Concept and objectives of integrated coastal planning in the VELHO project Terhi Ajosenpää Project coordinator VELHO project, integrated coastal planning Terhi Ajosenpää, VELHO-project
VELHO-project Vesien- ja luonnonhoidon paikallinen ja alueellinen toteuttaminen Lounais-Suomen vesistöalueilla VELHO developes and implements water and nature management and sustainable utilization of natural resources in water system areas in South-Western Finland Project is divided into three parts: Part I activates local groups to implement water management plans and to improve water quality Part II makes management planning in eight Natura 2000 areas Part III developes integrated coastal planning and prepares a proposal for a new reed cutting support Sanna Tikander
Background Eutrophication of water systems has increased the area of reed beds The amount of coastal meadows have decreased and coastal areas have become overgrown Tradional use of reed has been forgotten in Finland It has been estimated that there are about hectares of reed beds on coastal zone of Southern Finland Sanna Tikander
Reed strategy vision 2018 Sanna Tikander Finnish coastal zone reed beds and coastal meadows form optimal network for water protection, biodiversity, recreation and utilisation. Part of coastal zone reed beds are restored (back) to coastal meadows. National reed harvesting support has been introduced and harvesting of the summer and winterreed for bioenergy and construction purposes has started full speed after integrated coastal planning of coastal zone. The machinery used in reed harvesting is also used in other nature management and water protection actions. The sustainable use and management of coastal areas profit local people, landowners and entrepreneurs (win-win situations)
Objectives for coastal integrated planning are To introduce a new concept of planning for coastal areas in Finland To integrate different goals of using coastal areas To find out and establish a network of optimal ecosystem services To increase attraction and living possibilities on rural areas To develope co-operation between different sectors and local groups Sanna Tikander
Many goals are connected together Utilization of natural resources Bioenergy production, construction materials, fishing, tourism, multiple use of reed Water protection constraction of wetlands, buffer zones Biodiversity conservation and management restoration of coastal meadows valuable reed birds and other species living in red beds Recreation summer cottages, boating, bird watching, fishing, hunting, skating Landscape management maintaining openess (fields, water areas) Terhi Ajosenpää Terhi Ajosenpää
Planning phases some examples Participatory co-operation with landowners, users of planning areas and local stakeholders Survey of the existing data and reports Questionnaires amoung landowners ja key stakeholders Inventories and analyses of species and habitas Sanna Tikander Inventories of land use structure of past and present Reed mapping GIS-analyses, alternatives Map preparing Targetted planning for important areas 7
Content of the plans Classification of different areas by the main interests and targets for land use Special attention to reed beds: 1. Cutting packages for reed beds that could be utilised 2. Former coastal meadows that should be restored 3. Important reed beds that should be preserved Recommendations for management and conservation Valuating ecosystem services Visualizing by maps, photos, drawings Sanna Tikander 8
Planning areas Two initial pilot area in VELHO 1. Mynälahti-Oukkulanlahti 2. Eurajoki-Luvia Co-operation with many projects such as Natureship, Cofreen, Mynälahti, ProNatMat
Pilot actions for testing a new support for reed cutting Reed biomass cutting and utilisation experiments Searching for innovative ideas and different chains of utilisation Bioenergy (burning, biogas, pellets), construction, nutrient cycling etc. Restoration of key coastal meadows Competition biddings Documentation of good practices and cost efficiency Testing use of areal photos for supervising in reed cutting areas Terhi Ajosenpää Iiro Ikonen
