2 The German Energiewende Reasons: Climate Protection: Replacing fossil energy carriers by green energy carriers Reduction of CO 2 -production Phasing out nuclear energy No production of radioactive waste Exclude atomic accidents like Fukushima Independence from foreign energy suppliers Resource protection

3 The German Energiewende Political Targets: CO 2 production in Germany should be reduced by 80% in 2050 Phasing out nuclear energy until 2022 The rate of renewable energy carriers should be raised from today s 18% to 40% in 2020 and 80% in 2050

4 The German Energiewende Problems: Maximal possible direct using of renewable energy Storing energy: Power to heat Power to gas (hydrogen, methan) Accumulators Transportation of energy across Germany and the EU Stabilisation of the energy networks Guaranteeing the energy supply

6 Reserves in years Reserves are those resources, which can be economically mined with today s technology coal oil gas uran reserves in years

7 Chances for Mecklenburg-Vorpommern Three wind power plant producing companies are situated in MV (Nordex, enoenergy, enercon) more income, more places of employment Construction companies have more orders Taxes increase Increment-value Innovation new technologies (energy storage)

8 Problems for Energiewende means a new industrialisation of rural areas Inhabitants don t accept the wind farms, the gasfired power plants and the solar power plants Inhabitants don t have any benefits from these facilities There isn t any direct value for the

9 Solutions participation of inhabitants and The political parties in MV have decided, that all future investments in renewable facilities can only take place if the and their inhabitants have a direct value increment Therefore and inhabitants should participate in the operating companies which run renewable power facilities To guide the small (in MV there are 700 and over two hundred have less than five hundred inhabitants) we founded a municipality guiding agency The regional government is proposing a draft legislation, in which investors will be obligated to offer a participation in the operating companies offer to and inhabitants

10 Example for a municipalties shareholding wind operating company one or more or an administration union of investor 25% 25% regional or local energy company owned by 25% inhabitants 25% cooperative society Local saving bonds Direct participation in the operating company

11 Inhabitants as shareholders Inhabitants within a circle of 4 km around the windmills should have the possibility to participate in the value of this companies Inhabitants could be limited partners in the operating companies (they have to spent or more) Inhabitants could join a cooperative society, which is a limited partner in the operating company inhabitants could buy local saving bonds from regional banks Inhabitants could create a local foundation The wind (solar or biomass) operating company could offer a low local energy price

13 Shareholding of solar power plants Municipalities are owners of different locations which can be used for solar plants (roofs, landfills). Municipalities can rent these places. After the new renewable energy act came into force in August 2014, solar plants are not profitable anymore. Solar plants in the future will only be installed for own consumption.
