3 Preface The BiogasIN project Development of sustainable biogas markets in Central and Eastern Europe (Contract No. IEE/09/848) is supported by the European Commission in the Intelligent Energy for Europe Programme. The objective of BiogasIN is to effectively improve the framework conditions for the installation of new biogas plants in 7 Eastern European countries: Bulgaria, Croatia, Czech Republic, Greece, Latvia, Romania and Slovenia. BiogasIN consists of 10 European partner organisations. The project is coordinated by the Croatian Energy Institute Hrvoje Pozar. The sole responsibility for the content of this publication lies with the authors. It does not necessarily reflect the opinion of the European Communities. 4 1 st BiogasIN study tour in Hesse, Germany The first BiogasIN study tour took place in Hesse, Germany from 30 th May to 1 st June. The study tour was organized by Fraunhofer IWES and was organized for participants of administrative authorities of Central and Eastern European states, farmers, financing bodies, energy institutions as well as interested biogas investors. It took place in order to offer an opportunity to decision makers who are more interested in biogas. Alltogether 13 participants (see participant list in Appendix 2) from Austria, Croatia, Estonia, Latvia, Rumania and Serbia participated at the tour programme (Figure 1). The three day programme was devided into three parts, a theoretical presentation during the first afternoon, biogas plant visists on all three days as well as a get-together at each evening including a sightseeing tour through the historic downtown of Marburg (Invitation leaflet is attached in Appendix 1). 5 1. Biogas plant visits The biogas plant tour included a wide range of different biogas plant concepts from waste digestion agricultural plants to large scale upgrading biogas plants. However, the tour covered not only best practice examples, also biogas plants which experienced difficulties to be accepted by the local population during the implementation period were included. In the following sections a short overview about each biogas plant visit is provided Biogas plant at Friedberg-Ossenheim The first biogas plant visit was at Friedberg-Ossenheim on Monday afternoon. The biogas plant is operated by Preußner GmbH since The plant tour was guided by Mr. Preußner s son the chief operator of the plant. The biogas plant, located on the Preußner s farm, was the first biogas plant in Hesse collecting and digesting organic residues for the generation of electricity (Figure 2 and Figure 3). Besides organic residues from restaurants, supermarkets and backeries, fat separators as well as liquid manure from the own pig feeding of pigs is digested. Different types of organic waste materials are collected by Energor Preußner Biogas GmbH within 70 kilometres by their own lorries. The produced digester residues are mainly used as fertilizer on the own farmland (200 ha). The biogas plant s installed capacity is 640 kwe split up into two gas engines (320 kw each). About (four people) private households can be supplied with electricity produced from the biogas. Waste collection and biogas plant operation is done by 8 fulltime employees. The biogas project was financed by Energor Preußner Biogas GmbH without any financing subsidies. The produced electricity is not eligible to gain feed-in tariffs. Thus, about 10 % of the produced electricity is used for the own electricity consumption of the plant. The project was permitted without any complications within a period of one year. Visit of the Hessian Test Centre for Bioenergy System Technology On Tuesday morning the tour started at the Hessian Test Centre for Bioenergy System Technology at Eichhof, Bad Hersfeld. Mr. Schünemeyer, from Fraunhofer IWES, guided the participants through the biogas laboratory and the biogas plant. The Hessisches Biomasse Forschungszentrum (HBFZ - Hessian Test Centre for Bioenergy System Technology) was founded in 2011 by the Fraunhofer Institute for Wind Energy and Energy System Technology (IWES), the Landesbetrieb Landwirtschaft Hessen (LLH - Hessian Agriculture Centre) and the Landeslabor Hessische Landwirtschaft (LHL - Hessian Centre of laboratory). Due to this cooperation a regional interdisciplinary team is established for research and development projects targeting bioenergy studies regarding agriculture, microbiology and energy system technology. The visit of the test centre included the biogas laboratory, Germany s first biogas driven microgasturbine and microgas grid, the biomass heating plant as well as the biogas plant (250 kwe). The biogas plant was still under construction during the visit. Thus, it was possible to have a look inside the digesters (Figure 4). 7 1.3. Biogas plant at Eiterfeld The second biogas plant tour on Tuesday morning was at Fulda-Eiterfeld (Figure 5). The biogas plant is operated by the Hilpert GbR founded by Mr. Hilpert. Mr. Hilpert s farm has 400 ha agriculture land and 160 cows. His biogas plant digests mainly energy crops and manure. Most of the substrates are produced by his own farm and animal husbandry. Only a small amount of feedstock is delivered by local farmers. The biogas plant was built in The permitting procedure for the bigoas plant and the micro gas grid was supported by the municipality. Therefore it took only some months to get the building permit and the permit for the microgasgrid. The produced biogas is utilized to generate electricity and heat through a CHP (240 kw) at the biogas plant site. The waste heat is used to warm the digesters as well as the farm buildings. A micro gas grid with a total length of about 1.5 km delivers biogas to three micro gas turbines (95 kw each). The turbines are located at the puplic school building. The waste heat of the turbines can cover 95 % of the school s yearly heat demand. Figure 5: Biogas plant visit at Eiterfeld [Fraunhofer IWES 2011] 7

8 1.4. Biogas plant at Willingshausen Figure 6: Biogas plant visit at Willingshausen [Fraunhofer IWES 2011] The last biogas plant visit on Tuesday was at Willingshausen (Figure 6 and Figure 7). The biogas plant at Willingshausen is operated by a consortium: 50 % of the biogas plant belongs to ABICON GmbH (biogas plant manufacturer) and Städtische Werke AG (puplic utility), Kassel, the other 50 % are owned by a consortium of farmers delivering the plant with chicken, cow and turkey manure as well as energy crops. The first idea of implementing a biogas plant at this side was in Three years of planning and permitting procedures was necessary until bringing the plant into service in It was difficult to find a location for the biogas plant which is on one side close to the puplic gas grid and on the other side far away from the village. A good place was found close to the puplic gas grid and behind a small hill that the biogas plant is not visible from the villagee. Nowadays, the biogas plant is operated by two full-time employees. The chief operator Mr. Grabau guides us during the visit. The biogas plant digests daily between 70 and 80 tonnes of energy crops and manure. 800 Nm³ biogas (methane content: 53 %) are produced per hour. The main part of the biogas is upgraded within a water scrubber facility to biomethane (methane content: 99 %) and injected into the public gas grid to substitute natural gas. Besides the upgrading facility a small part of the biogas uses the CHP to generate electricity and heat to warm the digesters. 9 1.5. Biogas plant at Epsdorfergrund The last visit of the tour was the biogas plant at Epsdorfergrund (Figure 8). The biogas plant is operated by a consortium of three local farmers. The biogas plant built in 2007 digests energy crops (mass content 50 %) and manure (mass content 50 %). All substrates are delivered from their own farms. The installed electrical capacity of the plant is 350 kw. The biogas plant is located very close between two villages. Thus, at the beginning of the project the farmers had difficulties with private initiatives of the local population against the project. Since the project has offered a favourable waste heat utilization possibility for the puplic school building and the puplic swimming pool the plant operators received the necessary permits. 10 2. Welcoming and presentations at HBFZ On Monday, the first day of the study tour, a welcoming of all participants and a brief theory part was organized at Eichhof. Mrs. Hofmann from the Hessian Ministry for Environment, Energy, Agriculture and Consumer Protection welcomes all participants at Eichhof, Bad Hersfeld (Figure 9). Her speech was about political goals and targets for biomass use in Hesse, criteria to ensure the success of bioenergy projects from the ministries view as well as contribution of the support programme for biomass use to the development of rural regions. 11 The Fachagentur für Nachwachsende Rohstoffe (FNR e.v.) was represented by Mr. Raussen, head of the Witzenhausen Institute, responsible for extension and advocarty works in the Federal State Hesse (Figure 11). His presentation gave an overview about biomass and bioenergy in Hesse, the structure and activities of bioenergy Agencies in Germany, especially the Agency for renewable Ressources (FNR) and concludes with experiences about bioenergy potentials and actually used ressources.
