in the event of electrical power disruption. The Moneta Booster Station is fully controlled from the Water Filtration Plant SCADA system. The MacDonald Lake Treatment Plant has since been converted to a Booster Station with Post- Chlorination capabilities and now operates on the Timmins distribution system network. In addition, the Shaw Well system was disconnected in December 2006 and now operates on the Timmins distribution system network. Hence, all potable waters supplied to the residents of Timmins, Schumacher, MacDonald Lake, Buffalo Ankerite, Delnite, South Porcupine and Porcupine have since been connected to ensure a constant supply of esthetically clean potable water which is free of microbiological activity. Facility Specifics i. The Mattagami Water Filtration Plant is a Class IV Plant. This type of facility requires that the Overall Responsible Operator (ORO) have a Class IV Operator License. In our situation, the Chief Water Operator is a Professional Engineer with a Water Treatment Level I and Class III Water Distribution Subsystem License. The Maintenance Manager possess a Class IV licence and is the designated ORO. ii. Certificate of Approval Number: FAJ6A Date of Issue: July 14, 2008 iii. 8 Section 3: Water Treatment Summary Section 3 describes the type and amount of drinking water treatment chemicals used in the production of potable water at the Timmins Water Filtration Plant for the period of January 1 st to December 31 st, Hydrated lime in powdered form {formula as Ca(OH) 2 } is utilized for both pre- and post- ph adjustment, corrosion control and carbonate balances within the system. The hydrated material is pneumatically conveyed to a storage facility where it is introduced at a rate of 25 kg per hour to a mixing chamber prior to process distribution via peristaltic pumps. A total of 26 metric tonnes is stored on the site at any given period. Aluminum sulphate tetradecahydrate, ALUM, {formula as Al 2 (SO 4 ) 3 14 H 2 O} is supplied in liquid form and introduced to the raw water for the pretreatment of colloidal suspensions. The ALUM provides the mechanism for the removal of colour, odour and particulate matter prior to filtration. A total of 31 metric tonnes is stored on the site at any given period. Polyfloc CP 1801, an organic flocculant or cationic polymer, utilized as a settling agent is supplied in granular form and must be mixed/dissolved prior to use within the facility. As a result of the ionic charge, the flocculant upon reaction with the conditioned particulate matter joins together to form large particles which drop out of suspension within the clarifiers to improve filter performance and reduce overall turbidity levels. A total of 3 metric tonnes is stored on the site at any given period. Elemental chlorine, in the form of liquefied gas is utilized for post disinfection of potable waters entering the blending chamber. The overflow of waters is then directed to the contact chamber. Following sufficient contact time, the waters are stored within the clearwells for later use within the distribution system. The free chlorine residual at the point of entry to the distribution system is regulated between 1.50 mg/l and 1.80 mg/l. A total of 11 metric tonnes is stored on the site at any given period. Elemental chlorine, in the form of liquefied gas is utilized for post disinfection of potable waters entering the MacDonald Lake distribution system. The free chlorine residual at the point of entry to the distribution systems for the communities of Delnite, Buffalo Ankerite and MacDonald Hill is regulated between 1.50 mg/l and 1.80 mg/l. A total of metric tonnes is stored on the site at any given period. Chlorine, in the form of Sodium hypochlorite {formula as NaOCl} is utilized for postchlorination to ensure free chlorine residuals of at least 0.20 mg/l at the furthest point within the distribution system. These systems are located at the Hollinger Pumphouse (2-systems), at the MacLean Drive Reservoir (1-system), and at the MacDonald Lake Booster Station (1-system as an emergency backup to the gas chlorinators). A total of four (4) metric tonnes is stored at the Hollinger Pumphouse and one (1) metric tonne at the MacLean Drive Reservoir at any given period. Chlorine, in the form of Sodium hypochlorite {formula as NaOCl} is utilized for cleaning and disinfection of maintenance and construction items at all locations. All components which have been removed from service must first be thoroughly disinfected with Sodium hypochlorite prior to being reinstalled and returned to normal service within the potable water system. A total of 1 metric tonne is stored at the Timmins Water Filtration Plant at any given period for this purpose TWFP Summary Report March 24 th, V-1 8 of 16

Of the 851 bacteriological samples collected from the regular Timmins, South Porcupine and MacDonald Lake distribution system sampling locations, no samples indicated the presence of adverse indicator bacteria, heterotrophic plate counts or chemical parameters which would adversely affect the potable water conditions. {Indicator bacteria are not disease causing but provide an indication of a potential bacterial onset}. 10 The control room operator through the use of the Delta-V Supervisory Control and Data Acquisition System (SCADA), continuously monitors, records and trends all operational parameters from the plant on a 24/7 basis. All non-compliant conditions from within the TWFP result in both an audible alarm and a visual display until such time that they are acknowledged and addressed by the Control Room Operator. The operator tests and monitors hourly for all operational parameters, including ph, filtered water turbidity, finished (system) water turbidity, colour, free chlorine residual, and chemical dosage settings (i.e.: hydrated lime, aluminum sulphate, cationic polymer and elemental chlorine). Quarterly samples reflecting the maximum residence time in the distribution system are collected and analyzed for all microbiological parameters and those conditions listed in Schedule 23 (Inorganics), and Schedule 24 (Organics) as outlined within Ontario Regulation 170/03. In addition to the noted sampling requirements, the analysis of Iron, Lead, Sodium, Aluminum and Fluoride have been included within the first quarter samples only. Resample for AWQI that occurred on January 1, 2011 was not performed within the required time frame. No later than 30 days from the issuance of the inspection report shall the flow meters be repaired for high lift pumps 4, 5, and 6.
